Bihar police is struggling to identify two women, suspected to have been raped before they were murdered and set alight, nearly three days after the first half-burnt body was discovered.

A bullet ridden and half-charred body of a woman in her mid twenties was found in the Buxar district on Tuesday while another woman’s body, with her face burnt completely, was found in Samastipur district on Wednesday.

Breakthrough in both the cases remain distant since the victims were unidentified.

Sources say the police in Buxar are waiting for the forensics to confirm if the girl was gang-raped before she was shot from a close range. A special investigation team (SIT) has been formed under the Sadar DSP.

A case of murder, disappearance of evidence, crime with common intention and possession of arms has been filed against unknown assailants and a reward of Rs 50,000 announced to help identify the victim or the accused.

“The biggest challenge is identification of the body, as it will give investigation a proper direction,” said a police officer associated with the probe.

The cremation has been delayed by a day in the hope that someone may identify the woman.

“Around 10 people came to see the body, but none of them identified it. Therefore, we have decided to wait for another 24 hours,” said Buxar SP Upendra Nath Verma.

The mouth of the woman, whose body was found in a Tobacco field in Samastipur, was gagged with a piece of cloth and the face was charred beyond recognition. The woman was wearing bangles and had red dye (alta) on her feet, indicating she was married.

Samastipur SP Vikas Burman said police teams announced the recovery of the body in several neighbouring villages but could not establish her identity. There were no complaint registered of any woman of similar age missing during the period.

The two cases have led to protests by activists and some political parties in Patna.

If we look at the rain statistics, the figures for Bihar and Jharkhand are contrary to each other. Rain in Bihar from October 1 to December 5 is deficient by 62% while Jharkhand is observing a surplus by 51%.

This is because the weather systems originated in the Bay of Bengal and largely affected Jharkhand while missing Bihar.

Now, the winter rains are expected to commence over Bihar and Jharkhand. This will be in the wake of an active Western Disturbance going to affecting the Western Himalayas around December 10. This Western Disturbance will move towards east and simultaneously a Trough in the Indo-Gangetic Plains will also form around December 12 or 13. Thus, scattered rains can be seen in Bihar and Jharkhand on December 13 and 14. Places like Patna, Gaya, Bhagalpur, Ranchi, Jamshedpur will get to see rainfall activities.

This system is expected to be a fast-moving one but the scattered rains in Bihar and Jharkhand will increase the soil moisture. Post this rain, dense fog will be seen in several parts of Bihar and a few pockets of Jharkhand.

A significant drop in day temperature will also be experienced in Bihar and Jharkhand during this period.

As the rainfall normals are very low for December in Bihar, this spell will certainly pull down the deficiency in the state.

Pappu Yadav lauds Hyderabad cops, promises to reward Bihar police for similar encounter.

Former MP and convener of Jan Adhikar Party Pappu Yadav of Friday launded Hyderbad police for gunning down four alleged rape accused in the gangrape and murder of a doctor and announced that he will reward the Bihar Police if they carry a similar operation in pending rape case in the state.

Backing the killing of the alleged rape accused in Hyderbad, the former Bihar MP said that he will give a reward of Rs 50,000 to each member of the police team, which killed the rape accused early on Friday morning.

“I will reward every police personnel who was part of the encounter team with Rs 50,000. Questions can be raised over the manner of the encounter but not over the intention,” said Pappu Yadav.

Pappu Yadav also lashed out at Uttar Pradesh Chief Minister Yogi Adityanath and questioned him whether the UP police will dare to encounter alleged rape accused BJP MLA Kuldeep Singh Sengar and Swami Chinmayanand, former Union Minister of State for Home.

“Will Uttar Pradesh chief minister take a lesson from what Hyderabad [police] has done? Will Yogi Adityanath dare to encounter Swami Chinmayanand and Kuldeep Singh Sengar who are accused of rape?” the former MP asked.

Pappu Yadav also hit out at Chief Minister Nitish Kumar and declared that he would reward Bihar police with Rs 5 lacs if they eliminated alleged rape accused in Buxar and Samastipur rape case.

Pappu Yadav said that Hyderabad encounter would act as a deterrent against criminals.

Bihar Oppn. leaders demand prompt action in cases of rape.

