No case against this Bihar village in 50 years

Patna: A village in Bihar has set an example for society by not having any cases registered with the police in the past five decades. The feat is unusual in a state that has reported around 260,000 cognisable offences every year, according to police records.

As per an official report, Bihar has reported over two million cognisable offences in the past 10 years. But Jamua village in eastern Bihar’s Banka district has been an exception.

It’s not that there have been no disputes at this village, home to around 600 people from various social strata. Instead, a five-member committee of villagers sits down and sorts out the dispute. The rare initiative has resulted in no cases registered against any villagers with the local police stations or in the courts.

“Whenever there is any dispute at the village, the matter is instantly referred to us. Then, we sit and discuss the issues with warring sides and finally settle the case right at the village. The police have no role to play in our case,” a village committee member Shailendra Kumar Singh said.

Villagers said the initiative has not only prevented them from making rounds of the police stations and the courts but also helped them save their hard-earned money.

“We all know how the cases have been lingering in the courts for decades. Carrying a legal battle in the courts not only kills a lot of time but also money, so we are happy with the arrangement,” said another villager Pankaj Singh. According to him, they are only carrying forward the practice as set by the village elders.

Last week, the village committee settled a three — year-old dispute in the family of Yugal Prasad Singh over a small piece of land that had resulted in violent attacks in the past.

“Soon after the matter came before us, we called both sides, heard their grievances and settled this years-old dispute. Acting on our appeal, the rival factions have given us in writing that they will not indulge in any unlawful acts in future. Now, they are happy,” added Shailendra Kumar Singh.

The local police have appreciated the initiative of the villagers and asked the other villages to learn from them.

“This is a wonderful initiative which every village should follow. We salute their action,” the local Banka district superintendent of police Arvind Kumar Gupta said.

Bihar has a total of 45,103 villages.

Another police official Vinod Kumar said there is no record of any case registered against any villagers with the Belhar police station under which this village falls.

According to the National Judicial Data Grid website, over 1.67 million cases were pending in various district courts of Bihar while 145,110 cases were waiting for adjudication in the Patna High Court as of February last year.

Of the total number pending in the Patna High Court, 16.54 per cent were pending in the court for over 10 years whereas 30.12 per cent were pending for two years, reports said.

For that to happen, India will hope Ashwin continues his scintillating wicket-taking run in the third Test. With 14 wickets in two Tests, the tweaker in the leading wicket-taker in the series thus far, four ahead of teammate Ravindra Jadeja.

An added incentive for Ashwin will be that he could surpass Harbhajan Singh in the list of most wickets taken by an Indian bowler against South Africa in the longest format. Ashwin needs nine wickets to overhaul Harbhajan and secure the third spot in the list led by Anil Kumble.

Ashwin continued his rise in the ICC Test Rankings for bowlers after his stupendous show with the ball in Pune. Ashwin, who had entered the top 10 after the first Test in Visakhapatnam, has now moved to the seventh spot, courtesy of his six wickets which he took against the Proteas in the second Test.

Meanwhile, Kohli has already issued warning to the opponents and said India will not “take their feet off the gas” and will aim for a whitewash when the final Test begins in Ranchi.

“Looking at the larger picture of the Test championship, every game has value, whether it is at home or away, that is the format. So, we’re not going to take our foot off the gas in the third Test,” Kohli said at the post-match presentation in Pune.

“No one is going to relax at any stage, we are going to go for a result in the third Test and hopefully make it 3-0, that’s a guarantee,” he said.

Jharkhand girl with heart ailment dies after made to attend school drill

RANCHI: In a tragic incident, a class I student reportedly died after being made to stand under the sun for a drill at Shiksha Niketan run by TELCO in Jamshedpur on Tuesday. The school administration made the girl attend the drill despite her parents informing them about the girl undergoing treatment for cardiac complications. 

“We have been informed that one girl has died in Shiksha Niketan School who was undergoing treatment in Bangalore. We are looking into the matter to find out the actual reason of death,” said Akhilesh Mandal, officer in charge of Telco Police Station. 

According to school sources, the girl collapsed on the ground and was taken to the hospital in an auto-rickshaw where the doctors declared her brought dead. Meanwhile, activist Ankit Anand of Shiksha Satyagraha, which works on irregularities in schools in Jamshedpur, has alleged negligence from the part of school administration.

