Theft accused kills himself in Ranchi’s Ratu police station, family cries foul

In yet another custodial death in Jharkhand this month, a 24-year-old man, arrested in a theft case, allegedly died by killing himself on Thursday night in Ranchi’s Ratu police station.

According to the police, the deceased Naisar Ansari was kept in the police station’s lock-up along with another accused Amar Naik. He went to the bathroom attached with the lock-up late at night with a piece of blanket and hanged himself from the rod fixed in the ventilator. The other accused in the cell, who was then sleeping, raised the alarm around 4 am when he noticed the incident, police said.

Ansari’s family members, however, cried foul play. “We got information that Naisar was arrested on Tuesday. When we reached the police station the next day, we were not allowed by the policemen to meet him. On Friday, we saw his body. This is not a case of suicide,” said, Guljaan Bibi, mother of the deceased, alleging that his son has been murdered.

Ansari originally hailed from Lawalong area of Simaria’s sub-division in Chatra district. A daily wage earner, he had been residing with his in-laws at Ratu’s Alkamar colony for the last six months.

Ansari, along with three others, were wanted by the police in connection with a theft case. It was alleged that the four accused had stolen Rs 70,000 in cash and a mobile phone from the house of one Nazir Ansari of the same Alkamar colony on August 20.

The police, however, said Asnari was arrested on Thursday and not Tuesday as being alleged by the family. “Naisar was arrested on August 22 (Thursday) evening in the theft case, in which his father-in-law too was an accused. He was then put up in the police lock-up where he killed himself. His body has been sent for autopsy and an inquiry has been set up,” said Ranchi superintendent of police (rural) Ashutosh Shekhar.

“As per the information gathered from family members, the deceased was under stress due to several problems on family front. He was currently residing at his in-laws house due to this.”

Later in the day, hundreds of residents of Alkamar colony assembled at Ratu police station, demanding a fair probe into the matter.

Earlier in the month, a 30-year-old man Ashish Tudu, arrested for planning to execute a robbery, had allegedly killed himself on August 5 at a vacant flat of a three-storey police quarters under Sikaripara police station in Dumka district. Tudu had, reportedly, hanged himself from the ceiling of the kitchen in the night.

The incident, however, had exposed the functioning of the police, which kept the accused in a police quarter instead of a lock up.

Taking serious note of the matter, the Dumka SP had transferred Sikaripara police station officer-in-charge Satyendra Narayan Singh to police lines as a punishment posting.

Transfusion hub for thalassemia in Ranchi

Ranchi became the first district in Jharkhand to get the latest thalassemia pumps and medicines at a day-care integrated centre for thalassemia, sickle cell anaemia and haemophilia at the Sadar hospital after Indian Railway Catering and Tourism Corporation (IRCTC) funded Rs 16 lakh to set up a Thalassemia Wellness Centre.

The Wishing Factory, an NGO set-up by 24-year-old youth Partth Thakur from Mumbai, who is a patient of thalassemia, is executing the project on behalf of IRCTC.

State health secretary Nitin Madan Kulkarni, IRCTC deputy general manager Tarum Kumar and Partth Thakur inaugurated the advanced centre with the pump library.

“This is the third centre funded by IRCTC in the country after Pune and Jaipur. This will come as a great help for thalassemia patients. These pumps, also called iron chelation pumps, are used to maintain iron level and remove additional iron from the body in a way increasing their life span. I have asked Sadar hospital to submit a requisition of medicines and equipment to IRCTC for the future. The state government would also launch a special drive across Jharkhand to identify patients of thalassemia and sickle cell so that they can be given proper treatment,” said Kulkarni.

Deputy general manager of IRCTC informed that besides eight pumps, 4,000 vile of Desferal, 200 leucocyte filters and 2,000 butterfly needles have been provided.

“We will sustain the centre for at least one year and during this period we will provide financial support to the centre. This is the third centre IRCTC has funded and we are going to open some more in other states,” said Tarum.

Sabana, who had come to the day-care centre for the treatment of her 11-year-old child Irfan Ansari who is suffering from thalassemia, said: “My younger son Jisan died last year because of thalassemia. My husband works at a bicycle shop and we can’t afford the cost of the treatment. Somebody told me that my son can get good treatment here,” she said.

Ranchi to get supply from Aug 23; Jamshedpur next, from Sept 8

Around 3,000 households in Ranchi’s Mecon Colony will get piped cooking gas supply from August 23 while over 2,000 households of Jamshedpur will receive the same from September 8, GAIL officials said .

