Jharkhand Public Service Commission (JPSC) has announced job notification for the post of Assistant Engineer (Electrical). Jharkhand Public Service Commission is accepting online applications from the eligible candidates.

Interested and eligible candidates should note that the application process for the recruitment is carried out in online mode. Interested and eligible candidates can apply online by visiting the official website of the Jharkhand Public Service Commission. The online application process for recruitment has started on October 24, 2019. The last date to apply online for recruitment is on November 15, 2019.

The selection process of the recruitment comprises of two tests, i.e., written and personality. The candidates qualifying the written test will be called for the personality test. The written test comprises of two sections, i.e., I and II. The section I comprises of multiple-choice questions and section II comprises of conventional papers in the concerned subjects. The total weight for the personality test will be 200 marks.

The application fee for the recruitment is Rs 600 for the Unreserved Extremely Backward Class (Schedule-I) and Backward Class (Schedule II) and Rs 150 for the SC/ ST category candidates.

The Bihar Public Service Commission (BPSC) came into existence from April 1, 1949, after its separation from the Commission for the States of Orissa and Madhya Pradesh. A chance encounter of The Telegraph photographer Manob Chowdhary with fugitive Birsa Munda jail undertrial Ashish Ghosh on Tuesday evoked strong reactions from residents of the state capital, especially on the role of the police in the whole case.

This paper reported Ghosh’s account, caught on tape by Chowdhary, including sensational claims of his being framed for the August 2018 double murder of a woman and a boy that he said he did not commit, severe beatings and sodomy he alleged by policemen at Bariatu police station leading to his shoulder dislocation and anal bleeding, and finally, his escape from RIMS on October 18 this year, which he said he managed by bribing a policeman Rs 5,000.

Though the police on Tuesday denied all of Ghosh’s allegations, treasurer of People’s Union of Civil Liberties Anand Kumar Singh, however, said that the man’s allegations of torture warranted a judicial inquiry. “The statement of undertrial prisoner Ashish Ghosh puts a big question mark on the working style of the police. Third-degree torture after arrest is a violation of guidelines given by Supreme Court judge D.K. Basu. A judicial inquiry should be done in the matter,” Singh said.

Pointing out how easily Ghosh fled RIMS under judicial custody, Jharkhand High Court advocate Rajeev Kumar, who has filed hundreds of PILs on various issues, said he was aghast at how the state’s biggest government hospital, had become a sub-jail of sorts.

“There is some nexus between the police, jail administration and RIMS,” he said. “This nexus decides how to use RIMS for the benefit of high-profile or sensitive prisoners,” he added, pointing out the “prolonged treatment of Lalu Yadav” and “the easy way this man fled and became a fugitive on city roads”.

Former president of the Federation of Jharkhand Chambers of Commerce and Industries and social activist Vikas Singh, supporting advocate Kumar, said the way a fugitive was found roaming in the capital without being caught, suggested something was fishy. “It requires a thorough probe,” Singh said.

Rajan Kumar Singh, an alumnus of Tata Institute of Social Sciences, who has joined the Aam Aadmi Party as its state secretary, called for a CBI probe in the case.

“Unfortunately, the Raghubar Das government has reduced law and order to jungle raj. In several cases, the role of police has been suspicious. Jharkhand police is on the verge of losing its credibility. The CBI should probe the case,” Rajan said.

Sadar DSP Deepak Pandey admitted their failure to nab Ghosh on Wednesday, a day after Chowdhary had spotted him by chance on East Jail Road. “CCTV cameras installed on roads have so far not given any clue. However, we are on the job. Raids are being conducted at various locations of the city to nab Ghosh, including near his Bariatu residence,” the DSP said.

Officer-in-charge of Bariatu police station Sanjeev Kumar could not be contacted for his comments despite repeated calls to his cellphone from this paper.