“I have demanded CCTV footage of entire incident to clear all confusion about the incident. It is nothing but sheer negligence of school administration, which should have taken proper care of the ailing child and not have made her stand in the sunlight,” said Anand.

The school apparently also lacks trained professional who can apply first aid in case of any such incident as per the guidelines of the National Commission for Protection of Child Rights (NCPCR).

Patna Waterlogging: Dengue Death Causes Panic, Ink Thrown at Union Minister

Patna: With the death of a 7-year-old child due to dengue and a BJP MLA testing dengue positive, panic regarding a dengue outbreak among residents of Patna has increased. This is the first reported dengue death following the worst waterlogging incident in Bihar’s capital city after heavy rains.

Abhinav Kumar, son of a Bihar police constable, died in a hospital on Monday (October 14) night. He was suffering from dengue fever for the last few days.

Sanjeev Chourasia, BJP MLA from Digha Assembly seat in Patna, has also been tested dengue positive. Besides, over one dozen police officials are undergoing treatment after being affected by dengue fever.

According to health department officials, dengue has spread to new residential localities in Patna in the last two days as fresh dengue cases are being reported from there. Till Tuesday morning, the number of dengue positive cases in Patna alone stood at 1,195, while the total number of dengue cases reported in the state was over 1,500.

In Patna, more than 80 dengue patients are undergoing treatment in the government-run Patna Medical College and Hospital (PMCH), Indira Gandhi Institute of Medical Sciences (IGIMS) and different private hospitals.

The rising number of dengue cases has left the residents of Patna—who were already angry with waterlogging for days—infuriated with the administration and political leaders. On Tuesday, a youth threw ink at Union Minister Aswani Kumar Choubey during his visit to the dengue ward in PMCH. The youth fled from the scene afterwards.

The accused youth has reportedly identified himself as Nishant Kumar Jha, a youth activist of Jan Adhikar Party (JAP). He said that this was his way of protesting against the NDA government in state and at the centre for neglecting waterlogged victims in Patna for days.

Several people have expressed unhappiness by blaming government agencies for negligence and have demanded that urgent steps be taken to ensure regular fogging and spraying of bleaching and lime powder as well as speeding up of the cleanliness drive.

District officials said dengue is spreading fast among the waterlogged victims in the worst waterlogged residential localities here after water receded. Waterlogging is main cause of spread of dengue in the city.

What has become a bigger worry for health officials is that waterlogging still remains a problem in certain residential areas. Health officials said that water logging help these vector-borne diseases to spread faster due to increased mosquito breeding. Another disturbing fact is that not only is dengue spreading, there are also reported cases of chikunguniya, diarrhoea and stomach upset from waterlogged areas.

Patna civil surgeon Dr R K Choudhary said arrangements have been made for dengue test in all primary health centres in view of increasing dengue cases after waterlogging.

According to a top health department officer, measures have been started to prevent an outbreak of diseases and teams of doctors will soon visit affected areas to provide medical treatment if needed.

Farmers burning stubble in fields will be deprived of government facilities: Bihar CM Nitish Kumar

PATNA: Chief Minister Nitish Kumar on Monday expressed concern over the rising trend of farmers in Bihar setting agricultural residue on fire and warned the cultivators burning stubble in fields will be deprived of the facilities provided by the state government.

Underscoring the adverse impact of stubble burning on the environment, he instructed agriculture department officials to launch a campaign to end the practise.

“Farmers burning stubble (crop residue) in their fields will be deprived of facilities being given by the state government,” Kumar said while inuagurating a two-day international conference on “Crop Residue Management” here.

The event was organised jointly by the state’s agriculture department and Bihar Agriculture University, Sabour (Bhagalpur).

The state government is providing every possible help to the farmers in the state, he said adding power is supplied to them at a rate of 75 paise per unit.

In addition, the state is giving Rs 60 as subsidy on every litre of diesel.

Earlier, the practice of stubble burning was prevalent in Delhi and Punjab causing bad impact on Delhi’s environment, he said while adding that the custom has now gained prevalence in some parts of the state.

“Farmers need to be convinced that stubble burning not only has its adverse impact on productivity but also has its effect on environment. Farmers need to be convinced that the proper use of stubble will increase their income too,” the CM said.

Kisan Salahkars (agriculture advisors) and representatives from agricultural institutions should convince the farmers about the ill-effects of burning stubble/crop residue and create awareness among them against it, he said.