Opposition party leaders in Bihar on Friday demanded prompt action against those accused in the Muzaffarpur shelter home case and the recent rape cases in Buxar and Samastipur districts. Chief Minister Nitish Kumar said he would write to the Central government for a ban on pornographic sites.

Reacting to the Hyderabad police ‘encounter’, Leader of Opposition in the State Assembly Tejashwi Yadav said, “The whole country is celebrating the police action in Hyderabad… We want to know what will happen to those accused in the Muzaffarpur shelter home rape of minor girls and the recent rapes in Buxar and Samastipur districts.”

Former Chief Minister Rabri Devi tweeted: “Every day such incidents of rape are happening in Bihar, but no one asks any questions of Nitish Kumar. In Bihar, such perpetrators are being patronised by the government. Those who commit crimes like rape must be punished under a time frame under the law”.

Chief Minister Nitish Kumar demanded that the Central government ban pornographic sites that have been affecting the minds of young people. He later said that he would write to the Centre on the matter. “Some people are using social media for information but some are also misusing it to watch porn sites which are corrupting their minds,” Mr. Kumar said at an awareness meeting in Gopalganj in the course of his ongoing Jal, Jivan, Hariyali yatra (water, life and greenery journey).

His deputy in the Cabinet and senior state BJP leader Sushil Kumar Modi tweeted to say: “Though people, especially women, in the country have heaved a sigh of relief after all four accused persons of rape were killed in the police encounter, it would have been better if such a moment had not come and the accused were hanged to death after a verdict by a fast track court.”

Chairperson of the State Women’s Commission Dilmani Mishra said that like in Hyderabad, police in Bihar too should shoot rapists. “Yes, the Hyderabad police did the right thing. Rapists must be shot dead. In the majority of such cases, the accused threatens the victim with dire consequences and puts pressure on her to withdraw the case. The victims are scared,” Ms. Mishra told journalists in Buxar where she had gone to make inquiries into an alleged rape and murder case.

On December 3, a half-burnt body of a woman was found on farmland in the Itadhi police station area in Buxar district. The victim was allegedly raped, murdered and her body burnt to conceal her identity. No one has been arrested yet in the case. Neither has the identity of the woman been ascertained. A similar case was recorded the next day (December 4) in Samastipur district.

Slowdown will hurt Jharkhand: Chidambaram

The slowdown of the Indian economy will hurt Jharkhand because “another incompetent” person is heading the state government, senior Congress leader P. Chidambaram said here on Friday.

He said the Narendra Modi government had ruined the country.

“Indian economy is in a deep trouble. In February this year the growth rate was 7.4 per cent as per the RBI which slipped to 5 per cent and even less in less than 10 months. This economic fallout will adversely affect poor states like Jharkhand because another incompetent is heading the government in Jharkhand,” he said.

He said that the growth rate of Jharkhand is 2 per cent below the national average and the per capita income of the state is the third lowest in the country.

“The Prime Minister always talks about the double engine government in Jharkhand. Double engine is good if both engines pull in the same direction which is not the case in Jharkhand. In 2014-15 Jharkhand was burdened with Rs 43,000 crore debt which is Rs 85,000 crore now; 44 per cent of the industries have stopped production as per the data of Centre for Monitoring Indian Economy,” the former Union finance minister said.

He pointed out how a few months ago the Federation of Jharkhand Chamber of Commerce & Industries had put up billboards across Ranchi about the poor situation of trade, commerce and industry.

“The unit of Tata Motors remained closed for few days and so did other sectors like coal and steel in Jharkhand. That shows how pathetic is the condition. Jharkhand is the fourth state in terms of higher unemployment,” he said.

Chidambaram, who was released on bail on Thursday in an alleged corruption case, said in Jharkhand the Congress would form the government along with its alliance partners the JMM and the RJD.

“In Haryana the BJP was expecting 50 seats where we dented them. In Maharashtra we denied them power, and finally we will defeat the BJP in Jharkhand,” he said.

He called the Raghubar Das government the epitome of misrule.

“This government doesn’t know even if 20,000 people have died due to starvation. We had brought right of food and were giving 35 kg (of rice) per family which the Das government reduced to 5 kg. The Raghubar Das government has become synonymous with backwardness and incompetence,” said Chidambaram.

