Jharkhand Police respond to Scroll.in’s report, silent on ‘unknown’ thousands accused of sedition.

In a statement on Friday, Jharkhand Police said media reports have given “totally incorrect and hugely inflated figures” about the number of people booked in sedition cases in Khunti district.

On Tuesday, Scroll.in had reported that the police had filed sedition cases against more than 10,000 people in the district over 2017 and 2018 when Adivasi villages erected stone monoliths with engravings of the Indian Constitution related to tribal autonomy.

The report was based on an analysis of 19 First Information Reports in which 132 of the accused were identified by name and thousands of others were listed as “unknown” accused. A writ petition filed in the High Court said Adivasis in the district were living in fear since the police could name them in the cases later.

The police statement, released on Twitter, is silent on the thousands of “unknown” people listed as the accused. It restricts itself to confirming sedition cases against 172 people.

“There are 19 criminal cases in Khunti district which have been declared true [under section 121A and 124A of the Indian Penal Code],” it said. “These cases are true against 172 accused persons only.”

Declaring a case true or false is a subsequent step in the course of a police investigation, which begins with the filing of an FIR. The police statement does not clarify how many cases were filed and what is the total number of accused – named and unnamed – in those cases.

Of the 19 FIRs that Scroll.in examined, 14 FIRs featured sedition under Section 124A of the Indian Penal Code as part of the offences. Those 14 FIRs listed more than 10,000 people as accused, the bulk of them “unknown”.
At the time of writing the report, Scroll.in had emailed detailed questions to Jharkhand police about these FIRs. Speaking on phone, the police superintendent of Khunti district, Ashutosh Shekhar, had said he could not respond until the elections were over.

BPSC Lecturer Interview Schedule 2019: The Bihar Public Service Commission (BPSC) has announced by the interview program for Lecturer of various subject in Government Training Colleges (Open) Competitive Examination notified through Advertisement No. 02/2016. The candidates who have declared successful in the written examination can check the Interview Schedule in Common Group as well as Subject and Roll Number wise Groups on the official website of the Commission, bpsc.bih.nic.in.

As per the BPSC Lecturer Interview Schedule 2019 notice issued on 21 November on the BPSC’s portal, the Lecturer Interview process will commence on 09 December 2019 in the Common Group which will continue for six days till 14 December. Social Science Group Interview will start as next on 16 December and thereafter interview for other subjects will take place. The Interview process will continue till 04 January 2020.

Manisha Kulshreshtha wins 28th Bihari Puraskar.

Noted writer from Rajasthan, Manisha Kulshreshtha, was awarded the 28th Bihari Puraskar for 2018 for her novel ‘Swapnapash’, on Friday.

The award is presented by the KK Birla Foundation and is for writers of Rajasthani origin. It is given annually to an outstanding work in Hindi or Rajasthani published in the past 10 years. Named after famous Hindi poet Bihari, the award carries a cash prize of ~2.5 lakh, a citation, and a plaque.

Fifty-two-year-old Kulshreshtha was born in Jodhpur and is a graduate in science and postgraduate in Hindi literature.

She is known for her works like ‘Shigaf’, ‘Shalbhanjika’ and ‘Panchkanya’.

The citation read, “In Swapnapash, through her protagonist Gulnaz Fariba, Kulshreshtha has presented a lively description of a woman with schizophrenia, her life, her dreams, expectation and apprehensions.”

A freelance writer, Kulshreshtha also edits Hindi web magazine ‘Hindi Next’.

Speaking on the occasion, she said, “I am thankful to Birla Foundation for the award which will make me more responsible towards every word I write.”

Chief guest Mamta Kaliya said, “Rajasthan has a tradition of great storytellers and Manisha has carried it with control over a topic such as schizophrenia.”

KK Birla Foundation director Suresh Rituparn said it was established by KK Birla with an objective to work in areas like education, culture, academics, art and health. The Bihari Puraskar is one of the three literary awards instituted by the Foundation in 1991.

The jury this year comprised Nand Bharadwaj, Hemant Shesh, Murlidhar Vaishnav, Alka Saraogi, Om Thanvi and Dr Suresh Rituparn.

Kolkata: A day after slamming Asaduddin Owaisi’s party for dividing the Muslim votes in Bengal, Trinamool Congress chief Mamata Banerjee has now hit out at North Malda administration for failing to control a series of protests taken out by the Jharkhand’s Disom Party (JDP).

During a recent administrative meeting, a visibly angry Mamata came down heavily on the Malda Superintendent of Police Alok Rajoria for failing to control the rallies by the BJP backed Jharkhand’s Disom Party in Malda North.

“You have to be rough and tough now. How come Jharkhand’s Disom Party from Jharkhand is creating a law and order problem in Bengal. I don’t want to hear it again. Please do your job…. a police’s job is to maintain good governance and if they are unable to do this then they can leave and concentrate on theatre and singing,” Mamata said.

But, Mamata’s frustration aren’t with a cause. In the recent Lok Sabha elections, TMC had failed to open its account in Malda North and Malda South as the tribal votes had effectively coalesced towards the BJP. Adding to this, the challenge that Owaisi’s AIMIM will pose as it is attempting to win the significant Muslim vote.

In Malda North, BJP’s Khagen Murmu defeated sitting MP Mausam Noor, a former Congress MP who had fought on a TMC ticket, while in Malda South Abu Hasem Khan Choudhury of the Congress won the seat by defeating BJP’s Sreerupa Mitra Chaudhury. TMC’s Md Moazzem Hossain stood third with 27.47% vote share.

Malda North shared a border with Jharkhand which played to Khagen Murmu’s advantage as he managed to consolidate the tribal vote with Jharkhand Disom Party’s support.

The last few months have seen a series of protests by Jharkhand’s Disom Party in North Malda over various demands, which TMC claims is a mere political strategy.

