Hundreds detained as anti-CAA protests hit multiple cities; Violence in UP, Bihar.

Defying unprecedented prohibitory orders across regions, simultaneous protests broke out on Thursday in multiple cities against the newly amended citizenship law, prompting authorities to detain a large number of activists and students and clamp down on mobile services in parts of the national capital and other states.

While the protests remained largely peaceful at most places with the agitators depending on slogans and placards to express their opposition to the new law and what they called ‘barbaric police action’ against students of Jamia Millia Islamia and Aligarh Muslim University, there were reports of violent clashes and arson in Uttar Pradesh and Bihar. Rail and road traffic was hit across several states.

Barricades by police in and around the national capital, closing of Delhi Metro gates at several stations and an unprecedented suspension of mobile voice, messaging and internet services in parts of Delhi added to the woes.

Left leaders Sitaram Yechury, D Raja, Nilotpal Basu and Brinda Karat, activist Yogendra Yadav and historian Ramchandra Guha were among those who were detained for taking part in the anti-citizenship law stir for defying prohibitory orders.

The law has been amended to enable grant of speedier citizenship to non-Muslim refugees from Pakistan, Bangladesh and Afghanistan if they had to leave their respective countries due to religious persecution.

Despite raging protests, the ruling BJP and the government maintained there won’t be any rethink on implementation of the new law.

Slamming the opposition for protesting against the new law, BJP working president J P Nadda asserted on Thursday that the CAA will be implemented, and that the National Register of Citizens will also be brought in.

CrPC section 144 was imposed by Delhi Police in Red Fort area, but that did not deter scores of students and activists from converging there to raise their voice against the Citizenship (Amendment) Act and the police crackdown in JMI and AMU.

The agitators were put into buses in a bid to clear the Red Fort area. Holding placards and shouting slogans, the protesters allowed themselves to be escorted to the buses.

“We are requesting the protestors to please apply for the designated place for the protest. In the non-designated places, public face problems and many emergency services get affected,” Deputy Commissioner of Police (Central) Mandeep Singh Randhawa said, while urging people to cooperate.

A large number of protesters converged near Sunehri Masjid in Old Delhi, after being pushed back by police from the historic Red Fort. They were heard raising slogans of ‘Hum Honge Kamyaab’, ‘Inquilab Zindabad’ filled the air.

Slogans of ‘CAA Se Azaadi and NRC Se Azaadi’ were also raised by the crowd, which included locals from Old Delhi and East Delhi and a large number of students.

A large number of protestors gathered at the Jantar Mantar as well.

Several companies in the NCR region also asked their employees to work from home and cautioned them against joining demonstrations.

Guha, who was detained in Bengaluru for defying prohibitory orders, said it was “absolutely undemocratic” that police were not allowing even a peaceful protest, which is the democratic right of citizens.

The Communist Party of India too staged demonstrations in Bengaluru against the citizenship law and the proposed nation-wide NRC.

Protests were also held at several other places in the state, including in Hubballi, Kalaburagi, Hassan, Mysuru and Ballary where police detained demonstrators who violated prohibitory orders.

In UP, while a state transport bus was set on fire in Sambhal area of the state, while violent protests broke out in capital Lucknow too when a mob pelted stones and torched vehicles parked outside a police post.

DGP O P Singh said police had to fire tear-gas shells to control the situation in Madeyganj area, while nearly 20 people have been taken into custody.

The opposition Samajwadi Party and Congress legislators held their protest at the legislative assembly complex in Lucknow.

AMU teachers held a silent march opposing the new law in Aligarh.

“We feel that we are fighting for the idea of India as envisaged by the founding fathers of the nation. This is not a struggle for the rights of any particular community,” AMU Teachers Association secretary, Professor Najmul Islam told PTI.

Hundreds of AMU students protesting against the amended Citizenship Act clashed with police on Sunday at a campus gate, leaving 60 injured. After the protest, the adminstration had announced closure of the university till January 5.

