Non-teaching varsity staff in Jharkhand to gherao CM residence next week

Rattled by the ‘indifferent attitude’ of the state government in fixing 5th and 6th pay commission salary, non-teaching employees of all seven universities and 65 constituent colleges in the state have decided to gherao Chief Minister’s residence on Tuesday.

Jharkhand State Universities, Colleges Non- Teaching Federation (JSUCNTEF), the frontal organisation of non-teaching staff, on Saturday announced that since government did not respond on directive of chancellor (governor) and has been procrastinating, the organisation has been left with no option but to hit the streets.

Over 50,000 non- teaching staff of all seven state universities, Ranchi, Kolhan, Sido Kanhu Murmu, Vinoba Bhave, Koylanchal, Shymaprasad Mukerjee and Nilamber Pitamber University, would assemble at Ranchi University campus on September 24 (Tuesday) and takeout a procession for the gherao.

JSUCNTEF president Anil Kumar said that non- teaching staff have been working for 30-35 years but still are drawing 4th pay benefit. Education department has held up their 5th and 6th pay scale. Though governor had ordered to appoint nodal officer in each university and fix the pay by holding special camp. However, in the last three months no step has been initiated till date.

Anil Kumar said, after gherao of chief minister’s residence, the federation would wait for one week for government’s response and would proceed on indefinite fast at Ranchi.

“Government and its officers of higher education department have become insensitive. Teaching staff of university/colleges are being paid 7th pay scale but at the same time non-teaching staff has been denied the same. Actions of government is prompting employees on agitation path,” he said.

Chief Minister said his government wants ‘Sabka Sath Sabka Vikash’ but his action looks only for selected class, said JSUCNTEF.

However, a senior official of human resources development (HRD) said that since posts of several non-teaching staff were not sanctioned, they can’t be given benefit of 5th and 6th pay commissions.

Mesra student death triggers food slur

A first-year polytechnic student of BIT-Mesra, Nishant, died while being shifted from one hospital to another here on Saturday night, spurring some 50 of his classmates to block NH-33 near the campus around 11pm and hold the “substandard hostel food” responsible for the death.

The institute authorities, however, have denied the students’ allegation that hostel meals led to Nishant’s death by food poisoning.

A polytechnic student of computer science, Nishant, who hailed from Ramgarh district’s Giddi, came down with high fever in BIT-Mesra around 10 days ago. He was initially treated at the institute’s dispensary, said polytechnic director Sandeep Singh Solanki.

Solanki said they also informed Nishant’s parents, who came around eight days back and took him home.

“They kept him at home for two days,” Solanki said. “Later they shifted Nishant to a private hospital in Ramgarh named Hope Hospital, where his condition took a turn for the worse. The boy was referred to Ranchi. His father told us that Nishant was shifted to Bhagwan Mahavir Medica Superspecialty Hospital in Ranchi on Friday evening, where he stayed in the ICU for around 10 to 14 hours. As his father could not afford the expenses at Medica, and there was no sign of improvement, the family decided to shift Nishant to (state-owned) RIMS. Unfortunately, he was declared dead on arrival at RIMS on Saturday night.”

Solanki added he had no idea why a section of students were alleging that hostel food was so substandard that Nishant died of food poisoning.

“Can you believe contaminated food and drinking water will fatally affect only one student?” Solanki said.

“The rest of the students have no health complications. I don’t know why some students have made such a misleading statement. Even some newspapers carried the misleading report that painted our institute in bad light. We don’t compromise with health and education of students,” said Solanki.

Nishant’s parents were unwilling to have an autopsy performed on their son’s body, said DSP Sadar Deepak Kumar Pandey.

The DSP added that they learnt that Nishant frequently had high fever. “The theory of food poisoning doesn’t seem to be genuine under the circumstances. It may be possible that some students had a problem with the hostel canteen and food so they made it a point during the protest,” the policeman said.

He said the highway blockade lasted for some 20 minutes. “Then, students withdrew the blockade on our persuasion. We decided not to file any FIR in connection with the blockade,” the DSP said.

Asked about Nishant’s death, RIMS superintendent Dr Vivek Kashyap said: “I am not aware of the case and medical history of the boy.”

