Vice President Naidu launches state DBT scheme for farmers in Jharkhand

RANCHI, Aug 10: Vice President M Venkaiah Naidu on Saturday launched the Jharkhand Government’s ‘Mukhya Mantri Krishi Ashirwad Yojana’ under which money would be directly transferred into the bank accounts of farmers in the state.

Under the scheme, beneficiaries having farm land of less than one acre to five acres, will get Rs 5,000 to Rs 25,000 in their bank accounts.
As soon as Naidu launched the scheme, money was transferred into the bank accounts of farmers, and some them showed their mobile phones with the money transfer message to the vice-president.

“I saw the happiness in the face of the farmers who showed me the message on their mobile phones. I congratulate the government and the farmers on the occasion,” Naidu said.

He said the Centre has taken a pledge to double the income of farmers by 2022 and in that endeavour, the government is continuously increasing minimum support price (MSP) for 23 farm produce.

Calling for conservation of rainwater in view of depletion of ground water, Naidu said conservation of rainwater should be made people’s movement and hoped that farmers would use traditional method to help conserve ground water.

Praising the Centre and the state government’s efforts in protecting the interests of “annadata” (food providers), Naidu stressed on the importance of developing village and recalled the efforts made by him when he was the Union Rural Development minister.

“You need to have a structural change in the agricultural sector, and it should be the top priority,” he said.

According to an official statement, under the Mukhya Mantri Krishi Ashirwad Yojana, approximately 35 lakh farmers will be benefited and by September/October and Rs 3,000 crore would be sent in the accounts of the beneficiaries.

The launching ceremony was also held in other 23 districts, apart from Ranchi.

Under the scheme, Rs 5,000 is given to those farmers having one acre or less agricultural land, Rs 10,000 to those having two acres, Rs 15,000 for having three acres, Rs 20,000 for having four acres and Rs 25,000 for having five acres of agricultural land. This is scheme apart from the benefits the farmers are getting under Centre’s PM-Kisan Yojana. (PTI)

In Jharkhand, BJP poised to gain by default as Opposition is in disarray

From all appearances, the Jharkhand Assembly polls later this year look like a cinch for the Bharatiya Janata Party (BJP). If the Lok Sabha election outcome is a hot lead — the National Democratic Alliance won 12 of the 14 seats and secured a vote share of 55.29 per cent— the BJP and its partners, the All Jharkhand Students Union (AJSU) and the Lok Janshakti Party (LJP), can stage an encore in this neck of the woods that seldom gives a winner an absolute majority in the legislature.

Jharkhand has an Opposition that a ruling party would dream of. In this case, the BJP and the AJSU (the LJP does not have a legislator) governed for five years after winning the 2014 elections with a bare majority. “It is the most conducive Opposition a party in power can hope for. Even if people search for an alternative, they can’t find one. The BJP gains by default,” a Ranchi-based veteran political observer said.

The BJP’s Jayant Sinha, Hazaribagh MP and a former central minister, remarked: “The Opposition alliance doesn’t have a leader, an ideology, a common minimum programme or the skills to work together. People saw through this hotchpotch combine.” The “combine” comprised the Congress, the Jharkhand Mukti Morcha (JMM), the Jharkhand Vikas Morcha (Prajatantrik) or JVMP, and the Rashtriya Janata Dal (RJD).

Recent developments support the observations on the Opposition’s plight. Jharkhand Pradesh Congress chief Ajoy Kumar quit his post on Friday, accusing some colleagues of indulging in corrupt practices and promoting their own interests over the party’s and said “worst criminals look better” than them. A few days ago, Kumar was roughed up allegedly by allegiants of his rivals in the party, Subodh Kant Sahay, former Union minister, and Pradeep Kumar Balmuchu, Rajya Sabha MP.

The RJD split vertically, which gave birth to the RJD (Democratic), led by Gautam Sagar Rana. The JVMP, helmed by former BJP chief minister Babulal Marandi, suffered a setback after its MLA and Marandi lieutenant, Pradip Yadav, was jailed on an attempted rape charge. The JMM, the mainspring of the Opposition grouping, hit a rough patch after its patriarch Shibu Soren was defeated in the Dumka Lok Sabha seat, his fief, for a third time and his son and heir apparent, Hemant, led the coalition to a defeat in the last state polls.

