HYDERABAD : After winning two new seats in the just concluded Maharashtra assembly elections and the Kishanganj assembly segment in the Bihar by-elections, the Hyderabad-based All India Majlis-e-Ittehadul Muslimeen (AIMIM) has now set its sight on the upcoming Bihar and Jharkhand state polls which will be held next year.

AIMIM, led by member of parliament from the Hyderabad seat Asaduddin Owaisi, is all set to contest a chunk of the seats in both states, which might change the political landscape, especially for the Congress (which relies on minority or Muslim votes). In Maharashtra, the AIMIM contested 44 assembly seats and managed to win the Malegaon and Dhule City seats, getting about 7.4 lakh votes. It was an increase from the 5 lakh votes in the 2014 pols, where it contested 24 seats.

In the Kishanganj bypoll in Bihar, the AIMIM’s Qamrul Hoda won the seat with a margin of over 10,000 votes the BJP’s Sweety Singh. More interestingly, the Congress lost its deposit, getting just 25,825 votes, indicating a shift among Muslims voters. The seat falls under the Seemanchal region, which is one of the most backward areas In Bihar.

“Right now we are focussed on building our organizational strength. We had 1.5 lakh members and that may not go up to five lakh, and our aim is to have 15 lakh members across Bihar till December. The voters in Seemanchal and other areas now have faith in Barrister (Owaisi), who has raised various issues of ours in the parliament. Minority areas in Bihar are the most deprived from decades,” said Adil Hassan, leader of AIMIM’s youth wing in Bihar.

Hassan did not say how many seats the AIMIM plans to contest in the Bihar state polls next year. Another AIMIM leader, who did not want to be quoted, said that in the 2015 elections, the party had contested in just six seats of the 24 in the Seemanchal region, and that a decision will be taken on the final tally later for both Bihar and Jharkhand. “We will be contesting in Bihar for the first time, and will also put up tribal candidates,” he added.

While the AIMIM lost both the Byculla and Aurangabad Central assembly seats (which it won in 2014), the party would have won a few more had its alliance with the Prakash Ambedkar-led Vanchit Bahujan Aghadi (an alliance of Ambedkar’s Bharipa Bahujan Mahasangh and other caste/community organizations) gone through. The VBA, which managed to get significant deposits in some the 250-plus seats it contested (like Aurangabad Central), however, did not win any seats.

“The Nationalist Congress Party (NCP) and Congress would have won some more seats had the VBA and AIMIM not been in the fray. This very much goes much in line with what Owaisi said during the results of the 2019 general elections, that the myth of the Muslim vote bank has been broken. He said that if there is any vote bank, it is the Hindu vote bank (with the BJP),” said political analyst Palwai Raghavendra Reddy.

Reddy added that the results of the Maharashtra state polls and the Bihar bye-poll will only help Owaisi and the AIMIM in expanding across the country. “He will go ahead with his plans, and it is to be seen how the opposition and Congress will deal with that situation,” he opined.

Bihar sells Kashmir apples through co-op. to help traders.

With the apple trade in Kashmir affected by terror attacks, the Bihar government has taken an initiative to help traders and farmers by selling Kashmiri apples through Biscomaun (Bihar State Cooperative Marketing Union Limited) and Nafed (National Agricultural Cooperative Marketing Federation Limited) at much lower prices than the market.

The Kashmir apples could be spotted at Biscomaun sale counters across the State. “Biscomaun and Nafed are selling Kashmir apples through their outlets and it will help apple growers in Kashmir whose trade was hit by terror attacks … and the response from the buyers too is encouraging,” said a Biscomaun official. Earlier, the Centre had asked Nafed to procure apple consignments from the troubled State to boost trade.

Agriculture Minister Prem Kumar and Co-operative Minister Rana Randhir Singh inaugurated the Biscomaun drive on October 25 in Patna with a tagline, “Please take it, taste it and enjoy it.”

“With the initiative by the cooperative bodies like Biscomaun and Nafed, apple farmers and traders of Kashmir have started getting good price for their produce,” Mr. Prem Kumar said. Mr. Rana Randhir Singh urged the Union government to fix MSP (Minimum Support Price) for apple farmers of Kashmir.

“In Bihar the vendors sell the apple at the rate of ₹140 per kg but Biscomaun will provide Kashmiri apple at the rate of only ₹75 a kg,” Biscomaun Chairman Sunil Kumar Singh said.

The four-day Chhath (Sun God worship) season will begin from November 1 in the State and the demand for fruits like apple would soar, he said.

“It’s a good initiative by Biscomaun where apples are sold at reasonable rates,” said Rajesh Kumar of Kankerbagh.

Bihar: Woman colludes with paramour to eliminate former ‘boyfriend’ in Munger.