The Gas Authority of India Limited (GAIL), which has been carrying out the infrastructure development and pipeline work from last one year, is preparing a roll-out the project in Jharkhand’s two biggest cities. It would benefit over 5,000 households in the initial phase.

“We have received the launch date for Ranchi on August 23 and September 8 for Jamshedpur. Pipeline connections have been provided to 3,000 households in Ranchi, while 2,000 in Jamshedpur,” said GAIL executive director (eastern region), KB Sinha.

“Two CNG stations, one at Khukri in Doranda and another at Madhuban (Ormanjhi), will also be inaugurated on August 23 in Ranchi. Since the CNG and PNG will be transported from Patna through cascading system, it might be little costlier in Ranchi. However, the GAIL’s Ranchi authority is yet to announce the rates of the gases,” he said. A cubic metre PNG costs around Rs 31, while as one kilogramme of CNG costs around Rs 61 in Patna. The GAIL officials said, PNG price would be more or less same in Ranchi , while CNG might cost Rs 8 to Rs 9 higher in Ranchi than Patna.

The prices, however, will drop after the Centre’s ambitious Jagdishpur-Haldia and BokaroDharma gas pipeline projects reach Ranchi.

The main gas pipeline would reach Ranchi through Chatra, Hazaribag, Bokaro and Ramgarh. It will cover 551-km in Jharkhand comprising 362 villages in 12 districts.

As per the calculation of GAIL, PNG would be 6% to 10% cheaper than LPG, and CNG would be around 40% cheaper than petrol and 25% lower than diesel.

In a meeting with Jharkhand chief minister, Raghubar Das, and union petroleum minister, Dharmendra Pradhan, in Ranchi on Tuesday, the progress of the city’s gas distribution was discussed. Pradhan said, the gas pipeline projects in two cities would be started by first week of September.

The GAIL has set the target to cover 30,000 households in Ranchi and 25,000 households in Jamshedpur in next five years.

In Jharkhand, merely 18.9% households use clean energy such as LPG and electric kitchen appliances, while 81% are still dependent on wood, coal and cow dung cakes for fuel in kitchens.

The national average for usage of clean energy in household is 43.8%, Petroleum and Natural Gas Regulatory Board (PNGRB) officials had said during a road show in Ranchi in January this year.

The CNG-run vehicles are expected to lower down the vehicular pollution in Ranchi and Jamshedpur. However, operation of such vehicles would take some time, as mere two CNG stations would not serve the purpose, experts said.

Ranchi firm dupes 20000, mastermind flees

Rround 20,000 students and homemakers of the capital have been allegedly cheated by scamsters running a fake survey agency, Smoak Multi Project Pvt Ltd, for the past six months at Sharma Lane on Main Road under Hindpiri police station.

On Tuesday, some 2,000 persons, mostly homemakers and students, held a protest in front of the closed office building and tried to ransack it despite the presence of the police.

The mastermind, identified so far by only his first name Ankit, is said to be from either Muzaffarpur or Nalanda district of Bihar, said police. Ankit also hired local youths to run the office. All are absconding.

Ranchi police have lodged an FIR against Ankit under Sections 406 (criminal breach of trust) and 420 (cheating) of IPC.

A policeman explained the scam was not a fake chit fund, but a survey with an elaborate modus operandi to give it respectability. “People were not asked to deposit their money as savings. People were lured by the promise of easy money,” he said.

Explaining the process, the policeman said: “Prime suspect Ankit convinced youths that they were conducting a national survey to prepare books for visually impaired people. Advertisements were placed in newspapers and pamphlets distributed outside schools and colleges. Interested people were asked to sign an agreement with the company with Rs 1,950 as refundable registration fee. Fake stamp papers were used for the agreement.”

Then, the surveyors were given booklets with numerical codes and words and 150 survey sheets each.

“They were told that if they completed 150 survey sheets in a week they would get Rs 3,000. If they brought in more people, they would get Rs 500 more per entrant. Homemakers and students, who wanted extra income or pocket money, fell for this in large numbers,” the policeman added.

DSP (Kotwali) Ajit Kumar Bimal said Ankit might not even be the mastermind’s real name, admitting that they had precious little to go with. “We will question the shop-owner who rented out his premises to Ankit. We have procured some documents from students and mobile numbers used by the accused. I will also probe into what action local police took when a citizen had raised an alarm last month,” he said.

