Carry out admissions through Chancellor Portal: Guv

Governor Droupadi Murmu on Thursday directed universities in State to carry out admission at undergraduate courses through Chancellor Portal. The Governor, who is also Chancellor of Universities at the meeting with VCs, registrars and financial advisors of state universities at Raj Bhavan, asked universities to carry out admission through Chancellor Portal from next academic session.

With admission through Chancellor Portal, colleges will have no say in selecting meritorious students who have scored better in his/her intermediate exam. Previously, colleges used to announce cut off. Better ranked colleges had cut off for admission in honours courses. However, now the minimum criteria of seeking admission will be fixed and colleges will have to adhere to whatever list is sent by the Chancellor Portal authorities.

The Governor also directed the VCs to carry out National Assessment and Accreditation Council (NAAC) of their universities and colleges and get better ranking. The Governor meanwhile expressed happiness over universities regularizing their academic calendar.

The VC said, “It is please to know that academic calendar of universities are regularized. The examination is held on time and the results are declared timely, which is beneficial for students for pursuing higher studies in other universities.” The Chancellor claimed that irregular academic calendar they have received from Bihar, before the bifurcation of State. Murmu, on the occasion, also expressed happiness that Jharkhand Public Service Commission (JPSC) is taking up promotion issue of teachers in a priority basis. She said that with JPSC taking up the promotion issue on priority basis, backlog in State universities will be cleared paving way for fresh appointments at educational institutions.

The Chancellor also directed VCs to complete the process of installing WiFi at educational institutions and in this connection they can take the help of National Informatics Centre (NIC) for regular inspection and monitoring. The Governor also directed universities to work in direction of ACP/MACP so that non-teaching staff are benefitted with salary and other benefits.

The Chancellor also asked for creation of posts at Tribal and regional language department of Ranchi University and Kolhan University. The Governor also assessed the progress in construction work of new buildings at Nilamber-Pitamber University Medininagar, Binod Bihari Mahto Koylanchal University (Dhnabad) and Jharkhand Raksha Shakti University (Ranchi).

Directions were also issued for making Shikshit Bharat Abhiyan or Unnat Bharat Abhiyan successful in State along with following directions of Ministry of Human Resource Development (MHRD) department successful.   The Chancellor also directed universities to appoint ad-hoc teachers at colleges so that shortage of teachers can be addressed. The meeting was attended by Additional Chief Secretary KK Khandelwal, Principal Secretary- Higher, Technical Education & Skill Development, Shailesh Kumar Singh, Principal Secretary to Governor Satendra Singh, Building Construction Secretary Sunil Kumar, JPSC Secretary Ranendra Kumar among others.

VCs and other officials from Ranchi University, Vinoba Bhave University Hazaribag, Sido Kanhu Murmu University Dumka, Nilamber-Pitamber University Medininagar, Binod Bihari Mahto Koylanchal University (Dhnabad), Kolhan University (Chaibasa) and Jharkhand Raksha Shakti University (Ranchi) were also present at the meeting.

BPSC chairman meets Bihar Governor over question paper row

Chairman of Bihar Public Service Commission (BPSC) has met and briefed state Governor Lalji Tandon over civil service examination question paper in which a question referred to the governors of states as “kathputli (puppet)”.

BPSC Chairman Shishir Sinha briefed Tandon and said that action has been initiated in the matter and the commission has sought an explanation from the person who set the particular question on the role of Governor in the BPSC Mains Examination paper.

The Governor Office said in a press release, “The Chairman of BPSC informed us that anyone from commission was not aware about anything related to question paper. Even, the commission get to know about if after the completion of exam.”

“Critically examine the role of Governor in the State politics in India, particularly in Bihar. Is he a mere puppet?” the question asked in the General Knowledge Paper II examination of Bihar Public Service Commission (BPSC) Mains read, which later caused flutters in political circles.

The question paper of the BPSC Mains Examination, which was held on Sunday, has come under attack from ministers in the state.

In a damage control exercise, however, the BPSC has sought an explanation from the person who put the question on the role of Governor in BPSC Mains Examination paper. Blacklisting him, the Commission has also barred him from setting the question paper in future.

“The person who put the question on a Constitutional post in BPSC Mains Exam has been asked for an explanation and has been barred from setting a question paper in future, thereby, putting him in a blacklist. Express regret over it,” said BPSC in a press release.

The BPSC Civil Services Main examination was conducted from July 12 to July 14 while the final optional subject exam will be conducted on July 16.

Bihar Public Service Commission blacklists teacher for question on the role of governor

The Bihar Public Service Commission on Monday said it has blacklisted a person who set a question for the mains exam asking if the governor was merely a puppet. The bilingual paper used the Hindi word ‘kathputili’, which means puppet, PTI reported.

“The person who put the question on a Constitutional post in BPSC Mains Exam, has been asked for an explanation, and has been barred from setting a question paper in future, thereby, putting him in a blacklist,” the commission said, according to ANI. “Express regret over it.”

NDTV reported that the question in Sunday’s paper on General Knowledge was, “Critically examine the role of the Governor in state politics of India, especially in the context of Bihar. Is he a mere puppet?” Lalji Tandon is the present governor of Bihar.

The commission laid the blame on the teacher who set the paper, The Indian Express reported. “There are several sets of papers prepared, and no members have the right to go through each one of them,” an unidentified official told the daily. “The board is scrutinising the incidents and will take actions against the teachers responsible for drafting that particular papers.”

However, the official added that the question will not be deleted. “The students will get marks as per the merit of their answers,” he said. “There is no provision to give full marks to a subjective question.” The question carried six marks.

Political outcry

The question caused disquiet across party lines, Republic TV reported. Bihar Education Minister KN Prasad Verma said it was unfortunate that such a question had been asked. He said an inquiry will be initiated into the matter.

“BPSC is an autonomous body and has its own procedures,” Bihar Water Resources Minister Sanjay Jha said. “It must take care in the future that such questions are not repeated. The government does not interfere in BPSC’s exam procedures. Autonomous does not mean that you can ask anything. They should have respected the post of the governor and not asked such a question.”

Bhai Virendra, a Rashtriya Janata Dal MLA, also condemned the incident. “It seems some illiterate has prepared the questions,” he said. “This has crossed all limits. The governor has been humiliated. The person who prepared the question should be taken to task.”