Munger: In a shocking case, a woman in Bihar’s Munger district allegedly killed her former ‘boyfriend’ with the help of her new paramour, who later married the accused. The woman has now been arrested by the police.

The victim identified as Jai Karan Kumar was found murdered in a field under Tetia Bambar police station limits 20 days ago. 

According to a report, the woman’s name emerged in the murder case following the recovery of the missing mobile phone of the accused. The police initiated the murder probe following a complaint by the victim’s father Dharmendra Vind on October 5. 
 
During the course of the investigation, a special police team recovered the mobile phone of the victim that was being used by the accused. The missing phone was located by the police using surveillance techniques.

With the recovery of the phone, police also arrested the accused Ravina, who was in a relationship with the victim for the last 4 years.  

According to Kharakpur Deputy Superintendent of Police (DSP) Poluts Kumar, the accused was arrested Kathna village under Gangta police station area. The accused spilled the beans following a police interrogation. 

The DSP said Ravina was in a relationship with Jai Karan for several years. But she later dumped the victim for another man identified as Nandu Paswan. 

She also married Paswan after three months of secret courtship. Unknown to her marriage with Paswan, Jai Karan continued to call Ravina which had upset her and her husband. 

Later, Paswan along with his three other accomplices conspired to kill Jai Karan. Meanwhile, Ravina called the victim to a field and the accused beat Jai Karan to death on the spot.  

After murdering the man, his body was thrown in a field near the Champ Chak river. Police have arrested five accused including Ravina, her husband Nandu and three of his accomplices. 

The other three accused have been identified as Dilkhush Kumar, Sonu Kumar and Ravi Kumar.

AIMIM Victory in Bihar Will Pave Way for Dalit-Muslim Unity, Says Jitan Ram Manjhi.

Patna: HAM president Jitan Ram Manjhi on Saturday hailed the victory of Asaduddin Owaisis AIMIM in Kishanganj assembly by-poll saying the maiden success of the Hyderabad MPs party in Bihar will pave the way for “dalit-muslim unity” across the country.

Manjhi, who is also a former chief minister, condemned the adverse remarks against Owaisi by some people and asserted that communalism and fake nationalism posed a greater threat to the nation.

We are a democracy in which every party can contest elections from anywhere. I congratulate Asaduddin Owaisi and his party for entering the fray in Kishanganj and emerging victorious, Manjhi said in a statement here.

I condemn the adverse remarks made by some people against Owaisi. The nation faces a bigger threat from communalism and fake nationalism than from the victory of AIMIM in Kishanganj, said Manjhi, a dalit leader, in a veiled criticism of the BJP and its firebrand leader Giriraj Singh.

Manjhi’s Hindustani Awam Morcha (HAM) is a constituent of the five-party Grand Alliance led by RJD. One of the primary reasons why I welcome AIMIMs victory in Kishanganj is that in the Seemanchal region of Bihar, dalits and muslims face the threat of being dubbed as outsiders and terrorists in the name of implementation of NRC.

Results of the by-election will pave the way for nation-wide dalit-muslim unity, he added.

Formerly with the JD(U), Manjhi had quit it and floated HAM in 2015 in protest against having been made to step down as chief minister to make way for the return of his political mentor Nitish Kumar.

He had started off as a constituent of the NDA wherein he was welcomed by Prime Minister Narendra Modi, who called Manjhis forced resignation an insult to the ‘Mahadalit’ class.

He walked out of the BJP-led coalition in less than a year after Kumars return to the same in July, 2017. However, Manjhi has been sore with the RJD ever since the Grand Alliance was drubbed in the general elections this year.

Out of five assembly seats where by-polls were held earlier this week, the RJD had fielded its candidates in all except Kishanganj a seat which was held by the Congress. This time Congress ended up a distant third and forfeited its deposit.

The RJD won two seats and lost one Nathnagar by a margin of votes that was less than the tally of the HAM candidate whom Manjhi had fielded as a token of protest against Tejashwi Yadav, the son of Lalu Prasad.

BSEB May Delay Bihar STET Admit Card 2019 Download Date, Reopen Application Form.

Teaching aspirants across Bihar are waiting eagerly to download STET admit card 2019. It has been more than three weeks since the application form submission ended. And most importantly, the exam date is supposed to be November 7, 2019, which is only two weeks away.

Candidates are expecting STET admit card for the Bihar Secondary Teacher Eligibility Test 2019 to be released this week. However, even now there is neither any link to download admit card, nor any notification about its release date yet.

There are high chances that BSEB may have to delay releasing the STET admit card 2019. This is because of the decision of the high court to remove age limit. 

As per latest reports, the Patna High Court has ordered Bihar School Examination Board (BSEB), which the conducting body for STET 2019, to remove the age limit in the exam. As per the report, the high court deems that since the state had not conducted any STET in the last 8 years, many candidates who were waiting for the exam have crossed the STET 2019 age limit now. It is not, as per the decision, the candidates’ fault that they do not fulfill the age limit. 