Kashyap added that post-mortem was done under certain circumstances, including when the relatives of the deceased suspect foul play and file a complaint and when the police demand autopsy, but here it did not seem to be the case.

70-year-old Jharkhand’s man lynched on child-lifting suspicions

A septuagenarian man was beaten to death by a mob on suspicion of being child lifter in Jharkhand’s Sahibganj district, police said on Thursday.

The police, however, are yet to identify the victim, whose body has been sent for autopsy.

“We have lodged an FIR against unknown persons today and started probe,” said Sahibganj superintendent police (SP) Hrudeep P Janardhanan.

The incident took place in remote Kuchi Pahari area under Mirzachoki police station, around 440 km northeast of capital Ranchi, on Wednesday afternoon when the 70-year-old man went collect herbs from hilly place.

“I think the old man, who was looking very poor, died due to panic on way to hospital after being beaten by villagers. We found minor injury marks seen on his body. The autopsy report will reveal the actual cause of the death,” he said.

Sahibganj sub-divisional police officer (SDPO) Nawal Sharma said, “The old man went to collect herbs from a hilly place. While retuning, few villagers suspected him as child lifter. They thrashed him at Kuchi Pahari village.”

After hearing this, the village head Sunny Pahariya rushed to the place and rescued him from the mob, Sharma said.

“The old man was being brought to Mirzachoki health centre. He was able to walk on his feet at that time. But, all of a sudden, he fell and died,” Sharma said.

During interrogation, some villagers told the police that the man was often spotted in the area, going to the hill to collect herbs.

The SP said they have been spreading awareness villages to counter child lifting rumours. “Since most of them belonged to Pahariya tribe in the tribal villages, they hardly understand Hindi. We have involved village heads and other people to spread awareness in this regard in villages,” he said.

In another incident, an elderly person was tied to an electric pole and thrashed by villagers on suspicion of being child lifter at Belbad village in Deoghar district on Wednesday. In Ranchi, a mentally disordered woman was beaten calling her child lifter. However, both of them were rescued by police in time.

Mob lynching on suspicions of child lifting has become common in Jharkhand, where the administration has been issuing public notice, warning rumour-mongers of stringent legal action. The Ranchi district administration recently issued such a notice which says, “Spreading rumour of child lifting is becoming a common affair. Punishing or physically torturing any person by any mob is a legal offence. Such people in the mob will be identified and legal action will be taken against them.”

Lieutenant Colonel Mahendra Singh Dhoni reached his home town Ranchi for the first time after serving the army in Jammu and Kashmir after the World Cup.

Upon his return late in the evening, the wicketkeeper-batsman was spotted taking selfies with fans at the airport. 

He later drove back in his new Jeep Grand Cherokee along with wife Sakshi. It is the same vehicle which Sakshi had posted about saying, “Welcome home #red beast! your toy is finally hear missing you @Mahi really missing you”.

However, before his return, Sakshi took to social media about the electric shortage in her area.

She updated her Instagram status and showed that there is no festival nor bad weather, yet there was no electricity for the past 5 hours. 

Sakshi had also posted a picture of a part of the house in Simaria in her status on Instagram.

As for Dhoni’s cricket career, the player’s retirement has been the talk of the town with speculations keeping on rising with each passing day. He was not part of the West Indies tour by choice but is also not part of the South African series at home.

Jharkhand: Colleagues use torches to get soldier airlifted

CRPF troopers who are known for their abilities to overcome extreme challenges did the unthinkable to get a sick colleague airlifted in the dead of night. This time they used their torches to complete this operation.

The condition of Sudama Prasad Yadav, a Central Reserve Police Force soldier posted at Garhwa in Naxal-hit Jharkhand, recently deteriorated prompting doctors to refer him to a hospital in state capital Ranchi, over 200 kilometres away. It was 1.30 am.

In the absence of adequate light, calling a chopper seemed impossible. However, Yadav needed immediate medical care. “We then hit upon the idea of collectively using our torches to facilitate the landing of a chopper,” a CRPF officer told DNA.