“If they have any demands, they should protest in Jharkhand. What does the West Bengal government have to do with their protest? They have a BJP government in Jharkhand but they are raising their demands in Bengal,” a TMC MLA in North Malda said.

The Jharkhand Disom Party is very active in North Malda’s Habibpur (among the assembly constituencies in the Adina area). In these two areas, the tribal vote share is nearly 80 per cent (the tribal vote share in North Malda is close to nearly 11.5 per cent), which helped BJP’s Khagen Murmu defeat a strong leader like Mausam Noor.

Jharkhand Disom Party, which mainly works for the rights of the tribals, not only helped Murmu win the Lok Sabha seat but also helped him to increase his vote share by 37.61 per cent (+22.52 per cent).

“In the Jangalamahal area too the BJP managed to strong inroads. She (Mamata) is basically worried that the tribal votes are shifting towards the BJP. Her aggression against the Jharkhand Disom Party during the administrative meeting was logical because they had failed to open an account in Malda,” political expert Mohit Ray said.

Jharkhand Disom Party was founded in 2002 by MP Salkhan Murmu. In August 2014, Salkhan Murmu merged his Jharkhand Disom Party with the BJP in the presence of former Jharkhand Chief Minister Arjun Munda.

The pitches would enable up and coming cricketers from the state to hone their skills. After the inauguration event, Dhoni was seen having a hit along with local players. EC to roll out booth app for Assembly polls

To ensure transparency, clarity and convenience in the voting process, the Election Commission (EC) will, for the first time in its history of conducting elections in the country, introduce the booth application for the Jharkhand Assembly elections. The app, to be used in 15 Assembly constituencies, would enable voters to avail timely information on when is the right or convenient time to cast their votes in their designated booths. By giving them all necessary information, the app will not only help voters reach their booths on time but will also save the poll panel the hassle of having to reach out to them in a bid to draw them to the polling stations. The first phase of the Jharkhand polls is due on November 30.

New chief justice takes oath

Justice Ravi Ranjan, the new chief justice of Jharkhand High Court, was administered the oath of office by Governor Draupadi Murmu at Raj Bhavan on Sunday. The post had been lying vacant for several months after his predecessor Justice Aniruddha Bose was elevated to the Supreme Court earlier this year. Chief Minister Raghubar Das, top judges and advocates of the high court, as well as senior government officials, were among the dignitaries attending the swearing-in event. The 13th chief justice of the Jharkhand high court, Ranjan was formerly a judge in Punjab and Haryana High Court.

Number of transgender voters witnesses 10 fold rise in Ranchi.

The population of transgender voters has increased by more than 10 times in Ranchi since the last Vidhan Sabha elections of 2014.

The total number of third gender voters in 2014 was merely 7, whereas in 2019 as of on November 21, the total number of transgender voters registered in the electoral roll is 73.

“There has been a significant increase in the number of transgender voters since the 2014 Vidhan Sabha elections. This is primarily because of the various programmes launched for promotion of inclusive voting,” said District Election Officer cum Deputy Commissioner Rai Mahimapat Ray. After the judgment of the Supreme Court of India in NALSA versus Union of India in 2014, it has been established that a person by their own right can determine their gender and no medical or psychological tests will be required for the same.  Various sensitization drives across different levels and government officials have been conducted in Ranchi, to ensure that government offices are aware of such right — and assure ease and respectfulness to all persons applying for official change in their name or gender. The district administration has also launched special drives right down to the booth level officer to include the names of transgender voters in the electoral roll. 

Activities under SVEEP (Systematic Voters Education and Electoral Participation) are also being conducted in specific areas with high transgender registrations for voter awareness and electoral participation. “The events are being organised in areas where the booths have maximum enrollment of transgender voters. All posters for voter awareness programmes also have icons encouraging them to come out and cast their vote for inclusive voting.

This is being done to make everyone feel a part of the whole process and no one is left behind. The aim is to give a message that voting is for all regardless of the socio –economic background one belongs to,” said an official.

At polling stations in areas with high transgender registrations, the administration is trying to sensitize the polling personnel as well. Special confidence building measures are also being taken including safe voting process.

The administration is also ensuring that the voters are not discriminated at the polling booths and no untoward incidents take place.

As per the statistics, the total number of voters registered in Ranchi are 22,83,482 which includes 11,76,245 male and 11,07,164 female voters. The total voters registered for the 2014 Vidhan Sabha elections were 19,11,227 which included 10,45,910 male and 8,65,310 female voters.

National level swimmer Gopal Prasad Yadav would have not thought in his worst nightmare that even after winning medals for India, he will have to work at a tea stall to support his family. 

Gopal, who runs a small tea shop named National Swimmer Tea Stall in Kazipur, Nayatola, is yet another example of the condition of sports and sportspersons in Bihar, who suffer because of the apathy of the system.

Keeping his dream to become an international swimmer aside, Gopal works at a tea stall to support his family. 

‘National Swimmer Tea Stall’, the name attracts many customers. On being asked why it is named so, Gopal said that it highlights the plight of all athletes and he hopes that it will make people aware that a national level swimmer makes his living by selling tea.

In 1987, Gopal represented Bihar for the first time in the national swimming competition held in Kolkata. He then excelled in the national swimming competition held in Kerala in 1988 and 1989. He also came first in the 100 meters backstroke competition in the state championship held in BCA Danapur in 1988.

In 1990, he went for a job interview in the Postal Department but did not get the job.

Today, Gopal teaches swimming in the Ganges. He believes that this has kept his inner swimmer alive. He says that his sons Sunny Kumar and Sonu Kumar are good swimmers, but they gave up swimming after seeing his condition.

His customers believe that it is really deplorable that he should be selling tea on the streets today.