In Bihar, members of Left-wing student organisations squatted on railway tracks at Rajendra Nagar Terminus early in the morning, while hundreds of activists of Jan Adhikar Party (JAP), floated by controversial ex-MP Pappu Yadav, burnt tyres on an adjacent road.

They also vandalized an ambulance which tried to make its way through the road and head towards a residential locality nearby.

In Jehanabad, which had been a stronghold of the ultra-Left movement in Bihar, CPI(ML) activists disrupted traffic on national highways.

In Maharashtra, the Congress, NCP and various other parties have formed a front called ‘Hum Bharat Ke Log’ for a protest rally at the August Kranti Maidan in Mumbai, but Shiv Sena has kept itself out of this.

“The Constitution, drafted by Dr B R Ambedkar, is being violated and is under attack. This is the reason that the entire country has chosen this day to condemn the unconstitutional and divisive laws of the BJP government,” the front said.

Protests in West Bengal, Assam and Meghalaya, which were at the centre of the stir initially, were largely peaceful.

Dozens of CPI(M) activists staged a protest in Jammu shouting slogans for immediate revocation of what they called a “discriminatory and undemocratic law”.

Patna: Two days after Bihar’s ruling Janata Dal (United) national vice-president Prashant Kishor was assured by Chief Minister Nitish Kumar that the National Register of Citizens (NRC) will not be implemented in Bihar, many including minorities, are apprehensive about this promise.

After JD-U supported Citizenship (Amendment) Bill [CAB] in both the houses of Parliament, Kishor had reportedly offered to resign from his post.

“Who will believe Nitish Kumar, who is a known paltu ram (a turncoat)? He was opposing NRC publicly till the last month and later, his party supported CAB in Parliament. He has now assured that he will not implement NRC in Bihar. Was he sleeping when the JD-U supported CAB?” questioned Afroj Alam, a retired government employee and a resident of Phulwarisharif.

Mohd Munna, a rickshaw-puller, said that Nitish Kumar no longer has people’s trust, as he says something and does something else. “We had voted for his party, but later, he joined hands with the BJP. How can we trust him now?” he asked.

Arshad Azmal, vice president of Sahulat, a mico-finance society in Patna, said “The CM is not saying anything to the people of the state; so, there is skepticism.” He added that after JD-U supported CAB in Parliament, even vocal Muslim supporters of Nitish Kumar appear hesitant to stand with him.

“How can we take his assurance seriously now because it was Nitish, who had publicly declared to work for RSS-free India and had announced ‘mitti mein mil jayenge Magar BJP se hath nahi milayenge (We’d be rather reduced to ashes than work with BJP)’,” said Mahendar Yadav, convenor of Koshi Nav Nirman Manch.

Danish Ahmad Khan, a social activist fron Gaya, said “Nitish Kumar is trying to fool the people. NRC is a central subject and no state government has the right to disobey or overruled it. He displayed his motives while voting for the Bill in Parliament.”

Danish alleged that Nitish has his reasons to support CAA, as he is embroiled in various scams: from multicrore Srijan to Muzaffarpur shelter home rape case.

Ranjeev, a green activist, told NewsClick that this is nothing but another jumla ahead of Bihar Assembly polls. “Times have changed. Earlier, JD-U was critical of controversial issues like Ram Temple, Article 370, Triple Talaq. Now, the party has supported controversial CAB despite some party leaders’ opposition,” he said.

Three senior JD-U leaders including national general secretary K C Tyagi and two Bihar ministers, Ashok Choudhary and Shayam Razak, had opposed NRC. “If NRC can’t be implemented in Assam, how can it be implemented in Bihar? We can assure [the people] that NRC will not be implemented in the state,” Choudhary said.

Protests against CAA and NRC continued in Bihar on Monday as well. The Left parties have called for a statewide bandh on December 19, while the RJD will observe a shutdown on December 21 against the controversial Act.

However, notwithstanding the protests, senior BJP leader and Union Minister Giriraj Singh has said that NRC should be implemented across the country—including Bihar.

In the wake of rising incidents of rape and gang rape of women and minor girls across the country, Bihar Chief Minister Nitish Kumar on Monday wrote a letter to Prime Minister Narendra Modi urging him to immediately ban pornographic sites and inappropriate content.

