Maoists on Saturday night killed two tribal in Bihar’s Lakhisarai district on the assumption that they were police informers. In the last 8 months in Bihar, the ultras have killed at least 20 civilians believing them to be spies.

The latest incident took place near the Baskund and Gobardaha villages, under the jurisdiction of Chanan police station in the district. The victims have been identified as Mogal Koda and Sanjay Koda.

Munger range DIG Manu Maharaaj said the two were picked up from their home and taken some distance away before they were gunned down. Locals recovered their bodies lying at two separate places on Sunday morning.

According to the reports, two separate group of Maoists entered the Baskund and Gobardaha villages at 11.50 pm and picked up the duo from their homes.

The outlaws dragged the men out even as their families pleaded the men’s innocence.

Villagers and members of the Koda families said police arrived late despite being informed. The villagers staged protests and demanded the arrest of the accused.

Police said Mogal was abducted from his home and taken to a nearby forest side road and killed.

“Several bullets were pumped into his body. The Maoists later left posters on the spot accusing Mogal of being a police informer,” police sources said.

Eight empty cartridges and two live bullets were recovered from the spot.

In the second incident, Maoist raided Sanjay Koda’s in-law’s house at Gobardaha village, dragged him out on gunpoint and shot him thrice in his chest before escaping.

Police said Sanjay, a resident of Laxmipur village in Jamui, was currently residing at his in-law’s house. Maoists left pamphlets alleging Sanjay and some other villagers had deserted the Maoists and become police informers.

In August 19, two people were gunned down by a group of heavily-armed Maoists under similar suspicion at a crowded market in Mananpur area of Lakhisarai district.

Lakhisarai is one of the four districts in Bihar that are most affected by Left-wing extremism. The other three are Gaya, Aurangabad and Jamui.

On November 8, cadres of the banned CPI (Maoist) killed a man in Aurangabad district after accusing him of being a police informer.

Bihar To Hold Constable Recruitment Exam Next Year.

Central Selection Board of Constables (CSBC), Bihar will hold the written examination for selection of Constables on January 12 and January 20, 2020. The examination will be OMR-based and will be held in two shifts on each of the two days.

The e-admit cards for candidates who applied for Constable recruitment will be released on the CSBC website on December 30, 2019. On the day of the exam, candidates would need to carry their admit card along with a photo identity card.

In case, the photograph of the candidate on the e-admit card is not clear, they will need to bring two passport size photographs, similar as the one on the application form and clicked within 2 months, to the exam centre.

Candidates who are unable to download their admit cards form the Board’s website for any reason, can collect their admit card from the Board’s office on January 6 and January 7, 2020 between 10 am and 5 pm.

The roll number-wise list of exam venues will be released on CSBC website on January 9, 2020. Candidates are advised to cross-check the same with the venue mentioned on their admit card.

The board has also released OMR-specimen on the website. Candidates can go through the same and practice filling the same to avoid any errors on the day of the exam.

CSBC had announced 11,880 Constable vacancies available with Bihar Police, Bihar Military Police (BMP), Special India Reserve Battalion (SIRB) and Bihar State Industrial Security Battalion (BSISB). The application process was conducted in October.

Bihar Police Constable Admit Card 2019-20: Central Selection Board of Constable (CSBC), Bihar Police has announced the Admit Card Date and Exam Date for the post of Constable, against advertisement number 02/2019. As per the official notice, Bihar Police Constable Exam Admit Card will be released on 30 December 2019 i.e. on Monday on CSBC official website csbc.bih.nic.in. No admit card will be sent through post.

Bihar Police Constable Exam is scheduled to be held on 12 January (Sunday) and 20 January 2020 (Monday) in two shifts.  First shift will start from 10 AM and second shift from 2 PM.  The exam will be conducted for 2 hours. Candidates have to report at 9 AM and 1 PM respectively. Bihar Police Constable Written test will have objective type questions of 100 marks. The level of the exam will be 10+2.

Bihar Police SI Exam will be held on 22 December 2019 (Sunday) at various exam centres of Bihar. The exam will be of 200 marks. There will be 100 questions on General Knowledge and Current Affairs. Candidates will be required to a minimum of 30% marks. The duration of the test is 2 hours.