In the smorgasboard of regional cuisines in India, Jharkhand was considered a hold out, with neighbouring Odisha and Bihar towering over its indigineous cuisine. Aruna Tirkey, a rural development professional, is determined to change this.

In 2016, on Kanke road in Ranchi, Jharkhand’s capital city, Tirkey opened a restaurant Ajam Emba, which means tasty food in Kudukh, the language of the Oraons, an ethnic group in the area.

In my recent travels in Jharkhand during the Assembly polls, the restaurant came highly recommended if I wanted to try out traditional Adivasi food.

Tirkey, who worked for the United Nations for some time, said that she opened the restaurant as she felt there was a need to establish Adivasi cuisine in pulic conciousness. She has not only revived some old recipes and dishes, but has also experimented with local produce.

Traditional Adivasi food has a healthy infusion of locally found vegetables, poultry, fish, herbs and grains.

Dishes such as Ragi Chilka (ragi is locally known as madua), rice Chilka (a kind of crepe) is served along with black chana, as are semi dry vegetables made of the local flower Sanai. Country chicken and Getu Machchli fish curry is served with traditional red rice with beng saag chutney as an accompaniment.

If you’re looking for Jharkhand’s signature dish, Dhuska, a medu vada like preparation served with black chana and potatoes, Ajam Emba is the place to go. In her experiments, Tirkey has tried Ragi Momos and rice tea, both a big hit with young people looking for newness.

“I felt for a long time that Adivasi food had to be established in its own space. We got Jharkhand in 2000, and it was high time that our food was made familiar to those who had no idea about it, and also provide a space for Adivasis living in Ranchi to have a taste of home,” she said.

She bootstrapped the venture and today has a kitchen staff of five and a similar number of wait and front office staff. When the government wanted to hold a skill development workshop on cooking, Tirkey was asked to train interested students in the art of Adivasi cooking.

“We have over 900 herbs in Jharkhand that are good for health and have medicinal value; many of these are amalgamated into the cuisine. I am trying to revive the use of these in day-to-day food as well,” she said.

“Jharkhand, as a state in its search for culturally distinct symbols, since its formation in 2000, needs to promote Adivasi food and assert ownership,” she said, adding that “this will, in future, also change the image of tribal communities in public consciousness.

IBPS Clerk 2019 Preliminary Exam

The Institute of banking personal services conducts exam every year to select candidates for the banking post across the country. The preliminary exam for 2019 is scheduled to take place on December 7, 2019. The exam is scheduled to end on December 8, 2019. The admit card for the prelim’s exam has also been released and the candidates who have not downloaded the admit card yet can do so from the official website of the Institute of banking personal service.

Exam Pattern:

The IBPS prelims exam is a purely a computer-based exam which will be conducted online. The question paper will consist of a total of 100 questions. The exam will be divided into 3 parts. The three parts are English language section, Numerical ability sections and the logical reasoning section. 30 questions will be asked in the numerical ability section, 35 questions from the English language section and the remaining questions will be from the logical reasoning section.

BSEB Bihar Board 2020 10th, 12th second dummy admit card to release on November 14.

Bihar School Examination Board (BSEB) will release the second dummy admit card tomorrow, on November 14, 2019. Students will be able to make corrections in the admit card before November 20. Candidates can download their inter dummy admit cards online at bsebinteredu.in from tomorrow.

The class 10th dummy admit card will be released on www.biharboard.online.

BSEB had earlier released the first dummy admit card on September 19. After the students made corrections in the first one, the second dummy admit card will be released tomorrow after which the final admit card will be issued.

Principals of the school will download the admit cards for their students. Students can also download their dummy admit card on their own using their roll code, registration number and date of birth online.

Students are advised to make the required corrections in the admit card and submit one photo copy to the institution and the other should be kept with the students after getting it signed and stamped by the principal.

The dummy admit card allows the candidates to check any error in the same. Candidates are given a chance to get the corrections done in the admit card before the final admit card is issued.

Any error in the spelling or name of the candidate, parents’ name etc will be rectified after the candidate informs the principal of his/her respective institution.

The BSEB class 10 exam 2020 will be held from February 17 to February 25, 2020. Class 12 board exams will be conducted from February 3 to February 13.
