Prime Minister Narendra Modi addressed two election rallies in poll-bound Jharkhand on Tuesday – one in Khunti and the other in Jamshedpur.

The five-phase elections to the 81-member Jharkhand Assembly began on November 30 and will end on December 20. Counting of votes will take place on December 23.

Here are the highlights from his rally:

– Says the next five years are very important for the state and asks people to vote for the BJP.

– Talks about his government enacting law for reservation to economically weaker sections.

– PM Modi talks about the law on triple talaq, says BJP has worked to safeguard the rights of Muslim women.

– On the Ayodhya issue, PM Modi says there was conspiracy to delay the issue and the Congress used it for its vote bank. Adds, that such a big issue has been resolved peacefully and everyone has welcomed it.

– Talking about abrogating Article 370, PM Modi said, people of the country elected Modi to take hard decisions. Says, he only thinks about the country and that is why article 370, which had been in existence for decades, was revoked and the whole nation supported it.

– When it comes to taking hard decisions, only the BJP government could do it, says PM Modi. Says only the BJP can solve the problems of Jharkhand.

— PM Modi says BJP government is the first to think about people in the unorganised sector.

— PM blames previous governments for not making efforts to promote the production of tussar silk in the state. BJP government is moving forward with a vision to make Jharkhand a hub of tussar silk production.

– PM Modi talks about various government schemes launched by the BJP for the benefit of people.

Won’t implement CAA, NRC in Jharkhand: Hemant Soren.

A day after Prime Minister Narendra Modi lashed out at the Opposition here over the Citizenship (Amendment) Act, 2019, Hemant Soren, the chief ministerial face of the grand alliance in Jharkhand, said if voted to power his government would review both the CAA and National Register of Citizens and not implement them if they had potential to trigger violence in the State.

“Both the CAA and NRC sound similar. They will be evaluated afresh. If we feel Jharkhand could plunge into violence, both CAA and NRC will not be put into practice,” Mr. Soren told The Hindu here on Monday.

When his attention was drawn to the BJP’s concern over illegal immigration of Bangladeshis into Jharkhand through West Bengal and the porous international border, the Jharkhand Mukti Morcha (JMM) executive president said, “The BJP came to power in many northeastern States highlighting the issue of infiltration of Bangladeshis. Now, the northeastern States are burning. They have backstabbed people there by bringing in CAA”

“This BJP-led government does not have any work to do. It has been raising divisive issues strategically and from time to time. The issues which can flare up people’s emotions are carefully chosen. Those are intended at dividing people on caste and religion lines leading to violence,” alleged Mr. Soren.

He observed, “They will not talk on unemployment, crumbling economy, losses being incurred by major public sector units, poverty and violence against women. The focus of the present government is only on dividing society as Hindu-Muslim and tribal and non-tribals.”

Alleging that that BJP always tries to reap political dividends through non-issues, Mr. Soren said, “In 2014, they came to power giving the wrong impression on the economy and law and order. When they miserably failed to find a solution to the issues they had highlighted, they came up with the revenge attack for the Pulwama terror strike. They stirred up people on India-Pakistan sentiments just before the 2019 elections.”

“Now, the BJP is preparing for the 2024 elections with these legal instruments. They have constructed a huge statue of Sardar Valabhbhai Patel although they do not have anything to do with the ideology of this great leader. They are now talking about construction of a grand Ram Temple at Ayodhya. They know how to hoodwink people without delivering on genuine problems,” he charged.

Addressing an election rally at Dumka, where the JMM chief is contesting, Mr. Modi on Sunday had said violence over CAA was being stoked by the Congress and its allies and it was wrong as the Bill was cleared by Parliament.

The JMM, Congress and Rashtriya Janata Dal have stitched up a pre-poll alliance in Jharkhand where polling will come to end on December 20 and results will be declared on December 23.

BJP to form Jharkhand government with absolute majority: Rudy

Asserting that the BJP would win with an absolute majority in Jharkhand, the party’s national spokesperson Rajiv Pratap Rudy said people would cast votes in favour of “good governance and political stability”.

He insisted that the double-engine government of the BJP at the Centre and the state would ensure an all-round development of Jharkhand.

“The BJP has a long-term vision for the development of the state. If the governments at the Centre and the state are the same then development becomes easier,” Rudy told reporters here on Saturday.

Listing the achievements of the Raghubar Das government, he said the saffron party has worked for tribal welfare, infrastructure development and agricultural growth over the past five years.

“I, too, had voted in favour of Jharkhand’s statehood when the proposal was placed (in Parliament). But the irony was that after its creation, there was no political stability for several years. The state saw a person without any ideology or party becoming the chief minister,” Rudy said, referring to former Independent MLA Madhu Koda’s tenure from 2006 to 2008.

The BJP, however, has given a stable government to Jharkhand over the last five years, the BJP MP said.

“This time, too, people will vote for stability and good governance. The BJP will form a government in Jharkhand with absolute majority,” he stated.