Candidates who have applied for the exam can download Bihar Police Constable Admit Card from 30 Dec onwards and appear for the on scheduled date and time.

 Candidates should carry their CSBC Constable Admit Card along with a valid photo Id proof at the examination centre.

Candidates who would not be able to download Bihar Police Constable e-Admit Card from official website can get their Bihar Police Constable Admit Card duplicate admit card from CSBC office on 06 and  07 January 2020.

The board will also upload the Roll-Number wise Bihar Police Constable Exam Centre List on its official website.

Grand alliance energised after Jharkhand results; BJP on backfoot in Bihar, say experts.

The assembly election result in Jharkhand has infused more energy in the grand alliance. The ‘Mahagathbandhan’ of Jharkhand Mukti Morcha (JMM), Rashtriya Janata Dal (RJD) and Congress overthrew the Raghubar Das-led BJP government in the state and has its eyes set on the 2020 assembly elections in Bihar.

On Monday night, RJD president Lalu Prasad, imprisoned in Ranchi’s Birsa Munda Central jail in connection with fodder scam cases, quietly congratulated JMM leader Hemant Soren and gave his blessings from a government hospital where he is undergoing medical treatment. As the votes were being counted, Lalu’s younger son and Leader of Opposition in Bihar assembly, Tejashwi Prasad Yadav, had predicted victory for Soren and congratulated him in advance.

Drawing a parallel between Jharkhand and Bihar, leaders of the Congress and the RJD observed that the Jharkhand’s poll verdict gave a clear message that they would have an easy win in Bihar also if they remained united and respected one other.

“Jharkhand poll reaffirmed the perception that GA (grand alliance) is a viable alternative people are looking for. After Jharkhand, it is now the turn of Bihar to banish the Nitish Kumar-led NDA,” said Congress MLC and AICC media panelist Prem Chandra Mishra.

RJD legislator Bhai Birendra, also the party spokesman, said that countdown of Nitish Kumar-led government in Bihar has started. “Nitish Kumar has lived his political innings. He is now irrelevant in Bihar. However, the results may help his JD(U) to bargain for greater stake in NDA in the state as well Centre,” said Birendra, ruling out any chance of Kumar’s return to the RJD-led coalition.

“The results in Jharkhand will have a direct bearing on Bihar’s elections as well. After the formation of government in Jharkhand, we will see how the JMM could play its role in unseating the NDA in Bihar,” said JMM general secretary Binod Pandey, adding that Sibu Soren-led party still had good clout among the electorate in Bihar.

The RJD has other reasons to feel elated as the JD(U) could not win even a single seat, despite contesting on 47. BJP’s another alliance partner, Ram Vilas Paswan’s Lok Janshakti Party (LJP), too, contested on 50 seats but failed to open its account.

RESULTS TO CAST SPELL ON BIHAR

Union Home Minister Amit Shah had, in October, announced that the BJP will fight next year’s assembly election in Bihar in alliance with the Janata Dal (United) and under the leadership of the Nitish Kumar. Some political analysts say Kumar had started hobnobbing with the RJD after statements against him from BJP leaders. But, BJP seems to have realised that falling back on Kumar was a safer option in Bihar.

The BJP had sacrificed five seats to accommodate JD(U) in 2019 Lok Sabha polls. It had contested on 30 seats in 2014, won 22 seats with a vote share of 29.86 per cent wheras the JD(U) contested on 38 seats independently and got 16.04 per cent votes. It won on just two seats. Another of the BJP’s alliance partner in 2014, the LJP, contested on seven seats and won on six with a vote share of 6.50 per cent.

Analysts feel that the BJP not getting the numbers in Jharkhand will give it a tough time ahead. In Bihar, the saffron party will be on the backfoot.

But leaders of JD(U) and BJP rule out any breach in alliance in Bihar.

“The socio-economic and cultural identity of Bihar is completely different from that of Jharkhand. In Jharkhand, there was no alliance in NDA. But in Bihar, BJP president Amit Shah has already announced that the elections will be contested under Nitish Kumar who is a tested leader. Moreover, the Opposition here is not united,” said JD(U) leader KC Tyagi.