Civic bodies in both Ranchi and Jamshedpur are racing against time to deck up the ghats ahead of the four-day Chhath that begins from Thursday with Nahay Khay.

While heavy rains of last week and subsequent immersion of Kali and Chitragupta idols have increased the workload of Ranchi Municipal Corporation (RMC), the steel city is comparatively better placed with most major ghats in the final stages of being spruced up for the biggest festival of Jharkhand and Bihar.

“We have deputed our enforcement teams at major ghats to prevent dumping of puja paraphernalia,” RMC CEO Manoj Kumar said on Wednesday. “We are planning to depute guards at night from today at the major ghats. We are working against time to prepare the ghats as heavy rains, garbage-choked drains and dumping of idols and puja paraphernalia have compounded our problems. Despite the odds we are trying to prepare the ghats in the best possible manner for the devotees by Saturday,” he said.

Saturday is Pehli Arghya, when devotees offer prayers to the setting sun while standing in water.

Ranchi has nearly 60 ghats where devotees offer prayers to the sun god during Chhath. Some of the major ponds are Bada Talab, Karamtoli Talab, Line Tank Talab, Jail Mor Talab, Batan Talab, Hatania Talab and Kanke Lake.

“We are trying our best to clear the Ranchi Bada Talab of massive growth of water hyacinth,” Kumar said. “We have pressed into service nearly 15 heavy vehicles and 150 workers to clear the water hyacinth ahead of the festivity. Similarly, workers have been deputed to clean the other major ponds on a war footing under the supervision of specially constituted 10-member team of senior officials. We have appealed to all the (53) ward councillors to spread the message for cooperation in cleaning the ghats.”

The RMC will also be putting up bamboo made structures to demarcate danger zones at the ponds by Saturday morning, said an RMC health division official.

The roughly 30 ghats on the Subernarekha and Kharkai rivers and ponds across the steel city are a tad better prepared.

“We are taking help of (Tata Steel subsidiary) Jusco and other corporate groups (which maintain ponds in their areas) and also employing our resources to clean the ghats,” said Jamshedpur Notified Area Committee (JNAC) city manager Sonal Singh. “We had done the cleaning of the ghats completely after Durga Puja. However, after Kali Puja and Lakshmi Puja, puja paraphernalia and idols had to be cleaned again from the ghats which we are continuing till today (Wednesday). We hope to clean all the ghats by this evening.”

The JNAC will also install facilities such as changing rooms and mobile toilets at the major ghats. “Corporate groups and Jusco will be putting up lights at the major ghats. The approach roads to the ghats have been levelled,” Sonal Singh added.

Danger spots at the ghats will be demarcated with red and white tapes by Saturday morning.

Coal town ready

Dhanbad Municipal Corporation has completed clean-up operations at almost all the 90 ponds of the coal town except the historic Raja Talab of Jharia and Khokhan Talab of Hirapur.

Dhanbad mayor Chandrashekhar Agarwal, who inspected Raja Talab on Wednesday afternoon, said: “We faced some problem due to huge amount of hyacinth in the pond, but we will hopefully make it ready for Chhath by tomorrow (Thursday).”

Till last year, female farmers in the tribal belt of Khunti district in Jharkhand sold tomatoes at throw-away prices. This year, they have reasons to smile.

These farmers are earning at least 75 per cent more for tomatoes, thanks to better farm practices and sale of their produce through farmer producer body.

Various training programmes on how to control pest and disease attack on tomato crop during the rainy season have worked wonders for them.

Like the proof of the pudding is in eating, these farmers are now selling tomatoes for up to Rs 35 per kilogram as against Rs 15-20 per kg last year. Extension services provided by Tata Trusts and its corporate social responsibility (CSR) partners, including like E&Y Foundation, have helped in increasing overall production.

The setting up of Murhunari Shakti Farmers Producers” Company (MSFPC) in March 2018 in the Murhu block, with a population of 5,000 people, has helped immensely in better marketing of tomatoes and in turn fetching higher prices.

