Patna: A jail in Bihar is working overtime to prepare 10 Manila ropes which are used for hanging prisoners on death row.

Buxur central jail located in central Bihar is perhaps the only jail in India which has the expertise in preparing these special ropes. It is prepared by the inmates lodged in the jail.

“We have the expertise in preparing Manila ropes. We supply such ropes to every jail in the country for hanging purposes. We are busy preparing these as our stock has run short,” Buxur jail superintendent Vijay Kumar Arora told the media, refusing to divulge more details.

According to him, the jail administration is preparing 10 Manila ropes right now and the work has been going on for the past few days.

Apparently the jail administration swung into action shortly after the federal home ministry sent a recommendation rejecting the mercy petition filed by one of the convicts in 2012 Nirbhaya rape and murder case sent to President Ram Nath Kovind.

The recommendation came on a day victim’s family sought for shooting dead rapists in the same way the four accused persons in Hyderabad veterinarian rape case were killed in alleged encounter. The home ministry’s recommendation also coincided with a call given by the President to do away with the mercy petition in cases involving sexual assaults on minors.

Given a series of such developments, it is believed these nooses could be used for hanging the convicts of Nirbhaya gang-rape case in Delhi.

Buxur jail is one of few prisons in India where Manila ropes are made. Jail authorities said the inmates lodged in this jail prepared this rope for which they have been imparted training by experts. Flanked by two rivers, the environment of this place is considered very ideal to prepare such ropes which are made from special kind of thread J-34 cotton yarn.

Authorities said a lot of hard work goes into making of Manila ropes. First, the yarn is spun into thick threat from J-34 variety of cotton. Then the thread is smoothened with a coat of soft wax. While making these ropes, the inmates take utmost care to ensure there are no knots in the thread.

According to jail officials, ropes supplied from this jail have been used for execution of several convicted prisoners and terrorists, such as Dhananjay Chatterjee who was accused of raping and killing a 14-year-old girl, Mohammad Ajmal Amir Kasab who was involved in the November 2008 Mumbai terrorist attacks and Mohammad Afzal Guru who was found guilty in 2001 Parliament attack.

Delhi Anaj Mandi fire: After victims’ families object, bodies of Bihar residents to be taken home by road.

Bowing to pressure from families of those killed in the Anaj Mandi fire on December 8, the Bihar government has decided to send the bodies of the State’s residents home by road instead of train.

Earlier, it was decided that the railways will carry the bodies in the seating-cum-luggage rake (SLR coach) on board the Swatantrata Senani Express over December 9 and 10.

However, the victims’ families objected to the arrangement, choosing to take the over 1,000 km journey by road instead.

Many of the 43 people who were killed in Sunday’s blaze were migrant workers from Bihar and Uttar Pradesh. They were trapped in the building as they were asleep when the fire started.

“The families were not comfortable in taking the bodies by train, so we have decided to send them in ambulances. One ambulance will have two bodies.

“All the preparations were made for sending the bodies by train. Special coaches were also attached [to the train] but the family members [of victims] did not agree to let the bodies go by train,” said Kumar Digvijay, Joint Labour Commissioner, Bihar Bhavan.

“As and when post-mortem is being done, we are sending the bodies home. Till now 36 bodies of Bihar residents have been identified and we are trying to send them back to the State as soon as possible. The procedure is slow, but we are trying our best,” he said.

Zakir Hussain from Bihar’s Madhubanj area, who lost his brother Shakir in the fire, said though the Bihar government had made arrangements to take the bodies back home by train, there was no clarity about the procedure.

Mohammad Shamshir from Begusarai, whose neighbour Naveen Kumar (19) died in the fire, said it was not feasible to take the body in a train.

“We were not happy with travelling via a train. The train would stop at Samastipur station and our village Barijana is another 70 km from there,” Mr. Shamshir said.

According to officials, the resident commissioner of Bihar in Delhi had approached Union Railway Minister Piyush Goyal for help to send the bodies back home. Upon Mr. Goyal’s intervention, the Delhi Division had arranged for the coach.

Bihar: Woman burnt after failed rape bid, admitted to hospital with 80% burn.

A woman was admitted to a hospital in Muzaffarpur on Sunday after she was allegedly set ablaze by a man who had attempted to rape her but failed.

The victim sustained 80 per cent burn when she was admitted to Shri Krishna Medical College and Hospital in Muzaffarpur.

Police are investigating the matter.

After the rape and murder incidents in Unnao and Hyderabad that sparked anger across the nation, several other cases of victim being set on fire by rapists have come in light.

In Hyderabad, a 26-year-old veterinary doctor was smothered, raped and then burnt by four men late at night on November 27 and her charred body was found the next day under a culvert on the Hyderabad-Bengaluru national highway. The four accused in the case were killed on early Friday by the Telangana police in a ‘retaliatory’ firing when they were taken to the crime spot for recreation.

