New Delhi: The number of candidates taking up the option of being hired by private companies on the basis of their UPSC scores, have risen by some 1,650 per cent in two years.  

In 2017, the Modi government for the first time allowed prospective recruiters from the private sector to approach candidates who rank high in the Civil Services Exam and the Indian Engineering Services Exam, both of which are conducted by the UPSC. 

The provision is for candidates who qualify till the interview stage of both exams but do not make the final cut. They are then given the option of having their scores uploaded on UPSC’s integrated information system, from which any private company can hire them on the basis of their performance in the exams.

In 2017, 800 such candidates opted to have their scores uploaded onto the UPSC system. Of these 200 landed private jobs. 

In 2018, the number rose sharply to 6,000 candidates, of whom 500 were offered jobs.  

In 2019, the number peaked to 14,000, data accessed by ThePrint shows.

“Now, 80-90 per cent of the candidates who make it till the interview stage opt for this,” a senior UPSC official said. “It is particularly popular among engineers and doctors who get jobs in the private sector easily on the basis of their UPSC scores.” 

UPSC recruiting fewer candidates for civil services

The rise in numbers of candidates opting for private employment through the UPSC scores comes at a time when the number of civil services personnel recruited by the commission has been steadily declining.

According to data provided by the Department of Personnel and Training in Parliament last week, only 2,352 candidates were selected by the UPSC in 2018-19.

“The government can select only so many candidates, but the others are bright, competent too… If every year, about 500-1000 candidates land private jobs through the UPSC exams, you are making sure that the years they spent preparing for the civil services has not gone waste,” a Department of Personnel and Training official said.

There has been a trend of even public and government organisations like the Sports Authority of India or NTPC hiring non-qualified candidates at key positions in the past, said Siddharth Verma, Practice Head at Direct Hires, an employment firm. 

“So it is only logical that the private sector can also make use of these candidates who fall short of making it to government services by a mark or two,” he added. “I am not quite sure of exactly what kind of jobs these people are landing, there are some key industries where their preparation as UPSC candidates comes handy.”

Given their familiarity with humanities, IAS aspirants do well in the consumer sector, where there is some level of understanding of consumer behaviour required, he said. Additionally, UPSC aspirants who have an expertise in economics or statistics do well in the banking, financial and insurance sectors. 

“The point is that the level at which these aspirants prepare for the exam is itself a skill that can be used well by any employer,” Verma said.

BPSC Recruitment 2020:The Bihar Public Service Commission (BPSC) has come out with a notification for a number of posts. Applications have been invited for the post of Assistant Prosecution Officer (APO) posts. The commission is looking to fill up as many as 553 posts. Those looking to apply may do so at the official website www.bpsc.bih.nic.in.

While the online registration procedure begins tomorrow (Friday), the last date for the same is February 21. The candidates may also submit their application fee by February 26. The last date to file the application is March 6. Those looking to apply for this post must at least have a law degree from any university/institute recognised by the government.

BPSC Recruitment 2020: Age Limit

While the minimum age of candidates must be 18, the maximum age limit is 37. For candidates in General Female/OBC (Male/Female)/BC, the minimum required age is 18 and the maximum age limit is 42 years. The minimum age of SC/ST candidates is 18, while the maximum age should not be more than 42 years.

Those belonging to ST of Bihar /SC of Bihar /Permanent residents of Bihar/Handicapped/Woman of Bihar will have to pay Rs 150, while other candidates will have to pay Rs 600.

BPSC Assistant Main re-exam answer key 2018 out @ bpsc.bih.nic.in

The answer key for Assistant Main re-exam conducted under recruitment 08/2018 has been released by the Bihar Public Service Commission (BPSC). Candidates who have appeared for the exam can download the answer key online at bpsc.bih.nic.in.

Candidates can also raise objections against any answer key before February 10 after which the BPSC will release a final answer key online.

Candidates can send objections, if any, against any answer offline. They can submit their objections along with important documents/proof sealed in an envelope having their name, roll number and send it to the Secretary-cum-Exam Controller, Bihar Public Service Commission, 15, Jawaharlal Nehru Marg, Bailey Road, Patna – 800001 (Bihar), so as to reach by 10 February till 05:00 PM.

