Open hospitals in State: CM to investors

Riding on the recent health indicators portraying growth and betterment in the health services in the State, Chief Minister Raghubar Das today appealed to investors to help improve health facilities in Jharkhand by means of opening hospitals, especially in rural areas. The CM said that the government will provide subsidy and all facilities to the investors for the purpose.

Addressing people during the inaugural ceremony of Healthcare Summit Jharkhand-2019 here on Thursday the CM said that if any investor builds a hospital in a rural area, the government will give them 75 per cent subsidy on land value for the purchase, 50 per cent in the block headquarters and 25 per cent in the urban area. The investment (single door) will be through a single channel, he said.

“Jharkhand was ranked third in the NITI Aayog’s State index for incremental growth. It is the result of continuous growth of State in the field of health since 2014. In the year 2000, the maternal mortality rate in Jharkhand was 400 per lakh, which decreased to 165 per lakh, infant mortality rate was 72 per thousand, which decreased to 29 per thousand, institutional deliveries which were only 13.50 per cent which increased to 80 per cent and complete vaccination was 9 per cent which increased to 87 per cent. Jharkhand ranks third in providing OPD service in hospitals across the country. These facts indicate that the State is on the path of reform in the field of health,” said the CM.

Das said that till September 25, 2 crore 85 lakh people of the State will be covered by Golden Card under Ayushman Bharat Yojna. As many as 57 lakh families of Jharkhand will have benefit of this scheme. Golden cards have been made available to 39,13,000 families. A total of 2,26,000 beneficiaries have been taken advantage of the scheme. An amount of Rs 206 crores has been spent for this. To provide maximum benefit of the scheme to the poor, a 300-bed hospital has been arranged in Jamshedpur, where only patients coming under the Ayushman Bharat scheme will be treated. The State has 429 private and 219 government hospitals listed under the scheme. The government will also waive the fee being taken for the golden card in the Pragya Kendras from August 16, 2019, for the poor,” added he.

The CM said on death anniversary of Atal Bihari Vajpayee, Atal Clinic will be opened in every ward.

Das said that the people of the state are getting 108 ambulance facilities. About 5,000 calls are being received every day. The treatment of 8,000 patients is being ensured by 108 ambulances. This service is more effective in tribal areas. Through CSR also, the government is providing the facility of bike ambulance to the poor in remote areas.

Health Minister Ramchandra Chandravanshi said that the government is working towards providing better health facilities. “We are committed to ensure that people get health care up to their doorstep. On September 25, 57 lakh families will be given a Golden Card. The government has added 32 lakh additional families in Ayushman Bharat Yojna. In the last 10 months, 2 crore 19 lakh patients have been treated under the scheme. The present government has established a medical college to provide healthcare,” he said.

Jharkhand lifts most people out of poverty; still remains among poorest states

Eastern state Jharkhand has made the fastest leap in bringing down the number of poor among fellow Indian states and has reduced the incidence of multidimensional poverty from 74.9 per cent to 46.5 per cent in the decade ending in 2016, The Indian Express reported. Jharkhand showed the steepest decline in the poor populace which was once second only to Bihar’s in 2005-06. However, it still remains one of the poorest Indian states with more than half of India’s poor populace concentrated in Bihar, Jharkhand, Uttar Pradesh, and Madhya Pradesh. 

In a report released by the UN Development Programme and the Oxford Poverty and Human Development, it was found that in India, the number of people living in multidimensional poverty went down to 369.55 million in 2015-16 from 690.55 million in 2005-06. This is a considerable reduction of 271 million people in a decade.

The multidimensional poverty index (MPI) takes into account a person’s deprivations across 10 indicators; hence becoming a comprehensive indicator that looks beyond income poverty. These indicators are — health, education, and standard of living — nutrition, child mortality, years of schooling, school attendance; access to cooking fuel, sanitation, drinking water; electricity and housing; and assets. 

In India, the MPI fell from 0.283 to 0.123 in a decade. India and Cambodia are the fastest in 10 selected countries which reduced their MPI’s the most. In fact, India has halved the number of people living in abject poverty from 55.1 per cent to 27.9 per cent in a decade. It has also brought down the intensity of deprivation from 51.1 per cent to 43.9 per cent, according to the global MPI report.

The report also said that India demonstrated “the clearest pro-poor pattern at the subnational level: the poorest regions reduced multidimensional poverty the fastest in absolute terms”. India is also among three countries where urban areas were outshined by rural areas in reducing poverty.