“The Jharkhand poll results won’t have any impact on Bihar because the demography and geography is divergent in both the states. The NDA government is working hard towards the development of Bihar and we will win the 2020 assembly elections comfortably,” said Bihar BJP spokesperson Nikhil Anand.

Political analyst D M Diwakar of A N Sinha Institute for Social Studies, however, opines that the results are going to make an impact in Bihar. “It will revitalise the grand alliance and help improve its performance. For the NDA, hard times lie ahead. The only solace is that they have cleared the air on chief ministerial candidate. The anti-incumbency has set in and they will have to re-think their strategy,” he said.

Diwakar feels that when it will come to seat-sharing for the assembly seats, the JD(U) will again have an upper hand. On the other hand, the BJP leadership by projecting Kumar, has shown that it was “desperate not to lose JD (U)”.

Violence erupts in Bihar, six admitted with bullet injuries.

The Bihar bandh called by the Rashtriya Janata Dal ( RJD ) on Saturday to protest the Citizenship Amendment Act (CAA) and the proposed all-India National Register of Citizens (NRC) was marred by violence, a day after chief minister Nitish Kumar announced that Bihar will not conduct the NRC among its residents. Six persons with bullet injuries were admitted to a hospital, even as the police have arrested 13 persons across the state for inciting violence. In the state capital, six journalists were attacked by some protesters.

There were clashes between people from two communities at Patna, Nawada and Gopalganj on Saturday. Clashes first erupted in Phulwari Sharif, in which 25 persons have reportedly been injured due to stone pelting and gunshots. At least 11, people including two policemen were referred to AIIMS Patna; six of those admitted there had bullet injuries, and the condition of one of them was said to be critical, police officials said. Another person with stab wounds, 26-year-old Shahnawaz Husain, was admitted to the Patna Medical College and Hospital, officials added. It is unclear whether the police or miscreants fired guns.

The incident occurred after the procession that was peaceful till then reached Phulwari Sharif chowk. That was when some miscreants allegedly pelted stones on the procession. The Rapid Action Force and armed district police were called in, and the police lobbed tear-gas shells to disperse the crowd. The police also resorted to a lathi charge.

Central Range Inspector General (Patna) Sanjay Kumar Singh said that the district magistrate (DM) Kumar Ravi, and Senior Superintendent of Police (SSP) Garima Mallik were at site, but no preventive arrests have been made as yet. “The situation is now under control,” Ravi said.

In the state capital, vehicles were damaged, and at least six journalists and photographers were targeted by miscreants and some Bandh supporters at Dak Bungalow chowk, the police said. Dinesh, a photographer with a local Hindi newspaper, suffered a head injury while a photographer of an English daily was beaten up. Prakash Singh, an editor with a news channel and cameraman Suraj Kumar were also attacked.

In Nawada, miscreants reportedly ransacked the Bundelkhand police station and damaged several vehicles, following which Nawada SP Hari Prasath S and DM Kaushal Kumar reached the spot. In Gopalganj, five protestors were injured in a clash. In Aurangabad, shopkeepers who refused to down their shutters were allegedly attacked by miscreants. An assistant sub-inspector named Sanjay Kumar was injured in the incident, as the police used tear gas to dispel the protests. At least 35 persons were detained, and raids were ongoing on Saturday, Aurangabad Superintendent of Police Dipak Barnwal said. “Several policemen were also injured in stone pelting,” he added.

Processions were taken out across Bihar. As a result, private and public vehicles and city buses stayed off the roads in Patna.

Schools and colleges remained closed, while business establishments were shut due to large-scale protests. Bandh supporters also blocked national and state highways bringing traffic to a halt. Train movements were also blocked at several places.

Over 1,550 RJD workers were detained but released on later in the evening, while 13 people have so far been arrested for inciting violence across the state, Additional Director General (headquarters) Jitendra Kumar said.

The CAA eases naturalisation of undocumented migrants who are “persecuted minorities”, excluding Muslims, from three neighbouring countries of Bangladesh, Pakistan and Afghanistan, while the proposed all-India NRC aims to identify and detain undocumented migrants.

