Ranchi: A special CBI court has allowed Lalu Prasad to meet his counsel thrice a week as his case pertaining to fodder scam is in the stage of defence, the RJD chief’s advocate Prabhat Kumar said on Friday.

The advocate said he had met his client at the paying ward of the Rajendra Institute of Medical Sciences (RIMS) in Ranchi on Wednesday, Thursday and Friday accordingly.

“The CBI court has allowed our petition requesting to have meetings three days a week following day-to-day arguments. The court allowed us to meet between 4 pm and 5 pm after informing the jail authorities,” Kumar told PTI.

Prasad had on January 16 appeared before the special CBI court in connection with RC/47 case pertaining to fraudulent withdrawal of Rs 139.35 crore from Doranda Treasury during his chief ministerial regime in Bihar in the 1990s.

This is the fifth and last fodder scam case against Prasad in Ranchi while he has the sixth and final case in Bhagalpur in connection with the Animal Husbandry scam, popularly known as fodder scam.

He has been convicted in the previous four fodder scam cases, getting prison sentences ranging between three and a half years and fourteen years by different special CBI courts.

The Doranda Treasury case has 575 witnesses and 111 accused, a CBI official said, adding initially the investigating agency filed the charge sheet against 170 people.

Prasad, who has been in jail since December 2017, is undergoing treatment for multiple diseases at the RIMS.

133 Maoist incidents in 2019
A total of 133 Maoist-related incidents took place in 15 of the total 24 districts in Jharkhand last year. Six Maoist groups were found involved in these incidents. CPI (Maoists) toppled the list with 67 cases, followed by Tritiya Prastuti Committee and People’s Liberation Front of India with 24 and 22 incidents. With 30 cases, Chatra saw the maximum of these conflicts. Chaibasa came second with 23 incidents. Similarly, security forces were engaged in 36 encounters with the Maoist outfits in which 36 Red cadres were killed in gunfight. The Maoist cadres also killed 22 civilians last year.

Hockey veterans’ village to be a model village
As a mark of respect to tribal statesman Jaipal Singh Munda of Khunti, his native village Dakra will be developed as a model village. Union Tribal Affairs Minister Arjun Munda announced that his Ministry was working on developing the village of hockey veteran and politician Jaipal Singh Munda into a model village. The announcement was made a day before Jaipal Singh Munda’s birth anniversary, which was celebrated by the Ministry of Tribal Affairs on January 3. Dakra will soon boast of all the basic amenities that a model village should have, the minister said. Freedom fighter and tribal legend Birsa Munda was born in the same district, and Dakra’s development will also be a tribute to him, Munda said.

NCC cycle expedition
To develop the spirit of adventure and sportsmanship among NCC cadets, a 4,700 km relay cycle expedition was organised by NCC Bihar-Jharkhand Directorate. Cadets from Ranchi and Hazaribagh Group participated in the expedition which started on November 24, from Ranchi. The event concluded on December 31.   Group Commander Brigadier SK Prasad said that the expedition was also aimed at reaching out to the local people of all districts in the state and spread awareness regarding cleanliness. According to the Brigadier, the cadets successfully completed the expedition, regardless of challenging weather and paths.

Over 1,100 child deaths in RIMS last year
Jharkhand’s premier health institution Rajendra Institute of Medical Sciences (RIMS) in Ranchi reported deaths of 1,150 children in last one year. The results come at a time when infant deaths at Kota are making it to the headlines. Authorities attributed poor medical facilities, a lack of doctors and nursing staff, and late arrival of ailing children for this situation. According to the data made available by the RIMS administration, September and October were the most disastrous as the fatalities touched 124 and 117, respectively.

Ranchi: A team of senior police officers on Sunday inspected the ward where jailed RJD chief Lalu Prasad is undergoing treatment at the Rajendra Institute of Medical Sciences (RIMS) here.