Now if BSEB has to adhere to this decision, then it will have to remove the age limit. As per Bihar STET 2019 notification, the age limit was as follows: general male – 37 years, general female / BC male / BC female / EBC male / EBC female – 40 years,  SC male / SC female / ST male / ST female – 42 years. 

And if the age limit is removed, then all the candidates who were earlier not eligible for the STET 2019, will now be eligible, and they will have to be given a chance to apply. In that case, the online application form of the exam will reopen.

If the application form submission reopens, then admit card cannot be released immediately. So it will take some time after that for BSEB to issue the hall tickets. 

Whether exam date will also be postponed is another question. After the court decision, there is no notification on the official website bsebstet2019.in or on the board website biharboardonline.bihar.gov.in regarding either the decision, or what next. 

The only confirmed thing right now is that whenever the admit card is released, it will be made available at bsebstet2019.in only. There, candidates will have to login with application number and date of birth in order to download their admit card. 

Bihar STET 2019 is being organized to fill 25,270 vacancies of teachers in classes 9th and 10th, and 12,065 in classes 11th and 12th. For classes 9th, 10th, there will be paper 1, and for classes 11th, 12th, there will be paper 2. Recruitment of teachers will only be on the basis of merit obtained in the exam, subject to fulfillment of eligibility criteria and verification of documents. Both the papers will be 2.5 hours long, without any negative marking.

PATNA: Senior Lok Janshakti Party (LJP) leader and MP Chirag Paswan on Friday expressed happiness over the party’s victory in Samastipur Lok Sabha seat, but voiced concerns over the National Democratic Alliance’s performance in the assembly bypolls in Bihar.

Saying that the state bypoll outcome did not match their expectations, the LJP Parliamentary Board chief said the reasons for this would be reviewed at a meeting of the ruling coalition.

He exuded confidence that the NDA will bounce back in the 2020 assembly polls in Bihar.

LJP is a partner of the BJP and JDU in the NDA in Bihar.

“There is certainly some concern for the NDA as we could not perform as per our expectation. We (NDA leaders) will have a review meeting as why results are not as per our hopes and the reasons behind it.

“We will find out our mistakes and reasons for bypoll results and fight 2020 Bihar assembly polls with our full strength to register a historic victory under Chief Minister Nitish Kumar,” Mr Paswan told reporters.

He claimed the NDA would win 225 assembly seats in the 243-member Bihar Assembly.

The NDA won the Samastipur reserved Lok Sabha seat comfortably, but could manage to register victory  in just one out of the five assembly seats in the assembly by- election, results of which were declared on Thursday.

“It will not be correct to make any kind of statement in haste when the results are declared barely 24 hours ago,” the LJP leader said adding the NDA leaders would review the outcome.

Lalu Yadav’s Rashtriya Janata Dal bagged two of the five assembly seats in the Bihar by-election.

Asked whether people have rejected Chief Minister Nitish Kumar’s face in the bypolls, he said it would not be correct to say so.

BPSSC Excise Sub Inspector Final Result 2019: Bihar Police Subordinate Services Commission (BPSSC) has released BPSSC Excise Sub Inspector Final Result 2019. All those who appeared in the Physical Test for Bihar BPSSC Excise Sub Inspector Exam 2019 can download their result through the official website of BPSC.i.e. bpssc.bih.nic.in.

BPSSC Excise Sub Inspector Exam 2019 Physical Test was held on 18 October 2019 to fill up 126 vacancies for the post of Excise Sub Inspector. 

Around 86595 candidates appeared in the BPSSC Excise Sub Inspector Prelims Exam 2019 which was held on 9 June 2019. Total, 2600 candidates were qualified for BPSSC Excise Sub Inspector Mains Exam 2019 which was scheduled on 25 August 2019.

289 Chikungunya Cases Recorded in Patna as Bihar Grapples with Dengue.

After dengue, Chikungunya cases are increasing in Bihar as 322 cases have already been reported in the state.

Of the total number of cases reported in the state, 289 come from the capital city alone till Tuesday, reported The Times of India.

The report makes mention of the fact that in comparison; the figure for the entire of 2018 was 156.

According to state health department data, the maximum number of chikungunya cases is from Patna, followed by Nalanda, which has reported 10 cases till Wednesday.

A health department officer urged people to take caution reminding everyone that the most number of chikungunya cases were recorded between mid-October and November last year.

He further added that in 2018 chikungunya forayed into the state because a number of travellers suffering from the disease travelled to Bihar during Durga Puja and Chhath carrying the virus along with them. As per health department data, a single case from Nalanda saw a patient travelling from Bangalore. None of the cases in Patna had any prior travel history.