Bare-chested supporters of the Rashtriya Janata Dal blocked highways using buffaloes, sat on railway tracks and shouted slogans on Saturday to protest against the Citizenship (Amendment) Act and proposed National Register of Citizens (NRC) in at least two places in Bihar.

Tejashwi Yadav of the RJD, which has given the call for a Bihar Bandh against the citizenship act, has appealed to the people of the state to participate in the shutdown.

“In protest against CAA and NRC, the RJD will be leading a Bihar bandh on December 21. On its eve, the party carried a torch rally in all districts to give a call for a peaceful protest,” the former deputy chief minister had tweeted on Friday. 

The RJD’s workers and supporters protested bare chest as they shouted against Bihar chief minister Nitish Kumar and the central government in Darbhanga. They blocked the highway by burning tyres and also protested at the railway line and disrupted the movement of trains.

In Vaishali, the RJD’s workers blocked the highway with the help of buffaloes.

As Tejashwi Yadav opposed the proposed NRC, he said people would not be able to prove their identity if it is implemented, as their identity documents often get washed away in the floods in the state.

“In Bihar, people’s documents flow away with floodwaters. How can they prove their identity?” Yadav had asked.

Nitish Kumar of the Janata Dal (United), an ally of the Bharatiya Janata Party and member of the BJP-led National Democratic Alliance, had signalled his opposition to an NRC exercise.

He is the first chief minister of an NDA-ruled state to shut its doors on the citizens’ register that would be crucial to the BJP-led national coalition delivering on its promise to expel infiltrators.

However, his party had voted in favour of the controversial changes in the citizenship act that allows the government to give citizenship to minorities from three Muslim countries Bangladesh, Afghanistan and Pakistan.

Protests have intensified in various parts of the country after CAA was enacted on December 12.

Opposition parties and civil society say the law is unconstitutional because it links faith to citizenship and discriminatory because it omits Islam.

Just a day after he told minorities in Bihar that they had nothing to worry, Bihar Chief Minister Nitish Kumar on Friday signalled that he didn’t want the Centre to roll out the National Register of Citizens, or NRC, in Bihar.

“Why will it be implemented in Bihar,” Nitish Kumar shot back with a counter-question when reporters asked him for his stand on the Centre’s plan to roll out a nationwide citizens’ list.

Nitish Kumar is the first chief minister of a NDA-ruled state to shut its doors on the citizens’ register that would be crucial to the Bharatiya Janata Party-led national coalition delivering on its promise to expel infiltrators. Home Minister Amit Shah had earlier this month set a 2024 deadline for his government to throw out all infiltrators, a term usually used by the BJP to refer to Muslim undocumented migrants from Bangladesh.

His party, Janata Dal United, had voted in favour of the controversial changes in the Citizenship Act that allows the government to give citizenship to minorities from three Muslim countries Bangladesh, Afghanistan and Pakistan. In the past, Home Minister Amit Shah has described this amendment as the first step, or a precursor to the National Register of Citizens.

Of the parties that backed the amendment to the citizenship law, Nitish Kumar is the second.

Odisha Chief Minister Naveen Patnaik, whose party Biju Janata Dal had supported the citizenship law change in parliament, has also spoken out against the citizens’ register. But his party isn’t part of the NDA and takes a stand on legislations on a case-to-case basis.

Nitish Kumar’s decision to clear his stand on the citizens’ list comes a day after protests erupted in several parts of the country against the CAA. His party’s vice president Prashant Kishor has been a vocal critic of both, the citizenship law and the register.

Yesterday, Prashant Kishor told Hindustan Times that he had an assurance from Nitish Kumar that he would not let the NRC to be implemented in Bihar. Before the day was out, Nitish Kumar sent a clear message to minorities that they had nothing to worry about as long as he was around. That was a message assuage the sentiments of minorities, who make up for about 17 per cent of Bihar’s population.

Within the JDU, Prashant Kishor wasn’t the only one to express his concerns.