The citizen concerned, Md Javed, who is the president of a watchdog outfit, non-banking agents and investors protection committee, squarely blamed the police for this present mess.

“On July 29, I gave a written complaint at Hindpiri police station. I had submitted evidence how Smoak Multi Project is committing scam and money laundering. Police did come to the office when Ankit was present. But the police did not trust me. They said action can’t be taken unless the victims lodge an FIR.” Javed said.

Victims were both dejected and furious. Kajal, a student of St Xavier’s College, said her friend trapped her into this. “I can’t face my family that I am such a big idiot. My father is a policeman. He will thrash me if he comes to know that his daughter was conned. I prepared at least 500 survey sheets,” she said.

Riya Singh, a student of St Anne’s College, said she knew something was fishy when she did not “get a paisa”. “We’ve been fooled.” Anukriti, from St Xavier’s College, lamented that she not only lost money but also wasted her valuable time.

“My family members did not even know. I thought I’d earn some pocket money and surprise them. I wasted my valuable time that I could have used for my studies,” she said.

Ruqshar Perwez, a teacher at a private school, said the tuition teacher of her children told her about the scheme. “I thought, why not. And now, I’ve lost my money,” she said.

Faizal Ahmed, owner of a computer store, alleged Ankit and his team ran away with eight computers that he (Ahmed) had rented out to the company.

Heavy rains inundate low-lying areas in Ranchi, Kolhan divisions

Heavy rains that lashed Jharkhand’s Ranchi and Kolhan divisions caused flood-like situation in low lying areas and disrupted the normal life on Sunday.

Incessant rains since Saturday night inundated parts of East Singhbhum, West Singhbum and Saraikela districts. Several families residing close to rivers in East Singhbum and West Singhbum districts were shifted to safe places.

With water level rising in rivers of West Singhbhum, water gushed in hundred of houses in Bandhgaon and Sonua areas in Chakradharpur sub-division of West Singhbhum.

Jamshedpur recorded season’s highest 146mm rainfall from 8.30am on Saturday to 8.30am on Sunday. Several low-lying localities such as Sonari, Kadma, Mango, Jugasalai and Bagbera suffered inundation as drain water gushed into localities.

Water logging on streets also affected the vehicular movement in Jamshedpur. In Adarsh Nagar of Jamshedpur, rainwater gushed in flats and residents of the colony remained stuck in their homes.

Officials in the Mango Notified Area Committee (MNAC) admitted the inundation due to lack of proper drainage system.

Ranchi also witnessed flood-like situation in several low lying localities, which forced residents to confine to their respective homes for long hours. Ranchi recorded the season’s highest rainfall 63.2mm rainfall.

The rainwater gushed in several shops in Ranchi’s Main Road. At Daily Market, shopkeepers suffered knee-level water. “Unscientific drainage system caused the water logging situation in the area,” said Md Parwez, a fruit seller at Daily Market.

Weather officials said situation in Kolhan division and Ranchi would improve from Monday.

“An intensified depression following a low pressure system in Bay of Bengal caused the rainfall in Jharkhand. The system moved towards westwards on Sunday afternoon. Now, the system is moving towards Chhattisgarh.

Rainfall is expected in western parts of Jharkhand in next 24 hours,” said SD Kotal, director at Ranchi meteorological centre.

The state faced rainfall deficit this year again with farmers demanding agricultural assistance from the Raghurbar Dars government.

The rainfall, however, reduced the deficit by three percent in 24 hours. The rainfall deficit, which was 34% on Saturday, came down to 31% on Sunday.

The state has received 482.5mm rainfall from June 1 to August 18 against the normal rainfall of 703.4 mm during the period.

The East Singhbum district, which suffered 24% rainfall deficit till Saturday, recorded 5% deficit on Sunday. Similarly, West Singhbhum’s rainfall deficit came down to 33% on Sunday from 40% on Saturday.

Chief minister Raghubar Das launches Atal clinic in Ranchi

Chief minister Raghubar Das on Friday inaugurated an Atal clinic at Edalhatu in Morabadi that will offer free treatment and medicines to local residents.

The clinic was part of the 25 Atal clinics launched in 17 districts of Jharkhand on Friday, to mark the death anniversary of former Prime Minister Atal Bihari Vajpayee.