“Earlier, women growers here used to sell their produce at throw-away prices in a local market, but now they are selling their tomatoes to the farmer producers” organisation MSFPC, which in turn sells in bulk to traders,” Dayamani Nag, Chairperson of MSFPC, said.

In this Kharif season so far, the MSFPC has procured over 104 tonnes of tomatoes from member farmers and aims to purchase about 1,000 tonnes by the end of December. After purchasing from farmers, the farmer producer organisation has already sold about Rs 10 lakh worth tomatoes to traders, she added.

“Earlier, women farmers used to sell tomatoes in the range of Rs 15-20 per kg. Now, they are getting better rates as we are sorting and grading the produce and dealing in bulk quantity,” Muktanag, a board member of MSFPC, said.

Now, traders come to the farmer producer organisation and negotiate the price and this change has empowered women a lot, she added.

The transformation in the lives of tribal women growers of Murhu block was made possible mainly on account of the ”Lakhpati Kisan” initiative of the Tata Trusts, implemented by a nodal agency Collectives for Integrated Livelihood Initiatives (CInI).

Lakhpati Kisan 2020 mission aims to bring about irreversible change in the tribal growers lives through economic empowerment and improving the quality of life of tribal communities, Sirshendu Paul, Tata Trusts-CInI Regional Manager (Jharkhand), said.

“The major challenge before tribal growers of Murhu was pest and disease attack on tomato crop during the rainy season. We trained them about best farm practices and raising nursery. As a result, they are able to harvest good crop,” he said.

As many as 2,100 farmers have been trained in the Murhu block who have sown tomatoes in total 440 acres during the kharif season this year.

Sharing her experience, Teresa Nag, a farmer from Saparum village, said, “I have sown 3,000 samplings of tomatoes. So far, I have sold tomatoes worth Rs 13,000. I am associated with the farmer producer organisation and I hope to get better returns”.

Nag is also board member of the MSFPC.

Tata Trusts-CInI has replicated the model from Murhu block of Khunti district to four districts in Jharkhand and are scaling up similar approach in another three states.

Besides training individual farmers, Tata Trusts-CInI has encouraged entrepreneurs by helping farmers set up polyhouses.

“Our learning from Jharkhand is that encouraging entrepreneurship opportunities for critical service delivery especially for women, in agriculture and allied livelihood areas and training them can be instrumental in increasing rural incomes on a sustainable and scalable manner,” Sridhar Iyer, EY Foundation National Director (CSR), told PTI.

The EY Foundation is one of the agencies working with the Tata Trusts-CInI on the ambitious ”Lakhpati kisan 2020 programe” being implemented at present in seven blocks in five districts of Jharkhand (Khunti, Hazaribagh, Singhbhum, Deoghar and Dhanbad).

According to Tata Trusts-CInI, the EY Foundation has contributed Rs 2.66 crore for the ”Lakpati Kisan programme”, out of which Rs 89 lakh has been spend in Murhu block alone for creating water structures, polyhouses, capacity building and to bear the promotion cost of farmer producers” organisation.

CInI Executive Director Ganesh Neelam said the partnership between EY Foundation and CInI focuses on meeting the aspirations of the small and marginal farmers in Jharkhand.

While the core focus is making tribal farmers ”Lakhpati” in an irreversible and sustainable manner, the institutional structure of community will be driving their growth in long term, he said.

“Agriculture is the prime livelihood activity for the families and the emphasis is towards promoting high value agriculture especially crops such as tomato with scientific cultivation practices to provide good yields and maximum returns. These integration of livelihoods with stress on vegetables will meet the goal of Lakhpati families with better quality of life,” Neelam said.

He further said that livelihood layering through agriculture, animal husbandry, non-timber forest produce for the families is helping farmers achieve their aspirations.