About a hundred soldiers stood around the outer ring of the helipad with their torchlights on, ensuring a perfect landing. Yadav was then boarded, and it flew away in minutes. Officials said the soldier is being treated at Orchid Hospital in Ranchi.

Home Minister Amit Shah, law minister Ravi Shankar Prasad, Jharkhand Chief Minister Raghuvar Das and Deputy Chief Minister of Bihar Sushil Kumar Modi along with other regional politicians and achievers will come together in Ranchi on Wednesday to dwell on a roadmap for transforming the east and making its states, including Jharkhand and Bihar, the new engines of Indian economy.

The one day brainstorming session, being organised under the banner of ‘Hindustan Poorvoday’, will also see these leaders exchange views on the eastern states’, particularly, mineral-rich Jharkhand’s present contributions to the Indian economy and its potential to increase it manifolds in the near future.

The event will be inaugurated by the Union Minister for Law and Justice, Communications and Electronics and Information Technology, Ravi Shankar Prasad at 10 am at the local Radison Blue hotel. He will present his views on the economic opportunities and challenges for Bihar and Jharkhand. Home Minister Amit Shah will make the valedictory address incorporating the growth roadmap for these states.

Jharkhand Chief Minister Raghuvar Das will throw light on the contributions made by the state in India’s overall development.

Jharkhand Congress chief Dr. Rameshwar Oraon and former Chief Minister and Jharkhand Mukti Morcha’s (JMM) Working President Hemant Soren will present his views on the need to protect the natural resources–waters, jungles and the land– of the state while pushing it along the developmental path. Jharkhand’s Garwah resident Brajesh will be felicitated for scripting a success story out of horticulture against everyone’s advise. His techniques, to be patented soon, have received praise from agriculture scientists and fellow farmers alike. Rameshwar from Ormanjhi block in Ranchi was the leader of a group of villagers, who pooled their resources and labour to construct a check dam to collect water flowing downhill. Rameshwar will also be awarded during the event. National Bank for Agriculture and Rural Development (Nabard) recognised farmer Hema Devi, a resident of Deoghar district in Jharkhand, who will also be felicitated for adopting modern farming techniques and later teaching fellow women how to successfully transform their lives by forming cooperatives. Jharkhand cabinet sanctions creation of 79 posts of senior residents at RIMS

The state cabinet on Saturday sanctioned for creation of 79 posts of senior resident and tutor under medical teacher cadre in various departments of Rajendra Institute of Medical Sciences (RIMS), Ranchi.

RIMS, an autonomous institution running a 1500-bedded hospital, has got permission from the medical council of India (MCI) to start post graduation and diploma courses in various departments. The institute has also staked its claim before the MCI to enhance MBBS seats to 250 from current 150.

In order to match the requirement of the teachers for 250 MBBS seats and PG courses, the cabinet sanctioned for the creation of the aforesaid 79 posts.

Taking a step forward to achieve the target of ‘housing for all by 2022’, the cabinet also accorded its nod to relax the norms for construction of buildings under the Prime Minister Urban Housing Scheme’s (PMUHS), Affordable Housing in Partnership.

“According to the decision, buildings up to ground plus six to eight storied can be constructed under the affordable housing in partnership. As per the current standard, building structures under this scheme can’t go above ground plus three,” an official said.

The cabinet also approved for fixation of prices of land that would be acquired by the government for laying underground water, gas and drainage pipelines. Besides, it approved for setting up of “Jharkhand Wing” of the NCC Directorate, Bihar and Jharkhand.

The cabinet also approved expenditure upto Rs 35 crore for fiscal 2019-20 under state’s scheme of three-year organic farming promotion and certification. The government has earmarked a total of Rs 100 crore for fiscals 2019-20, 2020-21 and 2021-22 under the scheme.

PM Modi inaugurates New Jharkhand Vidhan Sabha building in Ranchi

He also inaugurated various development projects in Ranchi today. Modi was also scheduled to launch the Kisan Maan Dhan Yojana (KMDY) here.

“The PM will launch the scheme — Prime Minister Kisan Man Dhan Yojana — and will also inaugurate 400 Ekalvya Model Residential schools to provide quality upper primary, secondary, and senior secondary level education to ST students in tribal-dominated areas,” an official statement had earlier said.

