Chill to stay for at least two more days

There will be no respite from the biting cold for the next 48 hours at least, weathermen said on Monday.

India Meteorological Department (IMD) offices of Ranchi and Patna on Monday said cold-wave conditions over Jharkhand would prevail for another two days or so.

“The north-westerly wind, which is dominating over the state, has intensified the chill. Severe cold wave conditions are expected to prevail in isolated pockets of the state for another 48 hours,” said S.D. Kotal, director of the Ranchi Meteorological Centre.

A severe cold wave is usually declared when minimum readings plummet six notches below normal during winter.

That is exactly how much the minimum nosedived below normal in Jamshedpur on Monday. The steel city recorded a minimum temperature of 9.2°C against Sunday’s 12.2°C. Several other parts of Kolhan including Chaibasa in West Singhbhum, and adjoining Seraikela-Kharsawan district recorded around 8°C, seven points below normal.

State capital Ranchi on Monday recorded a minimum temperature of 6.5°C, six notches below normal. On Sunday, the city had notched 7°C. Bokaro and Ramgarh recorded 6.5°C, four notches below normal, on Monday. On Sunday, Bokaro and its neighbouring Ramgarh had recorded around 8°C.

Several districts in Santhal Pargana region including Dumka recorded less than 7°C on Monday, was six notches below normal.

Weathermen declared a severe cold wave condition was prevailing in Kolhan and Santhal Pargana region. Parts of central Jharkhand including Ranchi was also in the grip of severe cold wave.

The automatic weather station at Kanke on the outskirts of Ranchi on Monday recorded 5.8°C, five notches below normal.

The Palamau headquarters Daltonganj shivered at 7.2°C, five notches below normal.

The Regional Meteorological Centre in Alipore, Calcutta, said there will not be any significant changes in night readings during the next two days.

“The entire state (Jharkhand) is in the grip of the bitter north-westerly winds, which is resulting in the Celsius slide,” said a duty officer at the Calcutta centre. “ Cold wave conditions would stay in Jharkhand for another 48 hours or so.”

He added that the weather would remain dry over Jharkhand and that a cyclonic circulation over south interior Odisha hovering at 1.5km above mean sea level had become weak.

Residents felt the chill.

“I have stopped venturing out of house after sunset because the chill has intensified,” said Anil Agarwal, a resident of Bistupur, Jamshedpur. “I have delayed my morning walk schedule too.”

Harrassed by youth, girl jumps off roof

An 18-year-old girl from the capital tried to kill herself on Sunday night by jumping off the roof of her maternal uncle’s house at Purulia town in Bengal, reportedly after being harassed by a youth who stayed in the building next to the uncle’s.

The girl has been admitted to the Rajendra Institute of Medical Sciences (RIMS), Bariatu, on Monday where her treatment is on in the neurosurgery department. She has not yet regained consciousness.

A police official told The Telegraph that the girl, a Pandra resident of Ranchi, had been staying at her maternal uncle’s residence in Purulia for the last 20 days.

“Preliminary investigation suggested that the youth used to harass her and threaten her that he would enter her room after scaling the boundary wall. The girl got very disturbed and scared and took the extreme step on Sunday night. However, we are verifying all facts. No formal FIR has been filed yet,” he said.

He added that the girl jumped off the rooftop at 10pm on Sunday, hurting her leg and head. It was a one-storey house.

Pandra police station officer-in-charge Gauri Shanker said the suicide attempt had been made in Purulia, an area that wasn’t under his jurisdiction.

“But since the girl is a resident of our police station area, we have taken cognisance of the event. It is difficult to say anything conclusive on the case till the girl gives her statement. Once the girl regains sense we will record her

statement to send it to Purulia for the registration of a formal FIR in this connection and further investigation,” OC Shanker said.

Jharkhand: JVM Chief Babulal Marandi Expels Two MLAs, Paves Way For Party’s Merger With BJP In State

Amid moves to merge with the BJP, Jharkhand Vikas Morcha chief Babulal Marandi has expelled MLA Pradeep Yadav from the party on the charges of anti-party activities.

Yadav is the second legislator to be expelled from the party.

“Pradeep Yadav was issued a show cause notice and he was asked to respond within 48 hours. However, as he failed to respond to the notice within the stipulated time, therefore, he has been sacked from the party following the directions of party supremo Babulal Marandi,” said principal general secretary of the party Abhay Singh.

On 4 February, the party had issued a show cause notice to Poriyhaat MLA Pradeep Yadav for certain statements made by him which the party said were anti-party.

Yadav has also been accused of making comments against Marandi.

The JVM-P had on January 21 sacked its Mandar legislator Bandhu Tirkey after accusing him of being involved in anti-party activities. Bandhu too was served a show cause notice.

The action against both the legislators is being seen as another step taken by the party on its path to merge with the BJP.

In the Assembly elections, the JVM-P had won three seats, which included Babulal Marandi, Pradeep Yadav and Bandhu Tirkey.