With a spring in its step, the BJP encapsulated its target in the “Mission 65 plus” slogan, based on the fact that in the parliamentary polls, it led in 63 of the 81 Assembly constituencies. In 2014, the BJP and the AJSU together won 40 seats. Shivpujan Pathak, the BJP’s state media minder, claimed: “The ambience hasn’t changed. Our biggest achievement is we offered Jharkhand its first stable government lasting five years. Before 2014, there were instability and Maoist attacks. Under our government, there is inclusive development, fuelled by a double engine because we have a government at the Centre too.”

According to Sinha, the “double engine-driven growth” was a force multiplier in at least three sectors. Under the Ujjwala Yojana, a targeted scheme to provide cooking gas connections to BPL households, the Jharkhand government distributed free burners, with the first costless cylinder; it plans to hand a second cylinder shortly so that women do not revert to the “chulha” if the wait for a refill gets long and uncertain. Second, the Ayushman Bharat Health Protection scheme was universalised to cover any person having a ration card. “In effect, two-thirds of Jharkhand’s population are covered,” said Sinha. Third, the Rs 6,000 annual minimum income support to farmers under the PM Kisan Samman Nidhi was enhanced by the state government — additional Rs 5,000 per acre to farmer who owned less than an acre, not as a loan or an amount to be redeemed. The scheme was projected to benefit nearly 2.3 million small and marginal farmers who already received interest-free loans and a crop insurance cover.

However, even BJP sources conceded there were “challenges” to face and loopholes to plug. The Santhal Pargana region, accounting for 18 Assembly seats, is on the BJP’s radar because of concerns that tribal voters may turn to the JMM and the Congress for succour. “Our government is backward caste-driven,” a senior BJP leader said. Chief Minister Raghubar Das is from the backward caste Vaish community.

Memories of 2016 still anger tribals. That year, Das amended the Chotanagpur and Santhal Pargana Tenancy Acts to permit the acquisition of tribal-owned land for “development”. These Acts proscribed the transfer of tribal land to non-tribal people and favoured community ownership. After huge protests, the government withdrew the amendments in 2017.

The BJP sought to assuage tribal people’s sentiments by resorting to symbolism. It kicked off 2019 with a 15-day campaign to collect soil from the villages of pre-Independence martyrs and build a statue of tribal legend Birsa Munda on the old jail campus in Ranchi. BJP President Amit Shah visited Munda’s village, Ulihatu, to felicitate his descendants.

Will the gestures help? A central leader’s answer was: “Jharkhand’s demography is diverse. The BJP has to portray itself as an inclusive entity and not a sectional one.”

Bokaro gets double boost for economy

nion minister of petroleum and natural gas and steel Dharmendra Pradhan and chief minister Raghubar Das on Sunday jointly laid the foundation stone of two projects worth Rs 350 crore of Bharat Petroleum Corporation (BPCL) in Bokaro, including a Rs 100-crore LPG bottling plant and a Rs 250-crore petroleum, oils and lubricants (POL) depot, during an event held at the Library Ground here.

Pradhan also promised to expand Bokaro Steel and bridge the “distance” between the steel major and micro, small and medium enterprises (MSMEs) in the industrial district.

The LPG bottling project, to come up on 20 acres provided by Jharkhand government to BPCL in a plot of the Bokaro Industrial Area Development Authority at Balidih, would be completed by September 2020. The POL depot, to come up on 77.5 acres at Radhanagar is likely to be ready by 2022.

Jharkhand’s existing 101 LPG distributors currently get supplies from Durgapur and Patna LPG plants. Once the Balidih bottling plant is ready, these distributors and 53 more will get supplies from here.

Right now, there are three supply depots of BPCL in Jharkhand — Dhanbad, Ranchi and Jamshedpur.

Pradhan said: “The two projects will generate employment for 1,000 people.” He also announced investments worth Rs 10,000 crore in Jharkhand for the near future.

Pradhan spoke about the expansion of Bokaro Steel in tune with Prime Minister Narendra Modi’s plan to increase India’s steel production from the existing 108MT to 300MT by 2030. BSL at present has a capacity of 5.6MT. Pradhan said BSL’s expansion would be carried out on the lines of Jamshedpur (Tata Steel and Tata Motors).

On problems being faced by MSMEs in Bokaro, he said his ministry had taken note of the issue. “I assure you that Bokaro Steel will have to walk along with local industries. Our officials have made enquiries about the distance between BSL and local industries. Major industries like BSL will have to give preference to products of local industries for the area’s development,” he said.

The Telegraph on July 19 and again on August 10 this year had highlighted the problems faced by over 250 MSMEs in Bokaro.

CM Das said that apart from these two projects, 47 investors who had signed MoUs at the global investor summit in Ranchi in 2017 would “invest Rs 4,303 crore on different projects in Bokaro”. “These will provide jobs to more than 20,000 people soon.”

