The main accused in the gang-rape case in the state capital on Monday, Vinayak Singh, surrendered before the court on Wednesday. With this, three of the four accused have either been arrested or surrendered before the police.

On January 6, four men had abducted the girl, a BBA student, at gun point and gang-raped her at a vacant flat situated behind a prominent mall in Patna.

The woman was forced to get inside a vehicle at gun point by the accused when she came out of a restaurant at around 6.30 pm (on Monday) under SK Puri police station limits.

She alleged in her FIR that they took her to a vacant flat at an unknown place and repeatedly raped her.

Senior superintendent of police (SSP) Patna, Upendra Sharma, said the accused Vinayak Singh surrendered before the court due to mounting police pressure.

“The police raided different places to arrest the fourth accused, Sandip Mukhiya,” he added.

Police said they had earlier raided the house of Singh in Hajipur, but could not find him. The police also raided various places in Patna, he added.

Police said as Singh‘s uncle came to know about the incident, he assured the police that he would ensure surrender of his nephew. Singh, however, surrendered to the court, police added.

Police had first arrested Kush. On the basis of Kush’s statement, police arrested Vikas, the second accused.

The girl had lodged a case with the women police station against the four people.

Police officials had said on Tuesday that one of the accused was trying to force the woman into a relationship and was stalking her. The station house officer of the women’s police station, Arti Jaiswal, said preliminary investigation suggested the woman knew the accused.

A case was registered under Sections 376 D (gang-rape), 323 (Punishment for voluntarily causing hurt) of the Indian Penal Code (IPC) and the Arms Act, Jaiswal said.

A medical examination of the woman has been conducted and the report is awaited.

This is the second incident of gang-rape in the state capital within a month. On December 13, a Patna University student was allegedly gang-raped by four men.

Two of the accused, including a friend of the woman, surrendered in the court, while two others were arrested from separate places. Taking serious view of the Patna gang-rape in which a student was kidnapped from a mall in the state capital, HAM-S leader Jitan Ram Manjhi said law and order situation has deteriorated in Bihar.

The Congress also pulled up the state government for failure to control crime. Bihar Pradesh Congress Committee (BPCC) chief Madan Mohan Jha on Wednesday said Patna had turned into the crime capital of the country.

Jharkhand Poll Result Sends Ripples Through Political Waters of Bihar as Assembly Elections Inch Closer.

Source – news18.com

Patna: Results of the assembly polls in Jharkhand sent ripples through the political waters of Bihar, the parent state out of which the tribal-dominated region was carved out in 2000, capping a movement that had continued for close to a century.

Lalu Prasad’s RJD, once formidable but down in the dumps for some time, erupted in joy over the triumph of the JMM-led alliance, in which it is a minor partner, as it kindled hopes of replicating the success in Bihar where assembly elections are less than a year away.

At the party’s state headquarters here on the Birchand Patel Marg, RJD workers began distributing sweets no sooner than the trends started pouring in and chanted slogans vowing to help Tejashwi Yadav their young chief ministerial candidate for Bihar, who had been actively involved in electioneering in Jharkhand to power.

The party relished the thought of being a part of the winning combination in the adjoining state, even though its own strike rate was far from impressive – winning only one out of the seven seats it had contested.

Shivanand Tiwary, RJD national vice president exuberantly said “why not” when asked by reporters if the party would like to join the new government in Jharkhand.

He termed the victory as “defeat of the BJP’s jingoistic politics” and questioned its “duplicity” on the matter of National Register for Citizens, “which has put the country on the boil”.

“The BJP’s official twitter handle says it has country-wide implementation of NRC on its agenda. So does its president and Union Home Minister Amit Shah. But, Prime Minister Narendra Modi yesterday dismissed it as something off the radar. Why is the PM lying before the nation?” Tiwary asked.

The Congress – an alliance partner of the RJD both in Bihar and Jharkhand – was also buoyed by the poll outcome in the neighbouring state. Leader of the legislative party Sadanand Singh, who has headed the Bihar Congress in the past, advocated “all non-BJP forces, including Chief Minister Nitish Kumar” to heed “the need for coming together to defeat the BJP”.

Kumar, who is running a coalition government with the BJP, has been drawing opposition flak after his party voted in favour of the Citizenship Amendment Act, which allegedly discriminates against Muslims.

He has, however, attempted damage control by asserting that he is opposed to NRC as its “combo” with CAA was what made the new law troublesome.

The BJP, which has been on a roll for quite some time and a section of its leaders desirous of putting an end to playing second fiddle to Nitish Kumar, appeared chastened and sought to downplay its defeat in Jharkhand by attributing it to “local factors”.

“The result of Jharkhand must be viewed with reference to local factors and the agony of people because of unfulfilled individual grievances. The state government worked really well but failed to communicate well to the public. The party will assess the whole situation and scenario in coming days.

“The Jharkhand result will have no impact on Bihar because the demography and geography is completely different in both the states,” Bihar BJP spokesman Nikhil Anand said here in a statement.

The NDA government is working hard towards the development of Bihar, and “we are sitting pretty well to win the 2020 assembly election comfortably”, he added.

Muzaffarpur student, set on fire for resisting rape attempt, dies at Patna hospital.

Source – hindustantimes.com

A 23-year-old woman, who was set on fire in Bihar’s Muzaffarpur earlier this month, died in Patna on Monday. She was being treated at the city’s Apollo Burn Hospital after sustaining 95 per cent burn injuries.

The victim’s brother-in-law said the woman died around 11.40pm on Monday.

She was set on fire by Raja Rai, son of land broker Raj Kishor Rai, who poured kerosene on the woman for resisting rape attempt on December 7. Rai was arrested soon after the incident, and his accomplice Mukesh Kumar a week later.

The woman’s family has demanded an assurance of justice from Chief Minister Nitish Kumar before she is cremated. “We want the chief minister to come and assure us of justice in the case,” her brother-in-law said.

He also demanded security for family members and sought that his wife, an auxiliary nursing midwife (ANM) at Bairiya in Sitamarhi, be transferred to Muzaffarpur so that she could be with her two minor children, who were witnesses in the case.

The victim’s family members had met the state’s principal secretary, health, Sanjay Kumar on Monday afternoon and placed a few demands, which among others included that the victim be shifted to higher specialised centre in New Delhi.

Kumar had then said the government would constitute a medical board if it received a recommendation for referral to higher centre from the private health facility where she was being treated since December 10. The Sri Krishna Medical College Hospital (SKMCH), Muzaffarpur, where she was earlier admitted on December 8 had referred the patient to the private centre after the woman’s family members refused to take her to the Patna Medical College Hospital (PMCH) for treatment.

The Muzaffarpur district administration had assured to bear the entire cost of treatment of the woman.

According to the FIR lodged at the Ahiyapur police station in Muzaffarpur, the woman was with her minor niece and nephew in her house while her mother was on night duty at a primary health centre when the incident happened. Rai, her neighbour, and Kumar barged in and tried to sexually assault her but failed. So, Rai along with Kumar, poured kerosene on the woman and set her on fire.

After setting the woman ablaze, the two accused had initially taken her to a private hospital in Muzaffarpur before she was brought to the Sri Krishna Medical College Hospital the next day around 2.30pm.

Rai had been stalking the woman for some time, but she rejected his advances. Out of fear, the woman had stopped attending coaching classes and did not pursue studies after completing her intermediate, her mother said.
