Three-day Rajgir Festival from Nov 25, Pankaj Udhas set to perform.

Bihar chief minister Nitish Kumar is expected to inaugurate the three-day Rajgir festival, scheduled to be held at the International Convention Centre at Rajgir from November 25.

The cultural extravaganza on the occasion will feature artistes like Pankaj Udhas, among others.

The event will also feature a Gramshree Mela which has been planned at the vast hockey ground at the heritage town.

The fair will also have activities like palanquin decoration contest, the “tonga”, or the horse-driven cart race, and dangal (wrestling), besides a Mahila Mahotsav where rural women will gather to discuss how to achieve economic independence and become self-sufficient.

Also, various government departments will be showcasing their activities and achievements at their stalls.

Rajgir Festival has been hosted jointly by the state tourism and the district administration, Nalanda. While the cultural event will be held at the International Convention Centre Rajgir, all other activities will be held at the hockey ground.

The Rajgir Festival was started in 1986 on the lines of Khajuraho Festival, the world famous Indian classical dance festival held in Madhya Pradesh every year.

“This time, the event is expected to be a fine blend of local and international. While the state tourism has invited celebrities to perform, the Nalanda district administration is trying to showcase the local talent. We have also planned a variety of local activities at the Gramshree Mela,” Nalanda DM Yogendra Singh said.

Activities like the palanquin decoration and Tonga decorations are expected to be a big draw. “Visitors, especially the foreign tourists, find it very interesting,” he said.

The first Rajgir Festival was held at the Swarna Bhandar, a nationally protected monument of the Archaeological Survey of India (ASI) at Rajgir. For three years, it was held at this site. But from 1990 to 1993, it could not be held due to some unavoidable reasons and was planned again at the youth hostel ground at Rajgir in 1994. Since then, the event has remained an annual feature. But its venue has kept changing. A few years ago, it was shifted to the Quila Maidan at Rajgir and since 2017, it’s being held at the convention centre.

Liquor ban: Over 200,000 cases pile-up, irked Patna HC raps Bihar govt.

Source – business-standard.com

Bihar government’s alcohol ban in the state may or may not have delivered desired results yet, but the move has put a huge burden on the judiciary.

The judiciary, already burdened with a large number of pending cases, has to now settle over 200,000 prohibition-related cases, including nearly 40,000 bail petitions pending with the Patna High Court.

The HC has asked Nitish Kumar-led Bihar government to explain the details of the infrastructure and mechanism it plans to develop to deal with mounting prohibition-related cases, according to a news report in The Times of India.

“In how many such cases has the state government appealed the high court’s order in the Supreme Court?,” a bench asked advocate general Lalit Kishore.

In reply, the advocate general said the state government had moved the SC on several occasions but he didn’t mention the number of cases.

The bench also sought to know what action the Bihar government has taken to pursue the cases filed in the SC challenging the enforcement of prohibition in the state.

Till date, 167,000 people have been arrested on charges of violating the Bihar Prohibition and Excise Act, 2016 and more than 5 lakh litres of alcohol have been seized, the report said.

Jharkhand Police respond to Scroll.in’s report, silent on ‘unknown’ thousands accused of sedition.

Source – scroll.in

In a statement on Friday, Jharkhand Police said media reports have given “totally incorrect and hugely inflated figures” about the number of people booked in sedition cases in Khunti district.

On Tuesday, Scroll.in had reported that the police had filed sedition cases against more than 10,000 people in the district over 2017 and 2018 when Adivasi villages erected stone monoliths with engravings of the Indian Constitution related to tribal autonomy.

The report was based on an analysis of 19 First Information Reports in which 132 of the accused were identified by name and thousands of others were listed as “unknown” accused. A writ petition filed in the High Court said Adivasis in the district were living in fear since the police could name them in the cases later.

The police statement, released on Twitter, is silent on the thousands of “unknown” people listed as the accused. It restricts itself to confirming sedition cases against 172 people.

“There are 19 criminal cases in Khunti district which have been declared true [under section 121A and 124A of the Indian Penal Code],” it said. “These cases are true against 172 accused persons only.”

Declaring a case true or false is a subsequent step in the course of a police investigation, which begins with the filing of an FIR. The police statement does not clarify how many cases were filed and what is the total number of accused – named and unnamed – in those cases.

Of the 19 FIRs that Scroll.in examined, 14 FIRs featured sedition under Section 124A of the Indian Penal Code as part of the offences. Those 14 FIRs listed more than 10,000 people as accused, the bulk of them “unknown”.
At the time of writing the report, Scroll.in had emailed detailed questions to Jharkhand police about these FIRs. Speaking on phone, the police superintendent of Khunti district, Ashutosh Shekhar, had said he could not respond until the elections were over.