Das added that under PM Ujjwala Yojana, they would distribute second LPG cylinders to 43 lakh women of the state before September 30. Before that, 13 lakh more women will get their first LPG cylinder. At present, 30 lakh women in Jharkhand have one cylinder.

Woman held for lifting male child from hospital in Jharkhand

A woman has been arrested for allegedly lifting a two-day-old male child from a government hospital in Jharkhand’s Hazaribag district, the police said on Friday. The woman was in Hazaribag Sadar Hospital to assist a relativewho gave birth to a girl on Wednesday.

She lifted the male child and left the hospital early on Thursday as the relative wanted a boy, police said. “The woman was arrested on Thursday after the missing child was found at her residence in Harhad village under Mufassil police station limits,” Officer-in-charge of Hazaribag Sadar police station, Neeraj Sinha, said.

The boy, who was born on Tuesday, was stolen early on Thursday when her mother was sleeping. At around 4 am, she noticed that her son was not on the bed and raised an alarm. During investigation, it was found that the woman who was assisting the girl’s mother was not in the ward, Sinha said.

The boy who was found along with her at her house was later handed over to his mother, the police officer said. Both the woman and the girl’s mother were booked on the charge of kidnapping.

After her arrest, she was remanded to 14 days’ judicial custody by a local court, the police officer said. The girl’s mother was yet to be arrested as she is nursing her newborn child, he said..

Momentum Jharkhand likely to generate 70,000 jobs

At least 70,000 jobs are likely to be created in Jharkhand through a total of 504 ventures for which the State has performed ground breaking ceremonies so far since its maiden global investors’ summit held in February 2017, officials from the State Industries Department said on Thursday.

Addressing media persons here on Thursday, Industries department Secretary K Ravi Kumar said that the State performed ground breaking ceremonies for at least 504 ventures from May 2017 to December 2018. These ventures are expected to bring an investment of Rs.50627 crore to the State and generate 72,682 direct jobs, he added. The projects will also provide around 1,90,000 indirect employments, a document released by the department said.

“We organised several branding and promotional events for luring investors to Jharkhand since 2016. At least five national and three international road shows were organized to spread awareness about the scope of investment in the State,” said Kumar, highlighting the achievements of the incumbent Government in boosting investments here.

Some of the major investors among the companies include Adani Power, Hindustan Urvarak & Rasayan Ltd, and National Thermal Power Corporation (NTPC), he said. The Government expects Adani Power alone to generate at least 2,000 jobs and two NTPC projects to generate 1,200 and 1,000 jobs respectively.

In a bid to facilitate investments in the State, the Government here also introduced sector specific policies, said Kumar, adding that at least seven policies were framed in Jharkhand since 2015 for making the investment process easy and present a clearer picture of returns to the investors. In 2015, the Government introduced the Jharkhand Industrial Park Policy, Jharkhand Export Policy, Jharkhand Feed Processing Industry Policy and Jharkhand Food Processing Industry Policy. In 2016, the State framed the Jharkhand Industrial & Investment Promotion Policy, Jharkhand Automobile & Auto Component Policy and Jharkhand Textile, Apparel & Footwear Policy.

“Our sector specific policies have helped encourage investments in the State. Ranchi, for example, is fast developing into a hub for textile, apparel and footwear sectors,” Kumar said.

Under the food processing policy, at least 73 food processing units were set up in Jharkhand with an investment of over Rs 500 crore, Kumar added.

Jharkhand has more than 40 per cent of the country’s mineral reserves and has been on a mission to utilise the resources to bring development through industrial growth. The State is also among the largest producers of Tussar silk and the Government has taken several initiatives in the recent past to boost and streamline production of Tussar here. In year 2017-2018, Jharkhand produced 2217 metric tonnes of Tussar. Around 7000 silk farmers were provided professional trainings in the same year.

In the past four years, Jharkhand also became the first state in India to constitute a council for Corporate Social Responsibility. The Jharkhand State Corporate Social Responsibility Council (JSCSRC) monitors and utilizes CSR funds for development of State, said Kumar.

Jharkhand student alleges sex abuse, commits suicide

A first-year engineering student from a college in Jharkhand’s West Singhbhum district allegedly committed suicide earlier this week after leaving behind a purported suicide note that claimed he was sexually tortured by senior students who also extorted money from him, police said on Friday.