A purported video that recently went viral on the social media had showed more than three visitors at the paying ward of Prasad, in violation of norms. “It was a general inspection,” one of the police officers of the team, which included the Inspector General (Prison) and Ranchi City Superintendent of Police, said.

According to the Birsa Munda Central Jail manual, three persons can visit Prasad at his paying ward only on Saturdays. On other days, special permission is required to meet the former Bihar chief minister. The RJD, however, claimed that the jail manual is being “strictly followed”.

“Rajya Sabha member Premchand Gupta and former Uttar Pradesh leader Ambika Choudhary were among the three leaders who met Lalu ji on Saturday,” RJD’s Jharkhand unit general secretary Ashutosh Ranjan Yadav told PTI. Prasad is lodged in jail in connection with fodder scam cases.

The RJD, which won a single seat in the just-concluded Jharkhand assembly elections, is part of the new government headed by Hemant Soren.

Protests over twin deaths in Bachra.

The 10-year-old injured girl, who was recovered along with the dead body of a 12-year-old girl from the forest area in Bachra under Piparwar police station in Chatra district on Thursday, died on her way to Rajendra Institute of Medical Sciences (RIMS) in Ranchi.

The death of the second girl, who residents believe was also the victim of sexual assault, triggered massive protests outside Piparwar police station on Friday.

“When local residents got the news of the girl’s death around 5 on Friday morning, they set out for Piparwar police station and staged a demonstration demanding capital punishment for those involved in the crime. The district administration had to deploy forces meant for election duty to bring the situation under control,” one of the residents said.

Deputy commissioner of Chatra Jitendra Kumar Singh confirmed said the situation was under control.

“The death of the second girl spurred protests, but it’s not so serious. Situation is under control,” Singh said.

Prodded for more details, he said police had started an investigation and directed the questions to superintendent of police (SP) Akhilesh B. Veriar.

“I am busy in sealing the strongroom. It will be better if you talk to the SP,” Singh said.

SP Veriar could not be contacted on his mobile despite four attempts between 4.15pm and 4.41pm on Friday.

Human rights activist, Runa Shukla, told that another eight-year-old boy was also found in an injured condition a few metres away from the spot where the girls were found lying.

“He is undergoing treatment at RIMS,” Shukla said.

She said the boy along with her 12-year-old sister and her friend went to the forest on his cycle to collect wood and fruits around 10am on December 11.

“On their way back, Sonu, 18, and his two friends asked him to go deep into the forest for better fruits. Leaving his cycle with the two girls, the boy went to forest. When he came back, Sonu hit him and took the girls into the forest,” Shukla said, adding that the boy was found 7am on Thursday while the girls were found in the afternoon.

Ranchi: Lawyer who represented Richa Bharti against Quran distribution order shot dead, property dispute suspected.

Ram Pravesh Singh, a 47-year-old lawyer in Ranchi was shot dead on Monday night in Ranchi. As per reports, the incident occurred in Road number 5 in Sarvodaya Nagar, under the Kanke police station limits.

In a CCTV footage that has been going viral on social media, Ram Pravesh Singh can be seen standing near his car, in his lawyer’s robes, when the assailant had approached him casually. The assailant was seen slowly and casually walking towards the lawyer and suddenly raising the gun he had kept hidden in his hands behind his back. Ram Pravesh Singh was shot dead from a point-blank range and the bullet had gone through his head, causing instant death.

He was taken to RIMS for treatment but the doctors there had declared him brought dead. The incident happened close to the lawyer’s house. Police have stated that Ram Pravesh Singh had a property dispute going on with a person named Chhotu Lakra regarding a plot of land in Misir Gonda. He had also registered an FIR against Chhotu Lakra on 23 October following a fight. The police have taken Lakra and his relative Ramesh into custody for interrogation.

Reports say the murderer and his associate had conducted a recce of the area around Singh’s residence. The bike-borne associate had helped the murderer escape after shooting Singh.