Soon after, the Unnao rape victim was was also set on fire by five men, including the two accused of raping her in December last year. The woman had sustained 90 per cent burn and lost her life in hospital on Friday.

Four days back, a 35-year-old woman alleged that four men namely Aarif, Shahnawaz, Sharif and one more person entered her home in Shahpur village in Kaserawa, Uttar Pradesh and threw acid on her. The victim was rushed to the hospital where she was admitted for medical assistance and was discharged on the same day. On Sunday she threatened to end her life if justice is not served, news agency ANI reported.

The rising in such incidents of rape and murder has triggered nationwide protests where activists and students have come out in large numbers demanding justice for the victims and trial in a fast-track court.

Bihar police clueless as half-burnt bodies of two women remain unidentified.

Bihar police is struggling to identify two women, suspected to have been raped before they were murdered and set alight, nearly three days after the first half-burnt body was discovered.

A bullet ridden and half-charred body of a woman in her mid twenties was found in the Buxar district on Tuesday while another woman’s body, with her face burnt completely, was found in Samastipur district on Wednesday.

Breakthrough in both the cases remain distant since the victims were unidentified.

Sources say the police in Buxar are waiting for the forensics to confirm if the girl was gang-raped before she was shot from a close range. A special investigation team (SIT) has been formed under the Sadar DSP.

A case of murder, disappearance of evidence, crime with common intention and possession of arms has been filed against unknown assailants and a reward of Rs 50,000 announced to help identify the victim or the accused.

“The biggest challenge is identification of the body, as it will give investigation a proper direction,” said a police officer associated with the probe.

The cremation has been delayed by a day in the hope that someone may identify the woman.

“Around 10 people came to see the body, but none of them identified it. Therefore, we have decided to wait for another 24 hours,” said Buxar SP Upendra Nath Verma.

The mouth of the woman, whose body was found in a Tobacco field in Samastipur, was gagged with a piece of cloth and the face was charred beyond recognition. The woman was wearing bangles and had red dye (alta) on her feet, indicating she was married.

Samastipur SP Vikas Burman said police teams announced the recovery of the body in several neighbouring villages but could not establish her identity. There were no complaint registered of any woman of similar age missing during the period.

The two cases have led to protests by activists and some political parties in Patna.

This system is expected to be a fast-moving one but the scattered rains in Bihar and Jharkhand will increase the soil moisture. Post this rain, dense fog will be seen in several parts of Bihar and a few pockets of Jharkhand.

A significant drop in day temperature will also be experienced in Bihar and Jharkhand during this period.

As the rainfall normals are very low for December in Bihar, this spell will certainly pull down the deficiency in the state.

Bihar Oppn. leaders demand prompt action in cases of rape.

Opposition party leaders in Bihar on Friday demanded prompt action against those accused in the Muzaffarpur shelter home case and the recent rape cases in Buxar and Samastipur districts. Chief Minister Nitish Kumar said he would write to the Central government for a ban on pornographic sites.

Reacting to the Hyderabad police ‘encounter’, Leader of Opposition in the State Assembly Tejashwi Yadav said, “The whole country is celebrating the police action in Hyderabad… We want to know what will happen to those accused in the Muzaffarpur shelter home rape of minor girls and the recent rapes in Buxar and Samastipur districts.”

Former Chief Minister Rabri Devi tweeted: “Every day such incidents of rape are happening in Bihar, but no one asks any questions of Nitish Kumar. In Bihar, such perpetrators are being patronised by the government. Those who commit crimes like rape must be punished under a time frame under the law”.

Chief Minister Nitish Kumar demanded that the Central government ban pornographic sites that have been affecting the minds of young people. He later said that he would write to the Centre on the matter. “Some people are using social media for information but some are also misusing it to watch porn sites which are corrupting their minds,” Mr. Kumar said at an awareness meeting in Gopalganj in the course of his ongoing Jal, Jivan, Hariyali yatra (water, life and greenery journey).

His deputy in the Cabinet and senior state BJP leader Sushil Kumar Modi tweeted to say: “Though people, especially women, in the country have heaved a sigh of relief after all four accused persons of rape were killed in the police encounter, it would have been better if such a moment had not come and the accused were hanged to death after a verdict by a fast track court.”

Chairperson of the State Women’s Commission Dilmani Mishra said that like in Hyderabad, police in Bihar too should shoot rapists. “Yes, the Hyderabad police did the right thing. Rapists must be shot dead. In the majority of such cases, the accused threatens the victim with dire consequences and puts pressure on her to withdraw the case. The victims are scared,” Ms. Mishra told journalists in Buxar where she had gone to make inquiries into an alleged rape and murder case.

On December 3, a half-burnt body of a woman was found on farmland in the Itadhi police station area in Buxar district. The victim was allegedly raped, murdered and her body burnt to conceal her identity. No one has been arrested yet in the case. Neither has the identity of the woman been ascertained. A similar case was recorded the next day (December 4) in Samastipur district.