Candidates must write the advertisement number and the name of exam on the envelope.

The exam was held on February 1, 2020. Candidates have to download separate PDF files for the answer keys of General Hindi and General Knowledge papers by visiting the website.

The Bihar Public Service Commission (BPSC) was set up from April 1, 1949, after its separation from the Commission for the States of Orissa and Madhya Pradesh.

Exemptions for UPSC staff, poll chiefs to go

The budget says that these exemptions should be done away with by April 2021 for not just Election Commission members but also members of the Union Public Service Commission (UPSC).

One of the proposals of the union budget presented on Saturday is to do away with tax exemptions that election commissioners enjoy. These perks, which are equivalent to those offered to Supreme Court judges, are on the value of rent-free accommodation, conveyance allowance and medical allowance.

The budget says that these exemptions should be done away with by April 2021 for not just Election Commission members but also members of the Union Public Service Commission (UPSC).

“This tantamounts to altering conditions of service with retrospective effect and that too in the Finance Bill,” an an Election Commission member said on condition of anonymity,

The budget document calls for amending the EC Act of 1991 which entitles members of the Commission to these perks.

It also proposes that Section 10 of the Income-Tax Act, 1995 which offered tax exemption to perks to the UPSC chairman and members should be completely done away with.

Clause 45, was inserted by the Finance Act, 2011; it also applies to the retired chairman or members of the UPSC and said that allowances shouldn’t be included in computing their total income.

“If the government thinks they can get rich by doing away with these tax exemptions then good luck to them,’’ said a former Chief Election Commissioner, also on condition of anonymity.

These allowances and perks include value of rent-free official residence, value of conveyance facilities including transport allowance, sumptuary allowance and the value of leave travel concession provided to a serving chairman or member of UPSC and members of their family.

In the case of retired chairman and members of the UPSC, the notification states that allowances such as a maximum sum of ~14,000 per month for defraying services of an orderly and for meeting expenses incurred towards a sectorial assistant on contract basis and the value of residential telephone free of cost will be exempt from income tax for the purpose of clause (45) of section 10 of the act.

Meanwhile, the Election Commission was on Saturday allocated ~269 crore in the Union Budget under the ‘Election’ head as compared to ~255.46 crore last year when the Lok Sabha elections were held.

A senior Law Ministry officer and a former Election Commission functionary explained that the amount allocated to the poll panel would also be used for “book adjustments” for expenditures incurred in holding of LS polls and other elections.

In the previous budget, the Law Ministry was allocated an additional sum of over ~666 crore for conducting the Lok Sabha elections which were held in the summer of 2019.

Bihar Board 12th Exam 2020 Begins: Bihar Inter Board Exam 2020 will officially begin today across the state, as per the official exam datesheet released earlier. Bihar School Examination Board (BSEB) has put in place strict measures for the BSEB Intermediate Exam 2020 which is commencing today for the 12th Class students. According to the official statistics shared by the Bihar Board, nearly 12.5 lakh students from across Bihar will appear for Intermediate Board Exam 2020 today. In line with this, to ensure fair exams to avoid any incident of cheating or mal-practices; the Bihar Board has put in place strict security measures and supervision at examination centres.

Strict Security Measures to Counter Cheating

In the past, Bihar Board has had to face several embarrassing situations wherein instances of mass cheating, malpractices and such other irregularities during BSEB Inter Exam have been reports. Taking cognizance of this and to ensure that no such incident takes place during this year’s exam; BSEB has put in place strict security measures and supervision at the exam centres across the state. Students appearing for the Bihar 12th Board Exam 2020 will have to go through frisking and detailed checking by examiners before being allowed into the examination hall. On similar lines, Bihar Board has also deployed CCTV vigilance and videography of students at various places including the exam classrooms where they would be appearing for the exam.

Exam Day Instructions for Students

Students appearing for the Bihar 12th Board Exam 2020 must note that the in line with the strict security checks, they are required to report to their assigned examination centre in advance. At the entrance point, they will be checked thoroughly including frisking by examiners, so taking any electronic devices or books is completely prohibited to the examination hall. Students are also advised to carry the BSEB 12th Admit Cards 2020 to the exam hall and make sure that the details provided on it are correct. Bihar Inter Board Exam 2020 will be held in two shifts i.e. morning session from 9:30 AM to 12:45 PM and the afternoon session starting from 1:45 PM to 5 PM. Students for morning batch are required to report before 9:15 and afternoon batch latest by 1:30. Entry after this would not be allowed.