The lawyers of Ranchi Bar Association have severely condemned the brutal murder of a colleague. Kundan Prakash Singh, the General Secretary of Ranchi District Bar Association has stated that it is a cause of deep concern that a lawyer has been gunned down by criminals so daringly. He added that the crime shows the boldness of criminals and the anarchy. He had also emphasised on security for the lawyers stating that losing clients often consider the lawyer as their enemy.

The murder of a lawyer in the capital city so close to the assembly elections has created a stir in the region. The lawyers have called for a strike and have boycotted work on Tuesday, taking a silent march in the capital’s streets.

It is notable here that the deceased lawyer Ram Pravesh Singh had represented Ranchi girl Richa Bharti, who had been in news headlines after a Ranchi court had ordered her to distribute copies of the Quran over a complaint against one of her Facebook posts.

Richa Bharti had declined to distribute the Quran copies, saying it violates her rights to free speech and rights to religion. The case had created headlines across the nations, and lawyers of the Ranchi Bar Association, led by Kundan Prakash, had then taken out protests too, demanding the transfer of the judge Manish Kumar Singh, who had issued the order.

Following widespread outrage against such an order, the Ranchi court had finally modified the order. The case had created national headlines and had stirred many people to volunteer to contribute towards Richa’s legal expenses.

Fugitive’s Jail Road stroll stuns Ranchi.

A chance encounter of The Telegraph photographer Manob Chowdhary with fugitive Birsa Munda jail undertrial Ashish Ghosh on Tuesday evoked strong reactions from residents of the state capital, especially on the role of the police in the whole case.

This paper reported Ghosh’s account, caught on tape by Chowdhary, including sensational claims of his being framed for the August 2018 double murder of a woman and a boy that he said he did not commit, severe beatings and sodomy he alleged by policemen at Bariatu police station leading to his shoulder dislocation and anal bleeding, and finally, his escape from RIMS on October 18 this year, which he said he managed by bribing a policeman Rs 5,000.

Though the police on Tuesday denied all of Ghosh’s allegations, treasurer of People’s Union of Civil Liberties Anand Kumar Singh, however, said that the man’s allegations of torture warranted a judicial inquiry. “The statement of undertrial prisoner Ashish Ghosh puts a big question mark on the working style of the police. Third-degree torture after arrest is a violation of guidelines given by Supreme Court judge D.K. Basu. A judicial inquiry should be done in the matter,” Singh said.

Pointing out how easily Ghosh fled RIMS under judicial custody, Jharkhand High Court advocate Rajeev Kumar, who has filed hundreds of PILs on various issues, said he was aghast at how the state’s biggest government hospital, had become a sub-jail of sorts.

“There is some nexus between the police, jail administration and RIMS,” he said. “This nexus decides how to use RIMS for the benefit of high-profile or sensitive prisoners,” he added, pointing out the “prolonged treatment of Lalu Yadav” and “the easy way this man fled and became a fugitive on city roads”.

Former president of the Federation of Jharkhand Chambers of Commerce and Industries and social activist Vikas Singh, supporting advocate Kumar, said the way a fugitive was found roaming in the capital without being caught, suggested something was fishy. “It requires a thorough probe,” Singh said.

Rajan Kumar Singh, an alumnus of Tata Institute of Social Sciences, who has joined the Aam Aadmi Party as its state secretary, called for a CBI probe in the case.

“Unfortunately, the Raghubar Das government has reduced law and order to jungle raj. In several cases, the role of police has been suspicious. Jharkhand police is on the verge of losing its credibility. The CBI should probe the case,” Rajan said.

Sadar DSP Deepak Pandey admitted their failure to nab Ghosh on Wednesday, a day after Chowdhary had spotted him by chance on East Jail Road. “CCTV cameras installed on roads have so far not given any clue. However, we are on the job. Raids are being conducted at various locations of the city to nab Ghosh, including near his Bariatu residence,” the DSP said.