BSEB Bihar Board 2020 10th, 12th second dummy admit card to release on November 14.

Bihar School Examination Board (BSEB) will release the second dummy admit card tomorrow, on November 14, 2019. Students will be able to make corrections in the admit card before November 20. Candidates can download their inter dummy admit cards online at bsebinteredu.in from tomorrow.

The class 10th dummy admit card will be released on www.biharboard.online.

BSEB had earlier released the first dummy admit card on September 19. After the students made corrections in the first one, the second dummy admit card will be released tomorrow after which the final admit card will be issued.

Principals of the school will download the admit cards for their students. Students can also download their dummy admit card on their own using their roll code, registration number and date of birth online.

Students are advised to make the required corrections in the admit card and submit one photo copy to the institution and the other should be kept with the students after getting it signed and stamped by the principal.

The dummy admit card allows the candidates to check any error in the same. Candidates are given a chance to get the corrections done in the admit card before the final admit card is issued.

Any error in the spelling or name of the candidate, parents’ name etc will be rectified after the candidate informs the principal of his/her respective institution.

The BSEB class 10 exam 2020 will be held from February 17 to February 25, 2020. Class 12 board exams will be conducted from February 3 to February 13.

Half-burnt bodies of two women found in separate incidents in Bihar.

The half-burnt bodies of two women were found at two different places over the last two days in Bihar, following which Opposition parties slammed the Nitish Kumar government over the “failed” law and order situation in the State.

On Wednesday, the half-burnt body of a woman was found at Dardari Chaur under the Warisnagar Police Stationin Samastipur district. “The woman could not be identified as the body was burnt till her knees. It appears that she was killed somewhere else and her body was dumped at this isolated spot after being set on fire,” Prasunjay Kumar, a police official said. He added, “The body has been sent to the hospital in Samastipur for post-mortem, which will ascertain whether she was subjected to sexual assault or not.”

In a similar incident on Tuesday, the half-burnt body of a woman who had been shot dead was found on a farmland in the outskirts of the Kukudha village in Buxar district. The incident triggered protests by villagers demanding the immediate arrest of the culprits.

Half of her upper body, including her face, had been burnt beyond recognition. “A spent cartridge was found at the place where her burnt body was found…She might have been set on fire to destroy the evidence,” said Buxar Superintendent of Police Upendra Nath Verma. Evidence of sexual assault has not been ascertained yet, said the police.

Opposition parties have slammed the government over the failed law and order situation in the State. “Bihar has truly become a lawless State” tweeted Leader of the Opposition in the Assembly Tejashwi Yadav.

Congress leader Prem Chandra Mishra said, “The law and order in Bihar has completely failed.I fail to understand where Nitish Kumar’s sushashan (good governance) has gone.”

Dented perception

The State Women’s Commission Chairperson Dilmani Mishra said, “The sensitivity of Chief Minister Nitish Kumar towards the female population, apparently, has been dented by the callous administration…There have been occasions when the local administration has not even bothered to reply to a notice issued by us about a crime against a woman.”

But the ruling National Democratic Alliance’s leaders countered the Opposition’s attack. “Those involved in such a heinous crime will not be spared at any cost by this government…The police have been doing their work and, in Nitish Kumar’s government, no one can be spared after committing a crime,” said Janata Dal( United) leader and spokesperson Rajeev Ranjan.

Most of the Indians hospitalised or reported missing after the LPG tanker blast at a ceramics factory in Sudan belonged to Tamil Nadu, Uttar Pradesh and Bihar, and authorities are trying to ascertain the identities of the victims, officials said on Thursday.

The Indian Embassy has issued a detailed list of the Indians who were reported missing, hospitalised, or survived the blast at the Seela Ceramic Factory in the Bahri area in Khartoum on Tuesday that killed at least 23 people. Eighteen Indians were among the dead.

“Six have been identified and the Embassy is contacting families in India to send back their mortal remains,” the Indian mission tweeted.

It said efforts are on to identify other victims. “The bodies have burnt beyond recognition. We are trying to establish their identity,” an Indian official told PTI over phone from Khartoum. The official said one more person died on Thursday and identified the victim as Niraj Kumar Singh from Bihar.

More than 130 people were injured. Seven Indians have been hospitalised and 16 still missing.

Among those missing are Ramakrishanan and Venkatachalem from Tamil Nadu; Ram Kumar, Amit Tiwari and Nitish Mishra from Bihar, Jishan Khan, Mohit Kumar, Hari Nath and Pradeep Verma from Uttar Pradesh, and Pawan and Pradeep from Haryana.

Intezar Khan from Delhi, Bahadurbhai Somabhai Pagi from Gujarat and Rajasthan’s Jaideep are also reported missing.

External Affairs Minister S. Jaishankar said 60 Indians were employed in the factory and 53 of them were understood to be present at the factory and the residential area at the time of the accident. “We are working with the Sudanese authorities to facilitate the identification of the deceased at the earliest,” he said, expressing his grief.