The body of the student, who went missing on Wednesday evening from the college hostel, was recovered by the police from Mahulsai lake in Chaibasa on Thursday. Three students named in the six-page suicide note have been arrested, including the boy’s roommate. A special investigation team (SIT) has been set up to probe the case.

Indrajit Mahatha, West Singhbhum superintendent of police, said the three have booked under various sections of the Indian Penal Code on charges of forced unnatural sex and extortion on the basis of the suicide note and a complaint filed by his family. “We have seized five mobile phones, three note books and a CD,” he told reporters.

“We have seized the original copy of the six-page suicide note, which was posted by the victim on the hostel’s WhatsApp group on Wednesday. He has accused his roommate… of forcing him to have unnatural sex and demanding money. The victim’s family has charged the college authorities with not properly informing them about the suicide note. The SIT is probing all allegations,” he said.

A top college official denied any fault on the part of the college management, saying the boy had attempted suicide in May this year too. He said the hostel in-charge had been suspended for dereliction of duty pending completion of the college’s internal inquiry.

“The boy went missing around 7pm on Wednesday evening after posting his suicide note on WhatsApp. The hostel in-charge did not notice it that day and informed me on Thursday morning. We immediately informed the local guardian, his uncle and the police,” he said.

Deep depression weakens but heavy rains to stay

The deep depression over South Jharkhand had weakened into a depression on Thursday morning, but it shall hardly make a dent on its rain generating capacity.

The depression centred over north-east of Chhattisgarh this morning, about 90 km east-southeast of Ambikapur (Chhattisgarh) and about 140 km west-southwest of Ranchi (Jharkhand).

Heavy rain warning

India Met Department (IMD) has warned of strong winds with speed up to 40 km/her and gusting to 50 km/hr over interior areas of Odisha, Chhattisgarh and Jharkhand until Thursday night.

The depression may continue to move deeper into Central India and weaken gradually, but the IMD has given out a heavy to very heavy rain warning across a wide swathe of geography.

Widespread rainfall with isolated heavy to very heavy falls is likely over Odisha, Chhattisgarh, plains of Bengal, Bihar, Jharkhand, Vidarbha and northern Andhra Pradesh and Telangana until Friday.

A similar outlook is valid over Madhya Pradesh for the next two days; over Madhya Maharashtra, Konkan, Goa, Kerala and Karnataka for next three days; and over Gujarat on Friday and Saturday.

Isolated extremely heavy falls are likely over the ghat areas of Madhya Maharashtra, Konkan, Goa, Kerala, and coastal and southern interiors of Karnataka during next two days.

The same forecast is for South Madhya Pradesh and East Rajasthan for today and over Gujarat for tomorrow.

Kerala has declared a holiday today for all schools and colleges across seven of its 14 districts given the threat of continuing heavy rain, especially in the northern districts.

A red alert has been declared over the dam-bound Idukki, Kozhikode and Malappuram districts. Storage levels in reservoirs owned by the State Electricity Board was at 27 per cent as of Wednesday.

In detailed forecasts, the IMD said that light to moderate rainfall is likely at most places over Odisha and Chhattisgarh with heavy to very heavy rainfall at a few places and isolated extremely heavy falls till tonight.

Heavy to very heavy rain may persist over Chhattisgarh till Friday. Moderate rainfall is likely at most places over East Madhya Pradesh with isolated heavy to very heavy and extremely heavy falls.

Light to moderate rainfall is likely at most places over North Andhra Pradesh, Telangana and Vidarbha until tomorrow with heavy to very heavy falls at a few places.

The subsequent onward movement of the depression will bring moderate rainfall over West Madhya Pradesh and East Rajasthan today with heavy to very heavy falls and isolated extremely heavy falls (above 20 cm).

Heavy to very heavy rainfall will persist at isolated places over West Madhya Pradesh and East Rajasthan until tomorrow. Moderate rainfall is likely over Gujarat tomorrow with heavy to very heavy and even isolated extremely heavy falls.

Jharkhand’s Jamtara has earned a name for being a notorious hub of cybercrime. This time, a group has managed to fraudulently withdraw over Rs 23 lakhs from the account of Punjab MP Preneet Kaur, wife of Punjab’s Chief Minister Captain Amarinder Singh.

Seven days ago, the mastermind Ataul Ansari, called up Preneet Kaur when she was attending the Parliament session. Masquerading as a State Bank of India (SBI) manager, Ataul asked for the ATM PIN and OTP number from Preneet Kaur.

He told Preneet that her salary has to be credited in the account and the vital information is needed immediately. After securing the PIN and OTP, Rs 23 lakh was withdrawn from Preneet Kaur’s account in three transactions. Sensing foul play, she lodged a complaint with the police.