Ranchi mayor Asha Lakra, Ranchi MP Sanjay Seth, state urban development minister C.P. Singh, deputy mayor Sanjeev Vijayvargiya, state health secretary Nitin Madan Kulkrani and urban development secretary Ajoy Kumar Singh were present at the inauguration of the Edalhatu clinic.

“This clinic is dedicated to our beloved former Prime Minister Atal Bihari Vajpayee. We have set a target to open as many as 100 Atal clinics across Jharkhand by September 25. In the 2019-20 budget, the government had promised to start clinics at the colony level,” the chief minister said in his address.

The CM directed civil surgeons of the districts to visit Atal clinics daily to ensure their proper functioning.

The clinic will operate from the RMC ward office. The government will appoint a doctor who will be available at the clinic from 6-10 in the morning and 6-8 in the evening.

The Atal clinic, which will function as a normal outdoor patients’ department, will offer free treatment and medicines for normal health problems.

The facility of vaccination will be available twice a week.

Pregnant women can seek free medical consultation at the clinic, which can also conduct tests for anaemia, tuberculosis and malaria.

State health secretary Kulkarni said Atal clinic would be opened in urban areas having a minimum population of 15,000 to 20,000 people who don’t have easy access to sadar and government hospitals and health centres.

“Local urban bodies will have to provide space for these clinics, which will be opened in accordance with the requirement. It is not necessary that every ward under the civic body will have a clinic,” Kulkarni said.

On the Ayushman Bharat scheme, the flagship scheme of the central government that was launched from Ranchi on September 23 last year, the CM said: “We had set a target to include 2.85 crore people belonging to 57 lakh families of Jharkhand under this scheme. So far, golden card has been issued to 40 lakh individuals. We have set a target to issue golden cards to the remaining 2.45 crore people by the end of September 23. The government has launched the drive from today (Friday).”

On the sidelines of the clinic launch, the chief minister handed over golden cards to some of the local residents.

Rain takes a 48-hour break in Jharkhand

Most parts of Jharkhand won’t have rain for the next 48 hours due to a weak monsoon trough, weathermen said on Thursday.

The axis of the monsoon trough at mean sea level was passing through Sri Ganganagar (Rajasthan), Narnaul (Haryana), northwest Madhya Pradesh and south Uttar Pradesh, stretching to Bankura (Bengal), Mizoram till Bangladesh.

Director of Ranchi Met Centre S.D. Kotal said rainfall had reduced due to the weakening of monsoon currents over Jharkhand. “The currents are expected to regain strength after the next 48 hours,” he said.

A bulletin issued by the Ranchi Met on Thursday afternoon indicated thunderstorm with lightning at a few places over Jharkhand on Sunday, August 18.

Met data revealed districts in northeastern parts including Pakur, Sahebganj, Godda and Deoghar had rain in the past 24 hours. Pakuria in Pakur recorded 85mm and Rajmahal in Sahebganj recorded 25mm. Pockets of Dhanbad and Bokaro districts and Jamshedpur recorded 10mm.

Against a normal of 676.1mm, Jharkhand has so far received 455.4 mm, a deficit of 33 per cent. Sahebganj is the only district with 11 per cent surplus. 

Ranchi to host 6km promotional on cycling

This Independence Day residents of the capital are being urged to be a part of “Cyclothon”, a rally to promote the use of the cycle given its credentials as a pollution-free, noise-free and environment friendly mode of commute.

“This is a promotional effort to increase awareness on the app-based public bicycle sharing system that has been introduced in the capital as a part of the Ranchi Smart City project. Cyclists will use promotional banners painted in the colours of the Indian flag, sporting slogans in Hindi to encourage people to opt for cycling,” said state urban development department spokesperson Amit Kumar.

According to a 2014 survey by the Institute of Transportation and Development Policy (ITDP), use of shared autos (diesel and battery operated) in Ranchi was at 28 per cent, while operation of buses constitutes a meagre 5 per cent of the share of public transport.

On an average, 800 people are using the app-based public bicycle sharing platform a day, said Shashi Ranjan, manager of Chartered Bike, the Ahmedabad-based firm that launched the initiative in Ranchi.

“Earlier, 1,500 people would use the bicycles a day. But due to the monsoon, usage has slipped to 800 per day. However, with more awareness people’s interest will increase,” he said, explaining the rational behind an event like Cyclothon.

At the event, cyclists will display Hindi slogans like, “Azadi pradushan se, azadi traffic jam se, sankalp le cycle chalane ka, desh ko swachh evam pradyushan mukt banana ka (Freedom from pollution, freedom from traffic jams, take the pledge to opt for cycle and make the country clean and pollution free).”