Before harvesting tomatoes, tribal women growers of Murhu block sold their watermelon at a much higher rate of Rs 6-9 per kg to companies like Reliance Fresh and Big Basket.

“This is just the beginning and there is a lot to do as the company aims a turner of Rs 5 crore in the 2019-20 fiscal,” MSFPC Treasurer Almatiru said.

She said procuring crop from member farmers is a challenging task and sought assistance for buying a small lorry or cart which will help a lot in procurement process.

Asaduddin Owaisi-led All India Majlis-e-Ittehadul Muslimeen (AIMIM) has set its sights on the Bihar and Jharkhand assembly elections due next year, after winning the Kishanganj assembly seat in Bihar in the recent by-election.

The Hyderabad-based party lost Maharashtra’s Byculla and Aurangabad Central seats in the state assembly election partly because of its failure to sew a coalition with Prakash Ambedkar-led Vanchit Bahujan Aghadi. However, it won two new seats —Malegaon and Dhule City.

“Right now, we are focussed on building our organizational strength,” Adil Hassan, leader of AIMIM’s youth wing in Bihar, said over the phone. “We had 1.5 lakh members and that may go up to 5 lakh after the Kishanganj bypoll win this month, and our aim is to have 15 lakh members across Bihar by end of December. The voters in Seemanchal and other areas now have faith in Barrister (Owaisi), who has raised various issues of ours in the Parliament. Minority areas in Bihar are the most deprived for decades.”

In Maharashtra, the AIMIM contested 44 assembly seats and managed to win two, getting about 740,000 votes across the state. It was an increase from the 500,000 votes in the 2014 polls, where it contested 24 seats.

In Bihar’s Kishanganj, AIMIM’s Qamrul Hoda won with a margin of more than 10,000 votes over the Bharatiya Janata Party’s Sweety Singh. More interestingly, the Congress lost its deposit, getting just 25,825 votes, indicating a shift among Muslim voters. The seat falls under Seemanchal, one of the most backward areas in the state. If AIMIM manages to make deeper inroads, it might change the state’s political landscape, especially for the Congress, which gets a chunk of votes from Muslim voters.

Hassan did not say how many seats the AIMIM plans to contest in the Bihar state polls next year.

Another AIMIM leader based in Hyderabad, who did not want to be named, said that in the 2015 elections, the party had contested just six of the 24 seats in Seemanchal, and plans to contest more than six seats in the 2020 state polls, adding that a decision will be taken on the final tally later for both Bihar and Jharkhand. “We will be contesting in Jharkhand for the first time, and will also put up tribal candidates,” he added.

The AIMIM would have won a few more votes had its alliance with VBA (an alliance of Ambedkar’s Bharipa Bahujan Mahasangh and other caste/community organizations) gone through. The VBA, which managed to get significant deposits in some of the 250-plus seats it contested like Aurangabad Central, however, did not win any seats.

The alliance between the VBA and the AIMIM broke in September, just a month before the Maharashtra assembly elections, as the former offered the AIMIM just eight out of the 288 seats. In the 2019 Lok Sabha elections, the AIMIM had wrested the Aurangabad seat from the Shiv Sena, when the alliance between AIMIM and VBA was still intact. AIMIM’s Maharashtra head Imtiyaz Jaleel won the seat, and is the party’s only other parliamentarian apart from Owaisi.

“The Nationalist Congress Party (NCP) and Congress would have won some more seats had the VBA and AIMIM not been in the fray. This very much goes much in line with what Owaisi said during the results of the 2019 general elections, that the myth of the Muslim vote bank has been broken. He said that if there is any vote bank, it is the Hindu vote bank (with the BJP),” said political analyst Palwai Raghavendra Reddy.

Reddy added that the results of the Maharashtra state polls and the Bihar bye-poll will only help Owaisi and the AIMIM expand across the country. “He will go ahead with his plans, and it is to be seen how the opposition and Congress will deal with that situation,” he opined.