This is when Punjab Police detected a connection with Jamtara. Jamtara SP Anshuman was contacted by Punjab Police. Jharkhand Police and a special team from Punjab acted in tandem and made a breakthrough. They nabbed Ataul Ansari on Tuesday from Karmatar village. Ataul Ansari has now been taken on remand by the Punjab Police.

Karmatar has its own tainted past. Few years ago it was a hamlet of a few huts. The cyber frauds in dreams of opulence resorted to means that would get them fast money. Now the once sleepy hamlet dotted with small huts has transformed into a town of palatial houses.

The cyber frauds of Narayanpur and Karmatar in last six years have fraudulently siphoned off hefty amounts from the bank accounts of innocent people from Uttar Pradesh, Chhattisgarh, Madhya Pradesh, Bihar, West Bengal, Orissa, Delhi, Maharashtra, Tamil Nadu, Andhra Pradesh, Kerala, Punjab and Andaman and Nicobar islands.

Police reports reveal that cyber crime started in 2013 in Jamtara. More than 110 criminals have been arrested from Jamtara over time by police of different states.

Around other 90 cyber criminals have been identified and are on the radar of ED for amassing wealth of more than Rs 50 crore.

Recently, Delhi Police picked up one Sitaram Mandal for allegedly hacking the account of Amitabh Bachhan and withdrawing a sum of Rs 5 lakh.

Similarly a Union minister lost Rs 1.80 lakh, an MP from Kerala suffered a blow of Rs 1.60 lakh and a BJP MLA from UP was cheated off Rs 5,000. The frauds were all found to be connected to Karmatar.

Jamtara in Jharkhand has carved out a name for being notorious and a hub of cybercrime. Located in the Santhal Pargna region, the district has been a crime-prone zone for a long time.

Frauds had earlier made a cottage industry out of breaking wagons and looting train passengers on board by duping them with spiked food. Over the years the modus of operandi might have changed but the tendencies to mint easy money from innocents by deceit continues.

Bihar CM to hold public meeting in Jharkhand

Bihar Chief Minister and JDU national president Nitish Kumar is to address a public meeting in State Capital on August 25, starting the political campaign of his party in Jharkhand. JDU which is partner of NDA in Bihar and playing the role of big brother in Bihar had already expressed its intention to contest year-end Assembly election alone in Jharkhand.

JDU Jharkhand unit president and former MP, Salkhan Murmu said, “As the party has announced to contest Assembly election alone in State, we have started preparations for the election. In this connection Bihar Chief Minister Nitish Kumar is to address a public meeting in Ranchi on August 25.” Murmu further said, “The party has given a slogan, Nitish Lao, Jharkhand Bachao (Bring Nitish, Save Jharkhand).”

The JDU leader claimed that under the leadership of Nitish Kumar, Bihar has witnessed all round development in all sectors. Improvement in law and order, women empowerment, and improving education are some of the sectors on which Bihar has made drastic changes.

The JDU has decided to reach to people in State with the Nitish Kumar’s development model.

The party cadres will reach out to people especially in rural areas how Bihar has witnessed a turnaround after Nitish Kumar came to power in Jharkhand.

The JDU cadre will also go to people highlighting the weak Opposition in State. Murmu said, “After the Lok Sabha election, all Opposition parties are decimated. The JMM’s politics revolves on father and son duo. There is no internal democracy in JMM. While the grand old party, Congress is struggling for survival as the party is pitched in internal struggle.”

Murmu said, “After the Lok Sabha  election, there is two factions in Congress party. One group is lead by State president Ajoy Kumar while the other group is headed by Subodh Kant Sahay and others.” According to JDU leader, in such situation, JDU has huge scope in Jharkhand as people are looking for an alternative party which can counter BJP.

To strengthen party in Jharkhand, the JDU has decided to make at least six members from every village. Murmu, who first became MP in 1998 under the banner of BJP, has always been advocating the cause of the tribals.

“We are dedicated for the progress of the tribals so our focus would be on them. Our party cadres and leaders have started working in the rural belts to make the voters realize their importance and need to safeguard their interests,” he noted.

The leader also said that the party will try to highlight the needs of protecting Chotanagpur Tenancy (CNT) Act and the Santhal Pargana Tenancy (SPT) Acts

which are related with tribal sentiments. “The JDU will also work for protecting and safeguarding the tribal interest as the successive Governments has failed to hand over the land rights to the tribals

and ensure their adequate representation in the government jobs,” added Murmu.