Kumar cited the rainfall figures to highlight the impact of the climate change Bihar has witnessed in past few years.

Earlier, the state used to witness an average rainfall between 1200-1500 mm which has came down to 750 mm last year, he said.

The average rainfall of the past 30 years, barring this year, is 1027 mm out of which 900 mm was recorded in the past 13 years.

He asked officials to show “short film” to the farmers incorporating valuable suggestions given by the agriculture scientists and experts at the conference.

Deputy chief minister Sushil Kumar Modi, state Agriculture minister Prem Kumar, farm scientist Dr Mangla Rai, Dr Eric Hutner of the Australian Centre for International Agricultural Research (ACAIR) and Bihar agriculture department secretary N Sarvan Kumar also addressed the conference.

Prominent among those who participated in the event included- Dr Rajendra Prasad Central Agriculture University, Pusa (Samastipur) Vice Chancellor Dr R C Srivastava, his counterpart in Bihar Agriculture University, Sabour (Bhagalpur) Ajay Kumar Singh, CM’s Principal Secretary Chanchal Kumar and Bihar State Pollution Control Board Chairman Dr Ashok Ghosh.

After condoms for stomach pain, another Jharkhand doctor prescribes pregnancy test for male patients

Ranchi: It seems the government doctors in Jharkhand are leaving no stone unturned to bemuse their patients. In a bizarre development, a doctor in Chatra district of Jharkhand prescribed pregnancy-tests for two men when they complained of stomach-ache.

However, the doctor in question has denied having prescribed such a test and claimed he was being framed in the case. Earlier, a doctor had advised a woman patient to use condoms when she complained of regular stomach-ache.

According to a report, the Civil Surgeon has ordered an inquiry into the matter. The matter came to light after two patients-26-year-old Kameshwar Ganjhu and 22-year-old Gopal Ganjhu-were told by a pathology lab that they have been prescribed pregnancy tests by the doctor identified as Mukesh Kumar. 

However, after the disclosure by the lab, the two patients did not get any tests done and returned to their village. At their village, they informed people about what happened to them at the hospital. 

The report suggests that the doctor Mukesh Kumar prescribed ANC test to the two men. The test is basically prescribed for women to check pregnancy. 

As the matter became public and was highlighted in the media, the district civil surgeon ordered a probe to get into the details of the matter. 

“I have ordered a probe after the matter was brought to my notice on Saturday. And I have ordered the doctor in-charge to probe the incident. This whole incident could be a conspiracy by quacks against the doctors at this hospital,” the report quoted Civil Surgeon Arun Kumar Paswan as saying. 

Meanwhile, the concerned doctor has alleged foul play claiming the hospital register maintains the names of the wives of the two men. The doctor said it is an attempt to malign his image.

“The two women instead of entering their names in the prescription paper wrote the names of their husbands. The tests were carefully prescribed to women and this is registered in the hospital register,” the doctor said.  The doctor also claimed all the confusion was caused due to the wrong entry of the names in the prescription paper.

In August this year, a government doctor in Jharkhand allegedly prescribed a woman condom when she told him about her stomach pain.

The incident was reported from Ghatshila sub-division hospital in East Singhbhum district of the state. The accused doctor has been identified as Asraf Badar, who is working on a contractual basis with the hospital.

Property Dispute: Man tries to kill Brother in Mankapur

A dispute over property in Mankapur took ugly shape when a brother tried to kill his own brother by pushing him from the first floor in Mankapur. The accussed was also seen thrashing his 70 year old mother over the same issue. He was seen standing over the first floor of their home in Mankapur on Monday evening when the issue turned violent allowing him to push the man on the first floor.

As per reports, the lady Vaishali Anand seemed to have some issues with her brother in law Sandeep. Both Sandeep and Anil are real brothers and it was sharp at 9.30 when this man called Sandeep came to the home of Vaishali and had a cold war with the two. He also thrashed his 70 year old mother on the property dispute Vaishali then called Anil her husband calling him at home for the quarrel. When Anil returned home, he also had a quarrel with his elder brother.

He then went up to call the police reaching the first floor and soon Sandeep also followed him. Soon Sandeep pushed him so hard that he came crashing down on the floor getting serious injuries. He was then rushed to the Kunal Hospital and is currently in the critical condition. On the complain of Vaishali, the Police has booked Sandeep on the charges of 307, however, they are yet to arrest him as yet.