Officer-in-charge of Bariatu police station Sanjeev Kumar could not be contacted for his comments despite repeated calls to his cellphone from this paper.

Cops clueless, jewellers on warpath in Ranchi

Jewellers here downed shutters for three hours on Wednesday to protest Monday’s gun attack near Lalpur Chowk on two members of their fraternity, asking pointedly why the police had not yet nabbed the assailants.

Under the banner of Sona Chandi Vyavsayi Samiti, over 500 jewellers shut shop from 11am to 2pm in solidarity with injured brothers Rahul and Rohit Kheriwal and demanded speedy arrest of five gunmen who had entered their jewellery store at a posh market complex posing as customers. Samiti president Ravi Kumar Tinku told the media that they would call for a Ranchi bandh if the criminals were not arrested within 48 hours.

“It is a question of security of those in our profession, all businessmen as well as the people of Ranchi,” Tinku said. “The criminals left the city within 25 minutes after shooting at the brothers in the heart of the city, despite being under electronic surveillance. Not only this, they also reached Bihar safely within five hours after they committed the crime. This has exposed poor policing in the state. In case the gunmen are not arrested within 48 hours, we will give a call for Ranchi bandh.”

Contacted, a senior police officer said they were working on several leads to nab the criminals. “Several teams have been constituted. One team has been sent to Gaya and another to Aurangabad, both in Bihar. Several teams are conducting raids based on intelligence inputs. We are waiting for a breakthrough,” he said, but requested not to be named as he is not authorised to brief the media.

Both the Kheriwal brothers, aged 35 and 40, who had been operated upon for bullet wounds at RIMS, Ranchi, were airlifted in ambulances on Wednesday to Delhi for “better post-operative care”, their father Banwari Kheriwal said.

Thanking the RIMS doctors for “saving the lives of my sons”, he added: “Based on consultations with family members, we decided to send Rahul and Rohit to Apollo in New Delhi (Indraprastha Apollo Hospital) by air ambulance on Wednesday for post-operative care. We understand post-operative care is vital to quick recovery. Otherwise treatment here (at RIMS) has been done properly,” Kheriwal said.

Rahul was seen speaking to his parents anxiously while being wheeled out of the RIMS trauma centre for Delhi in the morning. “He was worried about medical expenses, but I asked him not to worry about money and said I was getting support from my brothers. I said ‘we just want you two to recover completely’,” the father said.

Jharkhand cabinet sanctions creation of 79 posts of senior residents at RIMS

The state cabinet on Saturday sanctioned for creation of 79 posts of senior resident and tutor under medical teacher cadre in various departments of Rajendra Institute of Medical Sciences (RIMS), Ranchi.

RIMS, an autonomous institution running a 1500-bedded hospital, has got permission from the medical council of India (MCI) to start post graduation and diploma courses in various departments. The institute has also staked its claim before the MCI to enhance MBBS seats to 250 from current 150.

In order to match the requirement of the teachers for 250 MBBS seats and PG courses, the cabinet sanctioned for the creation of the aforesaid 79 posts.

Taking a step forward to achieve the target of ‘housing for all by 2022’, the cabinet also accorded its nod to relax the norms for construction of buildings under the Prime Minister Urban Housing Scheme’s (PMUHS), Affordable Housing in Partnership.

“According to the decision, buildings up to ground plus six to eight storied can be constructed under the affordable housing in partnership. As per the current standard, building structures under this scheme can’t go above ground plus three,” an official said.

The cabinet also approved for fixation of prices of land that would be acquired by the government for laying underground water, gas and drainage pipelines. Besides, it approved for setting up of “Jharkhand Wing” of the NCC Directorate, Bihar and Jharkhand.

The cabinet also approved expenditure upto Rs 35 crore for fiscal 2019-20 under state’s scheme of three-year organic farming promotion and certification. The government has earmarked a total of Rs 100 crore for fiscals 2019-20, 2020-21 and 2021-22 under the scheme.