Weather across India: Bihar heatwave claims 61 lives, rain brings respite for Northern states | 12 points

The weather in India has been difficult for the population of the country with the heatwaves dominating the weather for the past few weeks. According to reports, there have been 32 heatwaves this year in India, the second-longest spell of high temperatures in the country’s recorded history. The heatwave conditions prevailing in most parts of the country has claimed at least 44 lives in Bihar in a day, even as rain brought down the mercury in some western and northern states on Sunday.

Here are the weather conditions in various states

1. Rain and thunderstorm has been predicted on Monday in Uttar Pradesh, where sweltering heat continued unabated with Allahabad in the eastern part being the hottest at 45.3 degree Celsius, six notches above the normal. Sultanpur, Varanasi and Basti in the state recorded 45 degrees Celsius, 44.2 degrees Celsius and 44 degrees Celsius respectively.

2. Blistering heatwave condition continued unabated in Bihar, where at least 61 people died on Saturday. The state government has ordered closure of schools till June 19. According to officials, 22 people died in Aurangabad, 20 in Gaya and two in Nawada districts due to the heatwave. Chief Minister Nitish Kumar has expressed grief over the deaths and announced an ex gratia of Rs four lakh for the next of kin of the victims.

3. In Delhi, traces of rain and strong wind reduced the daytime temperature which settled at 36.3 degrees Celsius, three notches below the normal. The weatherman has predicted overcast conditions and thunderstorm accompanied with light rains on Monday.

4. Parts of Rajasthan witnessed rain since Saturday, bringing respite from the sweltering conditions. The state capital recorded 9.2 mm of rains on Sunday, the meteorological department said. Bhim in Rajsamand gauged 7 cm of rains followed by 4 cm in Tibi of Hanumangarh and 3 cm each in Chirawa, Sri Ganganagar, Hanumangarh and Sangaria since Saturday.

5. Similarly, rainfall in Ahmedabad and rest of Gujarat brought respite from the scorching heat. The maximum temperature in Ahmedabad hovered around 37 degree Celsius, the IMD said. North Gujarat and Saurashtra-Kutch regions are likely to receive heavy rain on Monday under the influence of Cyclone Vayu, the MeT department said. On Sunday morning, the cyclone remained centred about 470 km west-southwest of Porbandar, 440 km southwest of Dwarka and 545 km southwest of Bhuj, the India Meteorological Department (IMD) said in a bulletin.

Monsoon is expected to advance further up north as Cyclone Vayu loses intensity paving the way for the wind system to move towards the Arabian Sea, the weatherman said Sunday.

6. By now, monsoon should have reached the central India, including parts of Madhya Pradesh, Rajasthan, eastern Uttar Pradesh and Gujarat, but it is yet to reach Maharashtra. It still remains over Mangalore, Mysore, Cuddalore over the southern peninsula and Passighat, Agartala in the northeast, according to the India Meteorological Department.

7. The western coast – from Maharashtra to Gujarat – has been receiving rainfall due to the cyclone. Only coastal Karnataka and Kerala have received rains due to monsoon.

8. Monsoon is likely to set in in Telangana around June 20 and in Andhra Pradesh by June 18, according to the India Meteorological Department (IMD).

9. The public in Tamil Nadu has been advised not to expose themselves to direct sunlight between 11.00 am and 4.00 pm to avoid sunstroke, a Regional Meteorological Centre has said. Chennai and its neighbouring areas and several other northern districts in Tamil Nadu have been reeling under heatwave-like conditions for the past several days with the mercury hovering over 41 degree Celsius.

10. This year’s heatwave has not even spared the Himalayan state of Jammu and Kashmir. Jammu recorded a maximum temperature of 39.6 degrees Celsius on Sunday, the weatherman said.

11. The weather remained mainly dry in Himachal Pradesh on Sunday even as the maximum temperature fell by 3 to 4 degrees from normal, Shimla MeT Centre director Manmohan Singh said.

12. Some states experienced pleasant conditions with little to moderate rain. Sirsa, Fatehabad, Mahendergarh in Haryana and Amritsar, Gurdaspur and a few other areas in Punjab received welcome showers.

According to meteorological department forecast, light to moderate rain is likely at a few places on June 16, 17 and 18 in Haryana, Punjab and Chandigarh. Meanwhile, four people, including two brothers, were killed in separate incidents of lightning strike during rain and thunderstorm in northern part of Chhattisgarh on Saturday, police said.