The KMDY will secure the lives of 5 crore small and marginal farmers by providing a minimum pension of Rs 3,000 per month to those who have attained the age of 60. The scheme has an outlay of Rs 10,774 crore for the next three years.

All the small and marginal farmers who are currently between the age of 18 to 40 years are eligible to avail the benefits.

The Eklavya Model Residential Schools are aimed at providing quality education to the students of Scheduled Tribes. This scheme will be implemented in blocks with a tribal population of at least 20,000.

The residential schools will have tribal students from Class 6 to 12. Around Rs 10,000 crore will be spent on the construction of these schools in Jharkhand, Odisha, Northeastern and other states in the next two years.

Parking fees to be slashed in Ranchi

In a move to ensure better compliance, Ranchi Municipal Corporation (RMC) has decided to reduce parking fees by 50 per cent at all parking bays.

“Existing parking fares will be reduced by 50 per cent. We will also increase the time limit for parking. These decisions have already been taken. A formal notification would be issued in a day or two,” said RMC CEO Manoj Kumar, adding that the idea was to encourage people to use authorised parking bays instead of parking their vehicles in front of shops and cause traffic congestion.

Currently, the parking fare for four-wheelers is Rs 40 per hour and for two-wheelers is Rs 20 per hour. As per the new rates, Rs 20 will charged for four-wheelers for three hours and Rs 5 for two-wheelers, also for three hours.

According to sources in the RMC transport wing that manages parking lots, the new rates would be introduced at all the 30-odd parking bays across Ranchi, including 18 parking bays along Main Road. Most parking bays are along roads and have been auctioned to private parties.

“Private agencies that have won rights to collect fees at various parking bays have been asked to introduce the new rates as soon the official notification is issued in a day or two. We hope that after the introduction of the reduced fees the problem of illegal parking would be resolved to a great extent and Main Road will remain free of traffic congestion,” said an RMC official.

Another senior official said the RMC had plans to introduce POS machines at parking bays.

“We would like private parties managing parking bays to have POS machines to enable ease of payments. However, it will take some time,” said RMC official.

Residents welcomed the move.

“This is good news at a time when steep fines are being imposed for traffic violations. The new fees won’t pinch pockets and will encourage people to park in designated spots without having to worry about bike thefts,” said Rajesh Sharma, a cloth trader in Upper Bazaar.

PM Modi launches Kisan Maan Dhan Yojana in Ranchi

Following on the foosteps of the Krishi Maan-dhan Yoajana that kicked off from the first week of August this year, the scheme ensures Rs 3000 per month for traders with a turn over of less than Rs 1.5 crore per annum.

Farmers who feed the nation have been bearing the brunt of floods and drought for decades. 70 years after independence, the Modi government that took on the pledge of improving their lot promising to double farmers income by 2022. And it didn’t stop there.

Taking welfare to the next level Prime Minister Narendra Modi announced the Pradhan Mantri Kisan Maan-dhan yojana, the first ever pension scheme for farmers. He rolled out the scheme in Ranchi on Thursday making the first online transfer.

So far over 13 lakh,29 thousand farmers have joined the scheme across the country since 9th of August, when the registration began.

Farmers who own 2 hectares or less of land and are between 18 and 40 years of age are eligible for the scheme. Depending on their age they need to make a monthly contribution ranging between Rs 55 and Rs 200. 

Within a month, the union government’s contribution stands at over Rs 16 crore. 

Rs 3000 per month will be paid as a pension after farmers turn 60. Prime Minister Modi also launched a national pension scheme for small and medium traders and self employed entrepreneurs.

Traders with a turnover of less than Rs 1.5 crore per annum will be eligible for a pension of Rs 3000 per month. An estimated 3 crore Vyaparis in the country are expected to be benefitted under this scheme.

Adding social justice to the script of social security, Prime Minister Narendra Modi digitally launched the beginning of work for 462 Ekalvya Model Residential Schools across the country. These schools will provide quality upper primary, secondary, and senior secondary level education to ST Students in Tribal dominated areas.
 
Clearly, Sabka Saath, Sabka Vikas, Sabka Vishwaas isn’t just a motto for the Modi government.