Others including national spokesperson Pawan Varma and party MLC Gulam Rasool Bulyawi had gone public distancing themselves from the party’s support to the Citizenship Amendment Act,

“For us, people are more important than party and we’ll fight against the draconian Act (CAA) and NRC,” Kochadhaman JD-U MLA Mujahid Alkam said in public, while participating in the meetings and agitation being organized in protest of the CAA and NRC in the district in Purnia.

Top opposition leaders In Bihar, including RJD’s Tejashwi Yadav, have been booked in connection with the bandh organised in Bihar on the previous day in protest against the amended Citizenship Act and a proposed countrywide National Register for Citizens (NRC), police said on Sunday.

According to a release issued by the Patna Police, Yadav, a former deputy chief minister and currently the leader of the opposition in the state assembly, is among 27 people mentioned by name in addition to “hundreds of unnamed ones” against whom an FIR was lodged late Saturday night at the Kotwali police station.

Prominent among those named are Rashtriya Lok Samata Party chief and former Union minister Upendra Kushwaha, RJD leaders Shivanand Tiwari (national vice-president, former state minister and ex-MP) Abdul Bari Siddiqui (MLA), Jagadanand Singh (state president and former MP) and Bhai Virendra (MLA), Congress president and MLC Madan Mohan Jha and MLAs Poonam Paswan and Shakil Ahmad.

All the accused have been booked for “staging a demonstration at the Dak Bungalow crossing without any permission from the authority, raising slogans and disrupting vehicular traffic”, the release said.

They have been booked under the Indian Penal Code Sections 147 (rioting), 149 (unlawful assembly), 188 (disobedience to order duly promulgated by government servant), 341 (wrongful restraint), 504 (intentional insult with intent to provoke breach of peace), 505 (public mischief) and the Loudspeaker Act.

In addition, cases have been slapped on the aforementioned counts against CPI leader Kanhaiya Kumar and controversial politician Pappu Yadav who took part in the bandh organised by the Left parties on Thursday, Superintendent of Police, City, Vinay Tiwari said.

Besides, FIRs have been lodged against unidentified persons by journalists Prakash Singh of Republic TV and photojournalist Dinesh Kumar of Dainik Bhaskar, who have alleged that they were assaulted by bandh supporters on Saturday, the release added.

Bihar STET 2019 application window re-opens: Apply before December 24.

Bihar School Examination Board (BSEB) has re-opened the application portal for the Secondary Teachers Eligibility Test (STET) 2019 on the official website, biharboardonline.bihar.gov.in. The application portals will close on December 24 and applicants will be allowed to edit their application form on December 25 and December 26.

BSEB aims to recruit 25,270 teacher posts for secondary classes and 12,065 teacher posts for higher secondary classes.

About BSEB STET 2019:

Bihar STET 2019 will be conducted for two papers (Paper 1 and Paper 2) for selection of Secondary School Teachers and Higher Secondary School Teachers respectively.

Eligibility criteria:

For Paper I: A candidate must have a graduation degree in a relevant subject with BEd from a recognized institute.

For paper II: A candidates must have a post-graduation degree in a relevant subject along with BEd

Minimum qualifying marks:

For general category candidates: 50 per cent

For reserved category candidates: 45 per cent

Note: The Bihar STET 2019 scores will be valid for seven years in which time a candidate can apply for teacher recruitment with the Bihar government on the basis of their STET score.

Reason behind postponement of exam date:

The Bihar School Examination Board (BSEB) has postponed the Bihar STET 2019 exam date due to Patna High Court’s order on October 15 to increase the upper age limit for the applicants for STET.

As per the press release, Bihar education department, the conducting body of the exam will decide upon the revised upper age limit after discussing it with the legal department after which the final date of exam will be announced.

About BSEB:

The Bihar School Examination Board is established for holding and conducting an examination at the end of the Secondary School stage, for prescribing course of studies for such examination and for carrying out such other objects and duties as may be considered necessary for the purpose as stated in the Act, Rules and Regulations of the Board.

Apart from the Secondary School Examination, the Board also conducts departmental examinations (not on yearly basis) such as Diploma in Physical Education, Certificate in Physical Education and Teachers Training Examination on such terms and condition as laid down by the state government.