Large-scale violence erupted in the JNU campus last night where hundreds of masked men entered the campus, attacked students and faculty members with sticks and rods. The university administration released a statement saying that the students who opposed the registration in the new semester attacked the students who were registering and wanted to study. It is alleged that Leftist students, protesting against the marginal fee hike in JNU were opposed to students registering for the new semester.

Now, BPSC officer who is studying in JNU has also taken to Facebook to narrate his harrowing experience after masked goons laid siege in the JNU campus. According to his account, it was the Leftists who indulged in largescale violence.

Bhaskar Jyoti says that around 8 PM, he escaped from the JNU hostel to take refuge in a friend’s house and he has no idea what would have happened had he stayed in the hostel. He says that his friend was on his way from the Kaveri hostel to the Periyar hostel to check up on him when his head was busted by Leftist goons.

He says that two days ago, the Naxalites (Leftist students, in all probability) had shut down the entire WiFi system and that masked goons had cut all the cables so the registration process cannot be carried out. He alleges that the students who wanted to register were making a list of the miscreants who were disrupting the registration process and it is in this backdrop that the violence took place.

He says that his friends were talking in his room and after they left, he heard loud noises under the Periyar hostel. While he was too tired and did not check what was happening, soon, 200 masked goons appeared in the hostel armed with sticks and rods and were entering every room, breaking down doors and windows.

Further, Bhaskar says that when the goons looked at him, they showered him with abuses and started chasing him down trying to enter his room. Bhaskar managed to run inside his room and lock the door, jamming it with the wooden furniture. After trying to break the door down with sticks and rods for a few minutes, they left and loud screaming noises could be heard by him from the hostel.

He then claims that he headed to his balcony where he could see 500 people beating on students of Godavari hostel. There were girls in masks too. After this, he could hear them saying that now they will proceed to beat up students staying in the Mahi Mandvi Hostel.

He then says that after 20-25 minutes, around 500 masked Naxalites were beating students of the Periyar students at the gate of the hostel. He says that at that time, around 50 people entered the hostel again and started trying to break down doors and windows.

He then makes two startling revelations. He says that he says JNUSU President Aishe Ghosh with his own eyes entering the Periyar hostel and when she entered the hostel, she was well and not hurt. He says he doesn’t know when Ghosh got hurt thereafter. He also claims that for about an hour, the stone pelting at the gate of Periyar hostel continued by the Leftists.

He then says that he was asked to leave the hostel by the administration because of the violence and was also told that the Leftist students might attack again. He says that he then escaped the hostel through the surrounding woods.

The claims of Bhaskar do not seem to be too off the mark as the JNU statement also mentions the violence breaking out due to the registration process. Further, a video had surfaced earlier as well, based on which, claims were made that JNUSU President, Leftist student Aishe Ghosh was seen leading the masked mob that attacked JNU students.

BPSC 2018 Assistant Main exam cancelled; re-exam to be held in February 2020.

Bihar Public Service Commission (BPSC) has cancelled the Main exam for the recruitment of 2018 Assistant position. In a notice released today, the Commission stated that the exam will be conducted again on February 1st, 2020 in two sessions.

The reason for the cancellation has not been revealed. The Main exam for the 2018 Assistant recruitment was conducted on June 15th, 2019 in two sessions. The notice said that candidates who had attended the June 15th, 2019 General Hindi exam will be allowed to appear for the re-exam.

The notification for the recruitment of Assistants was issued on October 31st, 2018 and the last date to apply for the same was November 30th, 2018. The recruitment drive is being conducted to fill 51 vacancies.

The Preliminary exam for the recruitment was released on May 2nd, 2019. A total number of 35,997 candidates had appeared for the exam and 695 candidates have cleared the exam and have qualified for the next stage (Main Exam) of the recruitment. The exam was conducted on March 17th, 2019 at 127 exam centres situated in five districts.