Both Yadav and Tirkey, according to the party sources, were against the merger with the BJP.

The JVM-P has called a meeting of the party leaders on 11 February. According to party sources, the merger proposal would be discussed in this meeting.

Marandi was the first Chief Minister of the BJP-led state government in Jharkhand. He quit the BJP in 2006 and formed the JVM-P.

Katihar (Bihar), Feb 7 (PTI) CPI leader Kanhaiya Kumar on Friday rued that sedition charges were being “distributed freely like prasad” though a police officer arrested along with terrorists was not deemed fit to be booked for treason.

The former JNU student leader, who was booked for sedition four years ago, was referring to suspended Jammu and Kashmir DSP Devinder Singh.

“Sedition charges are being distributed freely like prasad. Social workers are being booked…. In Karnataka, school children have been booked for merely staging a play. And this is when a police official arrested along with terrorists is yet to be charged with the same,” he said while addressing a rally here as part of his state-wide “Jan Gan Man Yatra” against the CAA-NPR-NRC issue.

Kumar, who made an unsuccessful electoral debut in the Lok Sabha polls last year against BJP’s Giriraj Singh, termed the saffron party as ‘Godsewadi’, followers of Mahatma Gandhi’s assassin Nathuram Godse.

“These Godsewadis, these rioters have placed guns in the hands of youths while (Union Home Minister) Amit Shah has secured the plum post of BCCI secretary for his son.

“The people in power send their children to Oxford, Cambridge and other elite institutions abroad while the ordinary young men and women in the country have to contend with an educational system wherein a three-year degree course takes five years to get completed,” he said.

A person who becomes a member of any legislative body for just one term is guaranteed a handsome pension for life, while government employees get post-retirement benefits irregularly after a lifetime of service, Kanhaiya said and termed this “unfair”.

Charging the NDA government with adopting a “provoke and mislead” policy, he wondered why the need for a fresh amendment was felt by the Centre despite the citizenship law having been amended by the Atal Bihari Vajpayee government.

Kanhaiya sought to defend the use of epithets like “takloo” (the bald one) and “tadipaar” for Shah (an allusion to the Supreme Court order whereby the BJP leader was asked to stay out of Gujarat a decade ago) by claiming “I do so to make things easier to understand. I do not wish to use foul language against anybody.”

“I am often accused of claiming to be a student despite being in my 40s. Let me make it clear, I am no more with the JNU, having completed my PhD. And I am only 35. But the problem with my friends who are supporters of the BJP is, they have fallen in love with Modi. And love makes you blind, prevents you from seeing reason,” he added.

“Shah says those opposed to the CAA are against grant of citizenship to refugees. This is false. People desirous of Indian citizenship were getting the same under the existing law. The current exercise is an attempt by them to undo the effects of the NRC that took place in Assam as per Supreme Court order. But it backfired, politically, for the BJP,” Kanhaiya said referring to reports that a majority of those excluded in the NRC in the north-eastern state were Hindus.

“News channels too have become a part of this Hindu versus Muslim game. I say it is fine that work has commenced for building a Ram temple at Ayodhya. But the day-to-day problems faced by people do not deserve any coverage!” he lamented.

The rally was also addressed by senior leaders like Tariq Anwar, a former Union minister from here and Congress MLA Shakil Ahmed Khan.

A slipper was thrown at the convoy while it was approaching the rally, by an unidentified person, though the situation was brought under control by police.

BPSC Recruitment 2020: Notification issued for 553 posts

BPSC Recruitment 2020:The Bihar Public Service Commission (BPSC) has come out with a notification for a number of posts. Applications have been invited for the post of Assistant Prosecution Officer (APO) posts. The commission is looking to fill up as many as 553 posts. Those looking to apply may do so at the official website www.bpsc.bih.nic.in.

While the online registration procedure begins tomorrow (Friday), the last date for the same is February 21. The candidates may also submit their application fee by February 26. The last date to file the application is March 6. Those looking to apply for this post must at least have a law degree from any university/institute recognised by the government.

BPSC Recruitment 2020: Age Limit

While the minimum age of candidates must be 18, the maximum age limit is 37. For candidates in General Female/OBC (Male/Female)/BC, the minimum required age is 18 and the maximum age limit is 42 years. How Patna Police Is Working With Women Across Districts To Prevent Violence

To mark the seventh anniversary of Nirbhaya gang rape, the Bihar Police has announced a district-wide programme to prevent violence against women and girls.

December 16, 2019 was the seventh anniversary of the gut-wrenching rape and murder of 23-year-old Nirbhaya, the brutality of which still sends chills down our spines. The outrage that followed the gruesome incident compelled the government to recognise the magnitude of the problem and form a committee to look into reforming anti-rape law. A slew of recommendations was also made for prevention of violence against women and children, one of which was to augment the police force by investing in community policing.

To this end, the Bihar Police started a community initiative in 2016 to collaborate with women and girls in 32 police stations in Patna and 20 police stations in Gaya to prevent violence, abuse, and exploitation. The initiative has already yielded benefits as it has instilled a greater confidence in communities that the Police will partner with them to keep them safe.