Ranjan said they were organising such an event for the first time. “So far, we have got confirmation from 15 cyclists. They will be provided with T-shirts and the banners. Since it is a promotional event, the rides will be free,” he said.

The Cyclothon, of 6km, will commence at 7am from Albert Ekka Square (on Main Road) and traverse through major intersections like Lalpur, Dangratoli, St Xavier’s College square, Iqra Masjid and culminate at Big Bazaar (opposite Ranchi Club).

The first phase of the app-based initiative was launched in March with 600 German-made cycles. As many as 60 docking stations were set up along two routes, namely, Kanke Road-Chandni Chowk-Suchana Bhawan-Main Road and Kokar-Lalpur-Circular Road-Kutchery Chowk-Morabadi.

Chartered Bike is ready to launch the second phase with 600 more bicycles and is currently carrying out a survey to set up more docking stations.

“The second phase will have cycles on routes between Karamtoli Chowk to Kokar via Booty More, Ratu Road to Project Bhawan via Shahjanand Chowk, Argora Chowk and Birsa Chowk, Birsa Chowk to Main Road and Shahjanand Chowk to Main Road via Kadru. We are ready with the bicycles and will soon start construction of docking stations after completing the survey,” said a company official.

Ranjan referred to the initial hiccups they faced when people began parked their motorbikes at docking stations, thereby defeating the very purpose of the cycle-sharing initiative.

“Ranchi Municipal Corporation (RMC) had deputed guards to ensure that people do not park their bikes at our docking stations. But we would like more stringent measures to prevent illegal parking at our docking stations,” Ranjan noted.

The Chartered Bike app is available on both Android and iOS platforms. There is a subscription fee, Rs 35.40 a day, Rs 236 a month and Rs 1,180 a year. There is a nominal user charge of Rs 5, but the first 30 minutes are free.

Those who do not have access to smartphones can buy tickets and use the cycles.

The proposed monorail/metro project for Ranchi, which chief minister Raghubar Das had announced in November 2015, has been struck off from the priority list of the government ahead of the upcoming Assembly elections.

Ministers and members of the BJP tasked with the job to highlight the achievements of the government ahead of the crucial polls no longer broach the sensitive topic of “Metro Rail”.

The central government, which was supposed to provide funds for the project, has also rejected the state’s proposal on technical grounds but residents feel that monorail or metro railway is the need of the hour for better public transport in the state capital.

“In the next three decades Ranchi is bound to expand because of the growing population but the government has not taken any step for planned development of the capital. The main city is spread over a few square kilometres but people are gradually settling down in the fringes of the city. In such a situation, metro rail would have served future purposes. Now, the Jharkhand High Court and the Assembly are being shifted outside the city limits and people will require a rapid transport system,” said city-based contractor Arun Kumar Mishra.

Ranchi entrepreneur Chandra Bhushan Jha, however, feels metro is not feasible for a city like Ranchi that is growing vertically.

“Patna will soon have metro railway but we don’t even have proper city bus services. A bus fleet was purchased under JNNURM to improve urban transportation but most of these buses are in bad shape because of lack of maintenance. Metro is indeed required since Ranchi has the worst traffic system but the big question is whether we have enough space within the city to execute the project,” said Jha.

Sidharth Tiwary, a business consultant, however, feels otherwise.

“Three cities of Jharkhand — Ranchi, Jamshedpur and Dhanbad — have been categorised as tier-II cities. Trade, commerce and industry in Ranchi is expanding. Inter-connectivity of districts should be priority for the government now. Urban development remained pivotal for the government and a number of good works were done by Das but I am surprised why the government did not take up the metro railway project,” said Tiwary.

“We had submitted a proposal to the Centre but it was rejected on technical grounds. In future I don’t think neither monorail nor metro railway would be taken up for Ranchi. We don’t have sufficient land in the city to start the project. People want facilities but they won’t part with land. Even in executing small projects we face problems and protests. To commission a project the government is forced to use force and then attract criticism. Without public cooperation it is impossible to start a mega project like this,” minister Singh said.

He added that the urban development department had identified government land at Dubalia to set up the Transport Nagar but people had started protesting against the project.

“Like at Bajara, the department had identified government land to execute a housing project for the poor, but we have been facing protests. In fact, the government drags its foot from any project fearing people’s protest,” said Singh.