Commenting on the striking rise in chikungunya cases in the state this year, principal secretary of health department Sanjay Kumar said that since the carrier of both dengue and chikungunya is the same and because there is an increase in dengue cases this year, chikungunya cases too have subsequently raised.

Citing an Indian Council of Medical Research (ICMR) report, Kumar added that in 40 percent of the households surveyed by the central team, they found presence of larvae.

Patna Medical College and Hospital (PMCH) medicine department associate professor RD Singh revealed more about the difference in symptoms of chikungunya and dengue stating that while in both cases a person suffers from fever, in case of dengue there is body ache while in chikungunya there is pain in the joints.

He further added that though rashes occur in both cases, in dengue there is no rash on palms and soles. Furthermore, he said that while for dengue, a person can recover after 10 days, chikungunya pain can persist for two to three weeks at least.

Long wrestling with allegations of corruption and nepotism, the Bihar Public Service Commission (BPSC) has introduced radical reforms over the past 18 months, the most important of them concealing the identity of a candidate through a code system. Public Service Commissions of at least seven states have approached the BPSC seeking to replicate the system, while others have expressed interest.

Recently, the BPSC held prelims for its 65th combined services exam for 2019 vacancies, thus putting on track a schedule that had been running behind by years.

Under the new system, each candidate is allotted a code, which is then placed on his/her answersheet instead of the roll number. The evaluation is done under CCTV surveillance, and an examiner cannot leave the premises till checking for the day is done. Even the BPSC Chairman and the Controller of Examination do not know the questions, and the former randomly selects a question set from among seven sets.

The interviewers too receive only the code number of a candidate, with no details of his or her name and family details, nor are they allowed to ask any questions regarding this. The composition of the interview panel is decided just half an hour before an interview.

The BPSC, like the UPSC (Union Public Service Commission), now includes former diplomats, retired bureaucrats, and ex-IPS officers, including generals, CBI, CRPF and IB, RAW directors, as members. Its seven members, including the chairman, are selected by the Governor in consultation with state government. In the existing body, three members retired recently.

BPSC Chairman Shishir Sinha said, “The commission had been witness to several protests and litigations. We needed a completely transparent system.”

In 2009, the Patna High Court ordered had rescheduling of the BPSC’s 52nd prelims exam following a plea alleging anomalies. Earlier, in 2005, former BPSC chairman Ramsinghasan Singh and eight others had been arrested on the allegation that 184 candidates had been elevated to the Bihar Administrative Services.

Haryana and Odisha are among seven states which are keen to replicate the BPSC reforms, and chairmen of their PSCs recently visited Bihar. Earlier, a former chairman of the Uttar Pradesh Service Commission had visited the BPSC.

Sinha said their first challenge was to regularise examinations, using the same workforce and resources. Between April 2018 and October 2019, the BPSC released pending results of its 56th to 59th combined services examinations, while simultaneously conducting examinations for 60th to 62nd lists and releasing the final results. Last week, it announced the final results of its 63rd examination, with a Madhya Pradesh resident emerging as the topper. The written test for the 64th exam has been conducted and the interview would be held in the coming two months, while the BPSC just held the prelims for the 65th exam.

“Earlier, the chairman decided the members of an interview panel. We introduced a software with names of the experts, and while we call all of them an hour before the interview, the names for the panel are picked by the software with half an hour to go. The panel gets a sealed envelope with codes of 10 candidates. This ensures that till the last moment, neither candidates nor panelists nor any other staff of the commission knows who is interviewing whom,” Sinha said, adding, “The printer alone knows the questions selected, and can be held responsible for a leak.”

The BPSC’s evaluation rooms and its entrance are monitored by 30-plus CCTV cameras, while the strongroom holding the answer sheets is now just next door, to minimise human involvement in transfer of papers. The rooms are being further fortified.

As it places its house in order, the BPSC has seen a change in the profile of applicants, with many of them graduates from IITs, NITs and BITS-Pilani, the BPSC said. Administrative services are now the first preference against police services earlier. Over 20,000 applicants were from Delhi alone for the 65th prelims.

Admitting that they faced initial resistance from within, but “zero interference”, the Chairman said, “Why should interviewers know a candidate’s surname and family details? This has got us praise from the UPSC.”

BPSC Secretary Keshav Ranjan Prasad recounted his own experience, saying while he gave the prelims in 1984, he got a job only four years later. “I can understand the pain and frustration of a candidate through the prolonged process. We are aiming at completing the entire process in a year. We are pretty close to doing so.”

In the last fully completed exam (the 63rd), 90,697 candidates appeared for the prelims, 4,277 cleared the exam, 4,161 gave the written test, 924 appeared for the interview, and 355 got through. This process was completed in 15 months.