The senior BJP leader said that Prime Minister Narendra Modi had always taken a “keen interest” in the development of the state.

“The decisions taken by Modi and his government has always has had a positive effect on the states and the country as a whole — be it abrogation of Article 370 or ban on triple talaq,” he said.

Taking a dig at the Opposition alliance of the JMM, the Congress and the RJD, he said, “Parties functioning around their families can never work for the state’s growth.”

He said that Raghubar Das during the second of the five-phase assembly elections, would win with a comfortable margin from Jamshedpur (East).

“Unlike other political parties, the BJP runs on principals and policies,” he added.

A five-phase election to the 81 Assembly constituencies began in Jharkhand on November 30. Voting will conclude on December 20 and counting will be held three days later, on December 23.

Jharkhand polls: Campaigning ends for second phase.

The campaigning for the second of the five-phase Jharkhand assembly elections scheduled to be held on Saturday ended on Thursday, officials said.

Of the 20 seats, polling will take place from 7 a.m. to 3 p.m. on 18 seats, and from 7 a.m. to 5 p.m. on two seats — East Jamshedpur and West Jamshedpur.

Sixteen of the 20 seats are reserved for Scheduled Tribe (ST) and one for Scheduled Caste (SC) candidates.

There are a total of 260 candidates in the fray including 29 women.

The highest number of candidates are in East Jamshedpur and West Jamshedpur with 20 on each seat while Seraikela has the least number – seven candidates.

The second phase of the Jharkhand assembly polls will decide the fate of heavyweights in the state.

The constituencies comprise all 14 seats in the Kolhan division and another 6 in South Chottanagpur division. Kolhan is a stronghold of the JMM if the results of 2014 are taken into consideration. Despite Prime Minister Narendra Modi’s “wave”, JMM had won eight seats.

The focus is on the Jamshedpur East seat from where Chief Minister Raghubar Das is contesting. He is pitted against his old cabinet colleague Saryu Rai and Congress spokesperson Gaurabh Vallabh.

The 20 seats which will go to the polls in this phase are in Maoist infested areas.

In the second phase, besides Chief Minister Raghubar Das, more than half of the candidates in the fray are VIPs.

Jharkhand Assembly Speaker Dinesh Oraon, Urban Development Minister Neelkanth Singh Munda, Water Resources Minister Ramchandra Sahis, former Cabinet Minister Saryu Rai and state BJP president Laxman Giluwa are in the fray.

Jailed Maoist commander Kundan Pahan is contesting from the Tamar assembly seat.

The BJP has fielded its candidates on 20 seats which include 2 female candidates, the Congress has pitted 6 candidates, the AJSU 12 candidates including 2 women contenders, the JVM 20 candidates including 4 female candidates and the JMM 14 contenders including one woman candidate.

We are taking measures to ensure quality care to every strata of society, Ramachandra Chandravanshi, Minister for Health, Medical Education & Family Welfare, Government of Jharkhand, said while delivering speech at the Healthcare Summit Jharkhand held in Ranchi recently.

Organised by the Department of Health, Medical Education & Family Welfare, Government of Jharkhand along with Elets Technomedia, the healthcare summit witnessed confluence of key policymakers, international experts and industry leaders deliberating different aspects of healthcare including challenges and how technology could keep them at bay.

AYUSHMAN BHARAT AND STATE’S PLAN TO SCALE UP EXECUTION

Last year Prime Minister Narendra Modi had launched Ayushman Bharat from the soil of Jharkhand. In a bid to scale up implementation of the game- changer scheme, we will be distributing golden cards to 57 lakh families of the State soon.

We were given a target to distribute golden cards to 25 lakh families by the Centre last year. A total of 32 lakh families have been added up to the scheme under the visionary leadership of Chief Minister Raghubar Das. A total of 2 crore 19 lakh patients availed treatment facilities at both private and government hospitals under the scheme till date. There are 429 private hospitals and 219 government hospitals which have been empanelled under the scheme.

The State Government has spent an amount of Rs 215 crore to facilitate care under the scheme. We are also working to set up health and wellness centres in rural areas. Best part is not only initiatives are being announced but the Government also ensures its execution.

MOHALLA CLINICS AND BIKE AMBULANCE TO BOLSTER CARE

The State Government is also working on plan to set up Mohalla clinics where doctors will sit for two hours, providing treatment facilities to patients. In addition, plans are afoot to start bike ambulance and 100 telemedicine centres soon.

To encourage private providers, we have decided to provide a series of concessions. Those 300-bed hospitals having 20 acre land would be provided a fund of Rs 30 crore, free road facility upto five kilometers and electricity.

PRIMARY HEALTHCARE

We have started imparting training to 200 community health workers in naxal hit-Palamu district. With 20 days training, they are now being equipped in terms of knowledge to facilitate basic care in villages. Soon, we will be recruiting these workers for whole state to bolster primary care delivery system. In addition, the government is also working to open more medical colleges to train medical graduates.