To mark the seventh anniversary of Nirbhaya gang rape, the Bihar Police has announced a district-wide programme to prevent violence against women and girls. Assistant Director General Vinay Kumar of the Criminal Investigation Department said, “All the police stations across Patna districts will have ‘Women and Girl Safety Panels’ trained by Mumbai-based NGO Aangan Trust. The groups, comprised of women and children from all the police stations in the district, will actively engage with Bihar Police to identify and address threats to the safety of women and children in the region.” These monthly meetings comprise a significant investment in community policing and using local, real-time data from the ground to inform stronger policing in Patna.

Each chowki (police post) will have designated police personnel specialized to deal with cases of violence against women and children and shall be approachable to the community at all times. Police officials will initiate community meetings along with women volunteers to disseminate information on safety and legal mechanisms. Through regular meetings with the safety groups, the Police will leverage this mechanism to identify cases of child harm across the districts, work with community to co-create solutions to threats to child safety and take meaningful action in preventing harm.

Strengthening community policing systems has been shown to have positive effects on the police’s perception and efficacy, according to the Task Force on 21st Century Policing led by former U.S. President Barack Obama. In particular, trust and legitimacy are indicators that are shown to improve through increased interface with the community, and both of these factors have an impact on the police’s ability to do its job to protect the community. “Change begins with listening,” reads the first section of the 21st Century Policing Handbook. It is with this intention that the Bihar Police has set out to meaningfully engage with community members around child safety.

In 32 police stations of Patna, there are already active groups who engage with the police monthly. Police in these police stations have conducted activities like open houses, meet with adolescent girls who have mapped risks, increased patrolling, or carried out school safety campaigns.

Headquarters Inspector General Mr. Nayyar Khan said of the collaboration, “To tackle the grave issue of gender-based violence, it is crucial to incorporate the valuable perspectives of women and girls. Bihar Police has been collaborating with Aangan Trust to bring police and community together since 2016, and we look forward to continuing this engagement.”

As a result of local community data shared with the Bihar Police by women and girls, the police has taken actions such as increasing patrolling on unsafe routes, spreading awareness of legal systems protecting women and children against violence, conducting school safety campaigns, and organising regular community meetings to have a better understanding of risks at the grassroots level.

Meghnath Oram had travelled to Ayodhya with small jattha of karsewaks from South Bihar’s Chota Nagpur division. Led by a Vishwa Hindu Parishad (VHP) functionary in Gaya region, the group had camped about a mile off the disputed site.

Oram since his arrival had shown signs of unrest. He had vowed to lay the foundation stone for a grand Ram temple at the site where Babri Masjid stood. Else, he would not return to his village.

To avoid any untoward incident, Kameshwar Chaupal, the VHP joint general secretary in-charge of tribal-dominated districts in Bihar, was asked to keep a close watch on Oram.

November 9, 1989 was the ‘auspicious’ day chosen by top Rashtriya Swayamsevak Sangh (RSS) and VHP leaders to performs shilanyas and lay the foundation for the ‘proposed grand temple’ at Ayodhya. It was to be the culmination of decade-long campaign led by the VHP and nurtured by the RSS.

Early that Wednesday morning, VHP leader Ashok Singhal’s close aide Rameshwar came looking for Chaupal. At the shilanyas site, very close to the disputed structure, Chaupal was accorded the coveted seat beside Singhal.

Swami Chinmayananda, who would go on to become a minister in the Atal Bihari Vajpayee government, was the master of the ceremony. With Rajmata Vijayaraje Scindia, seers and saints in attendance, the puja began.

In a powerful political statement, from a bevy of gurus lined up for the event, the VHP had chosen a Dalit boy from Saharasa in Bihar to lay the foundation stone of the Ram temple in Ayodhya, and of the BJP in national politics.

Once Shilanyas was done, Kameshswar Chaupal left Ayodhya for his village in Bihar.

On his arrival, Chaupal was told Baldev Jha, head of a prosperous Brahmin family had sent a message and wished to see him. “We had lived under centuries of subjugation, and I was reluctant. But my father coaxed me to go and meet Baldev Babu,” Chaupal recalled speaking to News18 in December, 2017.

For a person who had never entered an Upper Caste household in his village, Chaupal was unsure of the reception he would receive. “To my shock, Baldev Babu held my hand, made me sit beside him and asked everyone in the family, young and old, to touch my feet. They had read about me in the newspapers,” he recalled.

Chaupal later contested 1991 Lok Sabha elections from Rosada on BJP ticket, but lost. Chaupal tried his luck for the second time in 1995 Assembly polls. Five years later, he was nominated to the Bihar Legislative Council, where he served for two terms.

Ahead of the 2014 general elections, JD(U) had broken its poll pact with the BJP. It asked him to contest from a general seat. Chaupal lost to Pappu Yadav’s wife and Congress candidate Ranjeet Ranjan.