“A large number of children and youth are watching pornographic, violent and inappropriate content. In many cases, videos of rape incidents are being circulated on social media, which severely affects the brains of children and youngsters, and such material has also been seen as a factor leading to crimes of rape,” Mr. Kumar said in his one-page letter to Mr. Modi.

Serious concerns

Earlier, on December 6, while addressing a public meeting in the course of his ongoing Jal Jeevan Hariyali Yatra on climate change in the Gopalganj district, Mr. Kumar had expressed serious reservations over the free use of porn sites by children and youth. He had also urged students and youth to stay from visiting porn sites as it eventually led to “perversion” in their minds.

“Though there is a provision for this in the Information Technology Act, 2000 [amended in 2008], it is not effective. In this regard, the honourable Supreme Court, too, has given several directions to the government,” said Mr. Kumar.

‘Unlimited availability’

He added, “In my opinion, the unlimited availability of such improper material in the name of freedom of expression and thought is not proper, and it is an urgent need to take effective steps to check this to prevent crimes of rape against women and children. There is an urgent need to give strict directions to Internet Service Providers as well, and a vigorous awareness campaign along with parents, educational institutes and NGOs too is important.”

Recent incidents of rape and gang rapes from various parts of Bihar have rocked the State government. On December 9, a 20-year-old girl student of Patna University was allegedly gang raped by four youths, and later all four accused persons in the case were arrested by the police.

Bihar Police Announces Written Exam Date For Constable Driver Recruitment.

New Delhi: Central Selection Board of Constables (CSBC), Bihar will conduct the written examination for recruitment of Constable Drivers on December 29, 2019. The admit card for successful applicants will be released on the official CSBC website on December 15, 2019. The examination will be OMR-based and as such the Board has also released OMR specimen for candidates’ benefit.

The e-admit cards will be released on the official CSBC website on December 15. Candidates are required to carry a valid photo identity proof along with their e-admit card on the day of the exam.

In case, candidate’s photograph is not clear on the admit card, they should carry 2 passport-size photograph similar to the one provided in the online application form to the exam venue on the day of the exam.

If a candidate is unable to download their admit card from the official website, they can visit the CSBC office in Patna on December 26 and 27 between 10 am and 5 pm to collect duplicate e-admit card.

CSBC had announced 98 Constable Driver vacancies available with Bihar Home Guard Battalion.

The written test will be objective in nature. There will be 100 questions, each question carrying one mark. The exam will be of 2 hours’ duration. Candidates who score less than 30 per cent marks in the written test will be disqualified. Marks scored in Written Test will be used only to prepare shortlist of candidates for the Physical Efficiency Test (PET).

NGT dismisses plea against Bihar govt”s policy on sand mining.

The National Green Tribunal (NGT) on Thursday dismissed a batch of applications filed against a Bihar government policy which allows artificial bifurcation of homogenous stretches of river bed in terms of sand mining.

A bench headed by NGT”s judicial member S P Wangdi said that ”Bihar Sand Mining Policy, 2019” was in conformity with the directions given by the Supreme Court and the ”Sustainable Sand Mining Management Guidelines, 2016” in this regard.

On applicants” argument that while framing the policy, the state did not state the source of power under which it was published, the NGT said “this contention appears to have been made overlooking the obvious power of the State to make policies, pass orders, issue administrative rules, circulares, instructions etc. in exercise of its executive powers so long as those are not violative of the constitutional and statutory provisions.”

“We find that the ”2019 Policy” does not appear to suffer from any inadequacy or infirmity as pointed out by the applicants,” the bench said.

The bench further said, “Upon consideration of the submissions, we find that the 2019 policy is in conformity with the directions of the SC and the ”Sustainable Sand Mining Management Guidelines, 2016”.”

It also rejected applicants” argument that restricting grant of leases only upto two to an individual in the ”2019 Policy” was in violation of the provisions of Article 19 (1) (g) (right to practice any profession or to carry on any occupation, trade or business) of the Constitution of India, saying that the NGT was not the right forum to decide it.

Advocate Keshav Mohan, the additional standing counsel for the state government, opposed the applications, saying that the policy ensured that sand mining in Bihar was carried out in an environmentally sustainable manner to ensure availability of adequate quantity of sand for construction at a reasonable price and generate employment.

The applications had said, “Vide the said policy, the respondent no. 2 (…) have sought to artificially bifurcate identified units of the river in the garb of controlling exploitation imposing unreasonable restrictions in permitting one individual or entity to have only two blocks in violation of law.”

The 2019 policy was brought in haste…It is urged that the 2019 policy is in direct contravention of the judgments passed by the Supreme Court and the NGT,” the application had said.

It said that the 2019 policy was “in conflict with the ”Sustainable Sand Mining Guidelines, 2016″ and an earlier decision of the SC as “it permitted division of river stretches in a district into contiguous blocks.”

The ”Sustainable Sand Mining Management Guidelines, 2016” strictly “prohibits artificial breaking of homogenous stretches of river bed for granting leases for sand mining”, the application said, adding that “the policy was required to be revisited to fit into the framework of the SC order”. Spike in crime against women in Bihar, several girls burnt alive.

Patna, Dec 12 (IANS) Bihar is fast turning into a graveyard for girls with many of them being killed allegedly by their own family members or their lovers.

In a horrific incident, a pregnant girl was burnt to death allegedly by her boyfriend at a village under Sikarpur police station in Bihar”s West Champaran district on Tuesday.

West Champaran Superintendent of Police, said, “The two had a love affair. The girl claims to be one-month pregnant. She was pressing for the marriage. Enraged by the continuous pressure, the accused boy set her on fire. The girl succumbed to injuries in the hospital.”

Ghastly incidents of sexual assault on women have been reported from other parts of the state as well.

A girl was allegedly set on fire after she resisted a rape attempt in Bihar”s Muzaffarpur district just two days ago. The 23-year old victim sustained 60 per cent burns and is currently fighting for her life in a hospital.

According to the girl”s mother, a boy was stalking her for three years. A complaint was registered with the Ahiyapur police station, but the police did not take any action.

The police said that the accused Raja Raj has now been arrested and further action is being taken against him.

In another grisly incident, a woman was burnt to death in alleged honour killing by her own family members in Bihar”s Buxar district.

The police said that the deceased parents and her elder brother were arrested in this connection.

What is strange is that these cases have been occurring at frequent intervals despite the government”s claim that the law and order situation has improved in the state.

The Police however have refused to speak on the issue, only saying that the incidents are being investigated.

Professor of Sociology in Patna University Bharti S. Kumar said: “Police will do their duty, but it is more of a social problem. There is a need to make people aware of the rights of women. Until that happens, the crimes against women will continue to rise.”

BSEB Bihar Board 2020 10th, 12th-second dummy admit card to release on November 14.

Bihar School Examination Board (BSEB) will release the second dummy admit card tomorrow, on November 14, 2019. Students will be able to make corrections in the admit card before November 20. Candidates can download their inter dummy admit cards online at bsebinteredu.in from tomorrow.

The class 10th dummy admit card will be released on www.biharboard.online.

BSEB had earlier released the first dummy admit card on September 19. After the students made corrections in the first one, the second dummy admit card will be released tomorrow after which the final admit card will be issued.

Principals of the school will download the admit cards for their students. Students can also download their dummy admit card on their own using their roll code, registration number and date of birth online.

Students are advised to make the required corrections in the admit card and submit one photo copy to the institution and the other should be kept with the students after getting it signed and stamped by the principal.

The dummy admit card allows the candidates to check any error in the same. Candidates are given a chance to get the corrections done in the admit card before the final admit card is issued.

Any error in the spelling or name of the candidate, parents’ name etc will be rectified after the candidate informs the principal of his/her respective institution.

The BSEB class 10 exam 2020 will be held from February 17 to February 25, 2020. Class 12 board exams will be conducted from February 3 to February 13.
